ADMINISTRATION•
1. Met with Public Works Department to discuss equipment needs.
2. Attended management team workshop.
3. Met with Adolph's Catering regarding - dates- for- - McDonnell Douglas
training sessions.
4. Met with Public Works regarding Lindbergh Park Project.
5. Met with Recreation and Parks Commission Committee to discuss cannon
in City Park.
6. Met with Recreation and Parks Commission Committee regarding
renaming of Lindbergh Park.
7. Sent letter to Los Angeles City Parking Enforcement regarding
vehicle driving in City Park.
8. Met with City Attorney regarding accident claim filed by patron.
9. Spoke with Sam Stokes of the Ft. McArthur Military Museum regarding
cannon in City Park.
10. Conducted interviews for Custodian & Laborer positions.
11. Attended SCMAF membership meeting.
12. Attended Opening of Cerritos Sports Center.
13. Met with Home Bank regarding donation of furniture.
14. Met with Administrative Aide to City Manager regarding cable T.V.
format.
15. Met with Public Works regarding capital projects.
16. Met with electricians regarding V.I.P. Room lighting.
17. Attended Chamber of Commerce car show meeting.

1. Began fundraising for performing arts programs.
2. Met with Lynwood Track Club.
3. Attended track workshop in Cerritos.
4. Met with Sheriff's Activity League regarding uniforms.
5. Ordered equipment for baseball program.
6. Held pre track meet meeting with teachers and coaches from
elementary schools.
7. Ordered pool table and stereo for Teen Center.
-8. Concluded youth basketball season.
9. Prepared correspondence for donations for baseball opening ceremony
day.
10. Conducted Black History activities February 15 -18th despite adverse
weather, this was one of the most successful Black History program
hosted by the city.
11. Assisted Senior Citizens with section 8 housing forms.
12. Conducted special registration for girls basketball.

BATEMAN HALL:
1. Repaired lock on women's restroom.
2. Replaced light switch in women's restroom
3. Cleaned and repaired heater in patio closet.
4. Cleaned air conditioning ducts throughout facility.
5. Repaired freezer in kitchen.
6. Solicited bids for carpeting in offices.
7. Work begun on reflection pools.
8. Began painting of restroom partitions: - -- - - - - --
PARK DIVISION:
CITY PARK
1. Much time spent on preparing ball diamonds for upcoming season.
A. Twenty two (22) quick couplers were changed or added at Diamond
#1.
B. Bleachers at Diamond #1, 2 & 3 were repaired and painted as
needed.
C. Replaced nine base anchors.
D. Aerated fields and fertilized.
E. Twenty (.20) tons of brick dust and clay was applied to all
diamonds.
2. Removed deteorated and vandalized wood from bleacher area.
3. Assisted Circus Vargas with set up.
HAM PARK:
1. Added five (5) tons of brick dust and clay to ball diamond.
2. Backboards, players benches and bleachers were repaired and painted.,
3. Reset valve boxes at around level for safety of patrons.
4. Applied gopher control.
5. Began painting play equipment.
NATATORIUM•
1. Conducted staff interviews.
2. Replaced chemical feed container.
3. Replaced U Joint on drive shaft.
4. Began swim lesson sessions.
5. Installed new transformer and 480 V relay
6. 'Repaired boiler and returned to operation.

Harold Mattoon certified the Agenda Posting by the City Clerk.
The minutes of the regular meeting of January 23, 1990 were approved as mailed
by a motion by Commissioner Robert Markovic, with a second by Commissioner Bette
Espeseth and all in agreement.

CORRESPONDENCE
Harold Mattoon read a letter from Margaret Araujo which congratulated the department
for the smooth and efficient way the trip to Tijuana was handled. The letter also
commended staff for their efforts on the Unity Fair.
MONTHLY STAFF REPORTS
A. Facility Usage Reports on Bateman Hall, Community Center and Ham Park
were attached to agenda.
B. News Releases - mailed on a current basis
C. Personnel - Harold Mattoon reported the eligibility list from the recent
examinations that were held for a Laborer in Graffiti and a Custodian for
Bateman Hall, has been received.
CURRENT PROGRAM REPORT by Ralph Davis
Ralph Davis distributed the February Continental Cablevision calendar to the
commissioners and the Lynwood Black History Program would be aired on
February 28. Tribute to Black Entertainment at 6 p.m. and Lynwood Comedy Club
at 8:30 p.m.

RECREATION 6 PARKS COMMISSION
The Afterschool Playground Program held a dance at Bateman Hall on February 2.
The participants in the program have been selling candy to raise funds to assist
in the materials needed.
The Black History Program was a success even though, -it rained on Saturday and
the program was moved inside Bateman Hall. The Tribute to Black History was
held Saturday evening at Bateman Hall and Sunday concluded with a Gospel Program.
We are preparing for Cinco de Mayo with registration starting in March for the
vendors. A family picnic and program is scheduled.:
- The - Girls- Basketball-League is underway with- fou =_Z get teams and a senior league
for girls in 7 -10th grades. The All City Drill Team is practicing on Mondays and
Thursdays and they participated in a Black History Celebration on February 2.
The Pasadena Black History Parade and the South Gate Azalea Parade will also be
attended by the Drill Team.
The Boys Basketball Program has concluded and there will be a banquet on March
17th at Bateman Hall at 6 p.m. The S.E.M.A.A. Tournament starts March 24 with
entries from Lynwood in the Pee Wee, Midget andJuhior Divisions. The L.A.
County Tournament is also being held on March 24th.
Baseball sign ups are being taken through April - 13th with opening day being
planned for April 14th. It will be picture day, pancake breakfast and a raffle.
Teen drop in is averaging 45 participants daily and 15 students on Tuesday and
Thursday involved in the Tutorial program. Every Saturday between llam -3pm
there is an Electric Football Program in progress.
The Lynwood High School girls and boys have reached the C.I.F. finals and the
Recreation S Parks Department is sending a rooter bus, offered to the Lynwood
Community on March 2nd to the University of Irvine for the girls playoff and
March 3rd to the L.A. Sports Arena for the boys-playoff.
The Lynwood Sports Association "Duffer's Delight_ "_Golf Tournament scheduled for
February 17th was cancelled due to rain.
GRAFFITI REPORT by Ralph Davis
Ralph Davis distributed the graffiti reports for the month of January. He
mentioned in the future there will be more preventive measures implemented with
more emphasis on law enforcement.
ACTIVITY REPORT by Harold Mattoon
Harold Mattoon distributed the monthly activity reports for January 1990. The
commissioners had various questions and comments regarding the report.

COMMITTEE REPORT ON CITY PARK CANNON by Commissioner George Martini
The Fort McArthur Military Museum in San Pedro inquired about the possibility
of moving the field piece in Lynwood City Park to their site at the Osgood - - - - -- -
Farley Battery located in Angel's Gate Park.
Council - requested Recreation & Parks Commission to investigate and bring
recommendation to them regarding the GPF 155 mm.
Commissioner Martini gave a report on the results regarding the cannon in Lynwood
City Park.
The Commission's recommendation is that the Fort McArthur Military Museum be
allowed to remove, refurbish and install the GPF 155 mm at their museum in
San Pedro. In return the City will receive suitable recognition for their
donation in the form of a plaque and an invitation to dedication ceremonies.
Tribute should remain to Mr. Gray the original donor of the field gun.
COMMITTEE REPORT ON LINDGERGH PARK RENAMING by Chairperson Eloise Evans
The committee felt the name change of Lindbergh should reflect the predominant
hispanic makeup of the immediate community. Due to the Freedom Memorial in the
City Park being built and dedicated to the memory of Lynwood residents killed
in Vietnam, the commission agreed there should not be another facility dedicated
to the same cause.
The recommendation was that a "Name the Park" contest be conducted in the Lindbergh
Park area and some type of award presented to the top three winners, i.e. $100.00
First Place, $50.00 Second Place, $25.00 Third Place. In addition to the name
change at Lindbergh Park, the commission recommended a memorial plaque be placed
on the Freedom Memorial in Lynwood City Park.
BEAUTIFICATION TOUR by Ralph Davis
After a short discussion it was determined the Beautification Tour would be
conducted at the next regular scheduled commission meeting. The meeting time
would be changed to 4 p.m. instead of 6 p.m. to allow enough daylight to complete
the tour of the Southeast section of Lynwood. A request was made that a planned
route be prepared for the tour and a Beautification Sign be placed on the van.
The commission will meet at the Community Center instead of Council Chambers.

COMMISSION ORAL & WRITTEN COMMUNICATIONS
Commissioner Bette Espeseth ...commented on how thin the crowd has gotten at the
dances on Tuesday evenings for the Seniors at Bateman Hall.
Commissioner Robert Markovic ...inquired are there any areas south of the freeway
that are available to the City.
Commissioner George Martini ...mentioned he observed the shelter areas in the Park
need repairs and the street by the Park is full of holes. (Repairs to the street
were being delayed until the hospital completed their project.)

RECREATION & PARKS COMMISSION
Commissioner Eloise Evans recommended the Recreation & Parks Commissions
attend the Youth Commission meetings on occasion and invite the Youth Commission
to attend the Recreation & Parks Commission meetings.
She requested some youth information be brought to the commission meetings.
Commissioner Evans mentioned she had free tickets to the circus and to boxing
matches that she wished to share with the Recreation & Parks Department.
