Ordered new letters for Community Center and Natatorium. 2. Ordered John Byork plaque and Freedom Memorial plaque April 4th. 3. Met with Edison Company regarding graffiti on utility poles. 4. Met with Councilpersons Wells and Heine regarding graffiti ordinance and workshop. 5. Mervyn M. Dymally Park signs were installed April 26th. 6. Plaster repair at Community Center completed April 25th. 7. Parking lot extension south driveway completed. 8. Lindbergh Park renaming contest is underway, entries due by May 31st. 9. Invitations to Congressman Mervyn M. Dymally Park dedication were prepared and mailed. 10. Invitations for Youth Commission Job Fair were sent to prospective businesses. 11. Beautification Committee made selection for awards for the Southeast section of Lynwood on April 24th. Awards will be presented at May 22nd Recreation and Parks Commission Meeting. 12. Received bid for installation of water meter for Imperial Highway Project. 13. Prepared and submitted Senior Citizens information to Wave and Journal. 14. Conducted Teen Center Supervisor interview. 15. Ordered paint contractor for Community Center and Natatorium. 16. Met with Saint­-Francis- Hospital regarding communication difficulties. 17. Met with Joe's Sweeping regarding restriping of parking lots. 18. Ordered termite inspection of Teen Center. 19. Reserved stage, P.A. podium and steps for park dedication. 20. Received pool table, table tennis, foosball and t.v. set at Teen Center. 1. Opened two (2) new Afterschool Playgrounds at Abbott and Lindbergh schools. 2. Spring classes in Ballet, Karate, Gymnastics, Piano and E.S.L. began. 3. Registration for Cinco de Mayo activites were conducted. 4. Preparing Anti - Graffiti tape for cable. 5. Lynwood Showcase to feature Miss Lynwood, Recreation and Parks activities, Race Relations Committee. 6. Much time spent on preparing for Cinco de Mayo activities. 7. Held Baseball Opening Day activities, Pancake Breakfast and Easter Egg Hunt, April 14th. 8. Held playground dance at Thompson Auditorium. 10. Elementary school track meet held April 7th. 11. Magic Mountain Field Trip held April 21st. 1 12. Girl's Softball orkshop held April 10, ll,ad 12th. 1 13. Drill Team performed at All City Track Meet, Benefit Basketball Game and Baseball Opening Day. 14. Girl's Basketball leagues completed season. Awards banquet held April 25th. 15. Began repair on gymnasium floor. 16. Met with marquee representatives regarding repair of marquee. 17. Held coaches meeting for T -Ball. 18. ordered vertical blinds for Teen Center. BATEMAN HALL: 1. Repaired lighting in Custodial Room. 2. Repaired sink in kitchen. 3. Repaired water softener. 4. Installed belts on kitchen vent fans. 5. McDonnell /Douglas began weekly seminars. Attended safety meeting and training class. 6. Lubed drive shaft and repacked circulation pump. 7. Repaired marquee frame. 8. Began color coding pipes in filter room. 9. Cleaned plaque in front of building. 10. Replaced broken bolts in frame along large rear window. PARKS DIVISION: _ -- 1. Roses at Civic Center were treated for aphids. 2. Atlantic Avenue medians were weeded. 3. Play equipment at Ham Park painted. 4. Picnic tables and benches were painted. 5. Trees trimmed at Natatorium and Freedom Memorial. 6. Deteriorated wooden signs were removed from City Park. 7. Two (2) wash basins were installed at City Park restrooms. 8. Men's urinal installed in same restroom facility. 9. Began removal of old fire places in City Park. New braziers to be installed when completed. 10. On April 4 -rainy day, park crew and removed graffiti. 11. Imperial Highway Project A. Area cleared and leveled. B. Trees trimmed. C. 1200' of trenching was installed. thoroughly cleaned all restrooms done and 1200' of irrigation line D. Wiring for irrigation system installed. E. Water meter installed. News Releases - mailed on a current basis. C. Personnel Larry Calhoun is the new Custodian for the Community Center. Leo Rodriguez is an hourly employee hired to oversee the Teen Center. Art Solorzano is a full time Laborer for the Graffiti Program. Anne Poertner passed away in February. She had worked for the City for 40 years as a part time employee. After a short discussion by the Commission as to what kind of tribute to pay this long time employee a motion was made by Commissioner George Martini that there be a proclamation made by the City for Anne's forty (40) years of service or a plaque be placed in the kitchen naming the kitchen in her name. Commissioner Robert Markovic made a second to the motion with all in agreement. PAGE TWO • • CURRENT PROGRAM REPORT: by Ralph Davis The City School Track Meet was held April 7th. Approximately 2000 attended with 1000 participants. All the elementary schools were represented. April 14th was a busy day with the Easter Egg Hunt being co- sponsored by the Exchange Club and an attendance of approximately 400. A Pancake Breakfast was held in the morning at the Teen Center from 8- 10a.m. Opening Day Program and Ceremonies were conducted for the start of the Baseball Season with the FIRST BALL THROWN by Commissioner Bette Espeseth. It was also picture day for the boys teams. Junior Mamea and Dorothy Siddell are to be commended for a job well done. Girls Basketball Banquet will be held tommorrow night at Bateman Hall at 6:00 p.m. and all the commissioners have been invited. On April 28 the S.E.M.A.A. Track Meet will be held at the La Mirada High School with 26 cities participating, including Lynwood. April 21st there was a Benefit Basketball game held at Lynwood High School with the Sheriff's Department versus the Fire Department. The Sheriff's Department won with a score of 47 to 46. City staff has issued a challenge to the Sheriff's Department for a play off game. Girls Softball registration has started with games to begin in May. The Drill Team will be participating in a Cinco de Mayo parade in Los Angeles. Cinco de Mayo activities for Lynwood w ill be held May 1 -4, with activities at Ham Park and City Park. Boys Basketball Banquet was held April 17. There will be a mixer at Bateman Hall at 6 p.m. on May 2nd, hosted by the Chamber in honor of John Watkins and Joe Benarin. The renaming of City Park to Mervyn Dymally Congressional Park Dedication Program is scheduled for May 12th at 10 a.m. GRAFFITI REPORT by Ralph Davis The monthly graffiti report was distributed to the Commission and Ralph said to note the beautification area and City Park were target areas for the graffiti crew. At the last few Council meetings things have been happening to help curb graffiti. Ordinances have been passed for the control on selling of spary paint and for the control of storing same. A reward system has been instituted giving a $500.00 reward leading to the arrest and conviction of violators involved in graffiti. There has been a request for extra surveillance from the Sheriff's Department to control graffiti. The graffiti supervisor, Stan Grayer came up with a very innovative way to clean the trees of graffiti. He mixed paints to obtain a color to look like the bark of the tree, which is a very good camouflage system. Commissioner Evans inquired why we use the term Shape Up Program in referring to the graffiti program. Ralph Davis explained that the word graffiti gives a PAGE THREE • • negative tone and the original intent for the program was to be more than just clean up of graffiti. Ralph asked the commissioners to please note that the Community Center is now in the process of being painted. ACTIVITY REPORT by Harold Mattoon The monthly report on department activities for March was distributed and various comments made on different items. She attended the festivities on April 10th - Pancake Breakfast - Easter Egg Hunt - Opening Day Ceremonies. She was thrilled to have the honor of throwing the first ball. Commissioner Robert Markovic ... was sorry he was unable to attend the Opening Day Ceremonies as he always has for the past 18 years. Commissioner George Martini mentioned the plaque being presented at the Fort MacArthur Museum site for the donated cannon but could there be a plaque placed at the Freedom Memorial in the park as a memorial. He was advised this was already being done. Commissioner Martini also commented that he would like to see the plaster holes be plastered and painted on the shelter areas in Lynwood Park. He was advised bids have been received and the work will start soon. Commissioner Julio Mendoza asked the commissioners if they had ever noticed the gazebo on Alameda under the 91 Freeway that reads "Entering Compton" and if they noticed there is no vandalism. Commissioner Mendoza suggested something like this is needed in Lynwood. r PAGE FOUR • . A . Commissioner Eloise Evans... attended the CPRS Conference on April 20th and stayed the weekend. She attended a session pertaining to commissioners. The other cities discuss the same issues we discuss. The commissioners serve on several boards, are very dedicated people and very active. She described a green pin she received and will bring to the next meeting. If the other commissioners would like one, she will place an order. She stated the Commission should be looking for someone in our City, that has done a great job, to be recommended as an outstanding citizen. She thanked the City for sending her to the CPRS Conference. Commissioner Evans said she had attended a Youth Commission meeting at the Teen Center and observed Ralph Davis is going over and beyond the call of duty. It appeared the Youth Commission is not jelling because there are too many different age groups ranging from 11 -25 years. She felt the youngsters need more training before they are made commissioners. Commissioner Evans asked what was in mind or the concept of the Goals and Objectives for the Youth Commission. Commissioner Evans requested it be noted in the minutes that she is not condemning, just questioning. She is in the process of gathering data and it would not be fair to judge anything until all the information is available. She is just questioning some of the procedures observed. Ralph Davis said he would like to add two things, for the record. Ralph agreed Commissioner Evans comments were valid as far as the one meeting she attended. The commission is a very young commission and they have only been a commission for one year. He advised that it is his job to train the youngsters to be commissioners. He said he had met with Mayor Pro Tem Paul Richards to see if the commission was on line with what was wanted. The Council will be receiving a calendar of events that will show 5 projects being undertaken by the Youth Commission. 1. Education Forum - objective is to host a forum of panelists with all levels of education in the community. 2. Job Fair - scheduled on May 30th at Bateman Hall. Host an event to create permanent and temporary employment. 3. Anti Graffiti Day - host a day inviting Council and dignitaries to participate in graffiti removal. 4. Bike -a -thon - a fundraiser for the Teen Center. 5. Career Day - youngsters will have a chance to emulate City and Chamber members. Ralph explained the youth have to learn how to become a Commissioner but they are a policy making body and they are to advise on programs benefiting the youth in the community. The question was asked when does the Youth Commission have their meetings. The first Wednesday of every month at 6 p.m. at the Teen Center. Commissioner Evans expressed her concern regarding renaming of Lynwood Park. She felt the commission should have been given the opportunity to review the matter prior to Council decision. She stated the reason she wanted this noted is because she cares and is concerned about the community. CURRENT PROGRAM REPORT: by Jim Given The Recreation and Parks Department is responsible for the Lynwood page in the Journal. The Lindbergh Park Name Contest entry form was published in the Lynwood Journal both in English and Spanish in an effort to reach as many of the residents as possible. The next 3 or 4 issues of the Journal will have summer programs highlighted. Next week will feature the Natatorium Swim Schedule and future issues will publicize Senior Programs, Teen Center, etc. 0 The Spring Programs are closing out and Summer Programs beginning. Baseball will end June 16, 1990 except for the Junior League. Invitations will be sent inviting the Commissioners to the Pot Luck Baseball Cook Out behind the Natatorium on June 30, 1990. At the last Council meeting the Lynwood Lightning Track Team was awarded $5,000.00 to cover expenses for attending the National Championships in Spokane, Washington in July. The group of nineteen (19) will take Amtrak to Spokane. There is a possibility Southern California Edison will donate monies to supply a van for transportation in Spokane. Upcoming Track Meets include; S.C.M.A.F. - May 26, 1990 - University of California Riverside, Hershey Regional Meet - June 9, 1990, Carson Invitational - July 1, 1990. He invited the Commissioners, when they have an opportunity, to come by the Community Center and see some of the efforts accomplished. COMMISSION TERMS: by Ralph Davis It was noted the terms of Chairperson Evans and Commissioner Mendoza will expire in June, 1990. Both Commissioners advised they are interested in another term. PUBLIC ORAL COMMUNICATIONS: None COMMISSION ORAL & WRITTEN COMMUNICATIONS: Commissioner Robert Markovic ... inquired if baseball is still under the Baseball Association. He was advised the name has been changed to Lynwood Sports Association so as to include other sports. He also inquired as to why baseball season ends so soon. The reason for starting sooner and ending sooner is due to requests from the parents and coaches, so as to have enough summer vacation time left to take family vacations. Commissioner Markovic mentioned how good east of Bullis on Imperial looks. This is an IN HOUSE project under the direction of Al Valencia, Parks Superintendent. His crew installed the sprinkler system, landscaping, planted trees and will plant vines to cover the fencing. Commissioner Bette Espeseth ...commented on the fact that the gym floor at the Community Center has been repaired and is usable. She attended the dedication for Mervyn M. Dymally Congressional Park and found it to be well planned and good food served. Commissioner George Martini commented on Imperial Wall and the great job being done by the crew. He mentioned he had been watching the work of the irrigation system and planting of trees. He expressed his desire to see the work continue on down Imperial in the future. Commissioner Martini has concerns regarding the Sheriff's Department doing more to help deter graffiti. He inquired what efforts were made to get the winners out to participate in the awards. Commissioner Martini was advised the department had mailed letters to the ten (10) top selections announcing they had been selected and invited to attend the meeting for the Award Ceremony. Commissioner Martini suggested something more be done to obtain better participation by the winners. Commissioner Eloise Evans mentioned she had been sharing tickets to events with the Senior Program and since her program is defunct she will share her resources and contacts with the Senior Program so they might enjoy some entertainment. She expressed her concern about the recent graffiti on the Teen Center. She also expressed concern regarding smoking at the Commission Meetings as she is asthmatic. She asked Commissioner Martini to respect her request not to smoke until the conclusion of meetings.
