Commissioners Robert Archambault, Ronald Wright, Edward Pacheco and Chairman William Cunningham answered roll call. Also present were Jahanshah Oskoui, Associate Civil Engineer, and Oretha Williams of the Engineering Division. Commissioner Joe Battle arrived at the meeting at 6:10 p.m. Councilman Armando Rea arrived at 6:12 p.m_, and briefly attended the meeting. The pledge of allegiance was led by Commissioner Archambault, ACKNOWL OF POSTING Jahanshah Oskoui announced that the Agenda of January 25, 1990, was duly posted 72 hours prior to the scheduled meeting as prescribed by the Brown's Act. APPRO OF M INUTES Commissioner Cunningham motioned to accept the minutes of December 21, 1989, and Commissioner Archambault seconded the motion. Minutes were approved unanimously. PUBLIC ORA COMMUNICATIONS Joyce Ortiz, Principal of Lincoln Elemantary School, briefly discussed the scheduled item, Item No_ 6, ''The Review of the Existing Crosswalks on State Street." She explained that her concerns has been the safety of school children crossing_ State Street at Norton and Poplar streets. Ms. Ortiz thanked staff for meeting with her and updating her on the traffic study and said that she is agreeable with the staff recommendation. 1 1 +�•tf 1�,;i'•.'nl.n YS'' C 14j�u� �1 th':'j n! '° .. �`. ;1'rk 1 P' ¢ Ms. Ortiz, also expressed concern about school staff automobiles parked on the streets being vandalized and the general shortage of street parking space for Lincoln School.staff_ Chairman William Cunningham referred the vandalism problem to the Sheriff's and suggested that Ms. Ortiz along with other School District officials to study possible alternative to improve on- site parking facilities. SCHEDULED MATTERS ITEM 6_ REVIEW OF EXISTING CROSSWALKS ON STATE STREET IN FRONT OF LINCOLN ELEMENTARY SCHOOL J_ Oskoui presented the subject item. He stated that Evelyn Wells, City Council Woman, instructed the Public Works Department to study the existing crosswalks on State Street in front of the Lincoln Elementary School, as a result of complaints received that the street was not safe for crossing. The Public Works Department completed a study. Based upon the study conclusion, Public Works staff recommends alternation to the existing cross- walks, to increase a safer crossing for pedestrians The elimi- nation of the existing crosswalk on State Street and Poplar Avenue and relocate the crosswalk to State Street and Norton Avenue, to the south side of the street. Also, staff recommend- ed parkway trees around the stop signs to be trimmed. Commissioner Wright motioned to accept Public Work's recommendation_ The motion was seconded by Commissioner Archam- bault. It was past unanimously. Commissioner Cunningham led the discussion on the role of each Commissioner taking the initiative to visit sites, to thoroughly examine each request received by the Traffic and Parking Commis- sion, as it would advantageously execute the progress in remand- ing complaints /requests, and also he suggested that each request be replied to by a written response of recommendations. Commissioner Archambault and Wright replied that they both had an opportunity to visit Lincoln Elementary School on State Street_ Commissioner Wright expressed that he had visited the site with the Sheriff's Department Ride -Along program. Discussion followed. Andrea Hooper, City Clerk, at 6:12 p.m., swore in Edward Pacheco, the new Traffic and Parking Commissioner. Commissioner Cunningham directed the Commission refer to the December Minutes, under Commission Orals, Vn page 3 of paragraphs 1 - 5. He requested follow -up on.complaints made at the meetina of December 1989. Commissioner Cunningham requested that the reply back to the Commission to the request of 1989, meeting, with a written report as complaints and responses. Street Supervisor made at the December to street sweeping Commissioner Cunningham directed the Commission to referred to page 4, under Commission Orals, paragraph 4 and 5. He requested Public Works to response to Sergeant Silva's request at the December of 1989 meeting for requesting a parking restriction in front of Aloha Freight at 11560 Wright Road and Lugo Elemantary School at 4345 Pendleton Avenue. Sergeant Silva prior to to- night's meeting submitted a supporting letter of request from the Lynwood Unified School District, Transportation Department, indicating the problem the schools are experiencing with school buses at the bus loading and unloading zones. J. Oskoui indicated that Public Works has to complete studies on each request before a decision and recommended is made and will response to the Commission with results and recommendation to the above requests for restricted parking. Copies of results would 6e forwarded to the Principal of Lugo Elementary School and to Aloha Freight Company. INFORMATIONAL ITEMS Jahanshah Oskoui gave a brief presentation of the following, current Public Works projects: 1. Sidewalk Reconstruction Project for FY 1989 -90 J. Oskoui stated that the Sidewalk Reconstruction Project is now complete. He indicated that there were 294 damaged sidewalks, curbs and gutters, drive approaches and pavements at various areas in the City repaired. The construction cost of project was $219,000. 2. Southern California Gas Company - Installation of Gas Main Line The Southern California Gas Company has completed installation of a gas mainline on the west side of Imperial Highway, between Tweedy Boulevard and Imperial Highway. The company is now installing service lines. A portion of the street has temporary patching and will be permanently patched at a later date. 3. S.A.N. Project (San Miguel Avenue, Alpine Avenue and Norton Avenue) A contract was awarded to Excalibur Contracting Company in June of 1989. The project had been removed from the budget however, recently re- added. The subject project will resume in approximately one week. The contractor .is installing landscaping and an irrigation system for the median island on Atlantic Avenue, just south of .Abbott Road. An entry marker will be installed, grading is being done to install stamped concrete. The installation of electrical work, and Myers cabinet will done in two weeks. 5_ Complaints for Month of October of 1989 J. Oskoui announced that during the month of December of 1989, the Department of Public Works received a total of 76 complaints. This number of complaints received reflects a decrease of 50% in comparison to the month of November of 1989. Out of the total 76 complaints, 32 have been resolved (Complaint Summary sheet attached). J. Oskoui announced that in addition to the agenda, articles and newspaper clippings accompanied the package for Commission information_ COMMISSION ORA Commissioner Pacheco stated that he had met with a concerned individual at the last City Council meeting. The individual had stated that large trucks park on the parking lot of Lucky Super- market, at the northwest corner of Atlantic Avenue and Pendleton Avenue. The trucks impede the visibility of motorist. Commissioner Pacheco stated another concern of a pick up truck with camper shell parks on the corner of Elm Street and Imperial Highway. The truck obstruct motorist view. Commissioner Wright requested update on request made to have alley assesses, northeast of Atlantic Avenue Fernwood Avenue open to Fernwood Avenue. J. Oskoui replied that the alley assesses will be opened by the end of January of 1990. Commissioner Cunningham raised concern of dirt barrier on Pope Street and Fernwood Avenue and the resolution of the removal of the dirt pile. Commissioner Wright also mentioned that a pile of dirt has been left on Virginia Avenue and Fernwood. Commissioner Battle requested the status of his suggestion made at the December of 1989 meeting to implement a continuous update on complaints received by Public Works. J. Oskoui informed the Commission that a format would have to be designed to report the progress of resolution of complaints. The construction phase of subject project started on February 12, 1990. Presently the contractor, Excalibur Construction Company is reconstructing the concrete curb and gutters, sidewalks, and driveway approaches. This project will be completed by the end of March 1990. Gas Co. Main Line installation - Long Beach Boulevard The final phase of the pavement reconstruction in conjunction with the project has started and will be completed by the first week of March 1990.' Street Widening - 10136 Long Beach Boulevard In conjunction with the construction of a new shopping Center at the Northwest corner of Long Beach Boulevard and Michigan Avenue; the City will widen Long Beach Boulevard in front of 10136 Long Beach Boulevard by ten (10) feet to increase the width of the easterly half of the Boulevard to it's designated ultimate width of 40 feet. Complaints - January of 1990 The department of public works has received a total of 139 complaints during January of 1990. This shows an increase of 83% with respect to December of 1989.
