RECREATION AND PARKS COMMISSION MINUTES OF MEETING JANUARY 23, 1990
The meeting was called to order by Vice Chairperson Robert Markovic at 6:00 p.m.
Commissioner Robert Markovic presented the Invocation and Pledge of Allegiance.

SCHEDULED MATTERS
Harold Mattoon certified the Agenda Posting by the City Clerk.
The minutes for the regular meeting of November 28, 1989 were approved as mailed
by a motion by Commissioner Julio Mendoza, with a second by Commissioner George
Martini and all in agreement.
PUBLIC ORAL COMMUNICATIONS None
CORRESPONDENCE:
Harold Mattoon read three (3) letters from the Chamber of Commerce for waiver of
fees for the use of Bateman Hall: Earthquake Preparedness Seminar on January 24,
Interstate 105 Century Freeway Seminar on February 28 and a Dress Rehearsal on
March 23rd for the Miss Lynwood Pageant. After a short discussion a motion was
made by Commissioner George Martini to grant waiver of fees for the three requests.
Commissioner Julio Mendoza seconded the motion and a majority was in agreement.

A. Facility Usage Reports on Bateman -Hall, Community Center and Ham Park were
attached to agenda.

Harold Mattoon introduced Councilman Armando Rea to the Commission.
CURRENT PROGRAM REPORT by Ralph Davis
The Natatorium will open for Winter Programs on Thursday, January 25 for Adult Swim
and Public Swim. Lessons will be offered on Monday, Wednesday and Friday at a
cost of either $12.00 or $15.00. There will be Holiday Swim Specials for youngsters
out of school on February 12 and February 19.
The Seniors Program had a Toys for Tots Dance in December. On December 15th they
attended the Pat Sajac Show. The Arts & Crafts Class is available on Mondays and
Wednesdays. Seniorcise is available Tuesday and Thursday. The Hot Meals Program
is offered Monday through Friday. The Senior Advisory Board holds their meeting
at the Community Center the first Friday of the month at 10:00 a.m.

The Afterschool Playground Program sponsored a dance for the youngsters on January
19 at Bateman Hall. The program is averaging 100 youngsters a day.
Upcoming events include Black History Week which starts on February 16 with a
Celebrity Comedy Show at 8:00 p.m. at Bateman Hall, February 17 - Black History
Festival from 11:00 a.m. - 5:00 p.m. in Lynwood Park, February 17 - Celebrity
Show at 7:00 p.m. at Bateman Hall, February 18 - a Gospel Program at Bateman Hall.
Classes started on January 13, 1990 for Ballet, Charm & Modeling, Gymnastics, Karate,
Piano, Tennis and English as a Second Language. The Afterschool Program is offering
the following classes to the students: Acting, Charm & Modeling, Cheerleading and
Gymnastics.
The City Drill Team participated in the Lynwood Candy Cane Christmas Parade and held
a fundraiser during the Martin Luther King Celebration. They are now preparing for
the Chinese New Year's Parade on February 10th and the Pasadena Black History Parade
on February 24.
League Play for the Girls Basketball Program starts February 3rd.
The Teen Center has been active with an Electric Football Tournament, Nintendo
Tournament and a Ping Pong Tournament. There were two (2) teen trips during the
Christmas vacation: Skate Depot and Lakewood Center Theatre.
The Martin Luther King, Jr. Girl's Basketball Tournament went well on January 13
and 14. There were 10 teams in the A Division for 12 & 13 year olds and 4 teams
in the B Division for 10 & 11 year olds.
The Boys Flag Football youngsters participated in the SEMAA Tournament in Compton
and Cudahy. A Hot Shot Competition was held and the Boys Basketball Camp.
There was a trip to Tijuana for a Christmas Shopping Spree and the Christmas Tree
Light Tour, both were a success.
There was a short discussion on concerns regarding the future Transit Center.
GRAFFITI REPORT by Ralph Davis
Graffiti reports for November and December were distributed to the Commission. Ralph
explained efforts have been made to organize the program so graffiti can be removed
in a few days, but in some cases a particular color is not available. There has been
an increase in graffiti on electrical boxes and trees. The crew is going to be
making an effort to control these areas.

DISCUSSION ON 155 MM GPF FIELD PIECE LOCATED IN CITY PARK:

The Mayor received a letter from Fort MacArthur Military Museum Association in
San Pedro, Ca. which was directed to the Parks & Recreation Commission for study
and recommendations.

The letter mentioned the 155 mm GPF field piece located in City Park and stated
they would like to explore the possibility of obtaining the community's permission
to move, restore, and display the 155 mm GPF at the Fort MacArthur Museum. They
would like the opportunity to discuss the details of this proposal with the
appropriate members of the city staff. (copy of this letter attached)
Harold Mattoon recommended if the field piece were to be released to Fort MacArthur
that a tribute be made to the City & to the gentleman that donated the field piece
to Lynwood in 1947.
Discussion for and against releasing the field piece to Fort MacArthur. It was
mentioned if released, a request of payment be made so other historial artifacts
can be purchased for Lynwood.
Councilman Rea spoke to the Commission making the following points: The Birch
and Sanborn area has been plagued constantly with graffiti on the artifact by
local gang members with spray paint. He advised his opinion, a historical site
and museum, possibly a non profit organization was interested. A couple of the
Commissioners get together and contact the responsible personnel at Fort MacArthur
and say you've been directed by City Council to investigate the matter pertaining
to the weapon located at Lynwood City Park. Councilman Rea suggested that the
local R.O.T.C. be contacted.
There was a short discussion. Volunteers were requested for a committee. Commissioner
George Martini and Commissioner Robert Markovic volunteered to do the research.
LINDBERGH PARK by Harold Mattoon
Lynwood has a vacant property approximately one acre, which is divided from the
Park by 3 residences. An investigation regarding the cost for the properties
between the Park is being conducted to determine if it is feasible or possible to
develop that section. Council has directed the Commission to look into renaming
the park.
Councilman Rea spoke to the Commission and advised there is a Lindbergh Street and
a Lindbergh Elementary School. He advised he sees what other cities have done by
renaming parks after individuals. In particular the City of Montebello has a
Reggie Rodriguez Park which was named after a Hispanic Vietnam Veteran. Primarily
the south side of Montebello is predominately Hispanic.
He explained he is looking at that same avenue and wrote to the Department of Defense
and obtained the official casuality list. (copies distributed to Commission) There
are about a dozen city residents killed in the Vietnam Conflict. One name is Juan
Ramirez. Council is looking to name the Park after one individual.
Councilman Rea suggested the Commission discuss the matter, form a committee,
contact and check the High School year book to find out any information about this
person. The question was asked if all the names could be used. Councilman Rea
advised he has a contact at the Veterans Administration so records can be pulled and
information obtained.
There was a short discussion which included the Korean Conflict and if it is to be
a Veterans Park, can it be for veterans other than Vietnam.
Ralph Davis interjected that the Commission should consider that it is a proven
fact that many communities that have named parks after certain individuals �bromght
about community pride in that particular area. This was one of Councilman Rea's

concerns for the Lindbergh area. There are problems in this area and lots of graffiti.
To install a sense of community pride, a name to fit in with that part of the
community is needed.
A committee was selected, Commissioner Julio Mendoza and Commissioner Eloise Evans
to research all the information and get together prior to the next scheduled meeting
to consider all alternatives.
BEAUTIFICATION TOUR by Ralph Davis
Selection of the date for the next Beautification Tour was postponed until the next
regular scheduled meeting in February.
PUBLIC ORAL COMMUNICATIONS
Councilman Rea commented he had heard a few negative comments towards the Tijuana
Shopping Spree. He advised he supports this type excursion because it gives the
residents affordable transportation to witness the culture, background and upbringing
of our Mexican neighbors. It also gives residents the opportunity to eat their food,
shop, buy and bring back goods from across the border. He strongly encourages this
type excursion.
He suggested an excursion which would involve the Senior Citizens and /or the
Youth of Lynwood by sponsoring a trip to Edwards AFB to witness the landing of a
shuttle. It would be a chance to take part of history in the making.
COMMISSION ORAL & WRITTEN COMMUNICATIONS
Commissioner Bette Espeseth ...commented she had attended the Football Awards Banquet at
the Txn Center and is pleased to see how the facility is shaping up. She expressed
curiosity as to what happened to the excess property along Fernwood that the City was
considering purchasing. She was advised the City has purchased four (4) sites,
three on Fernwood and one along the Freeway. Commissioner Espeseth informed the
Commission the Salvation Army Volunteer Banquet was to be held January 27 and she
hoped the Mayor would attend. She mentioned 700 Christmas baskets had been distributed.
Commissioner George Martini said he recollected Parks & Recreation had received a
grant in the past for trees. He suggested someone look into purchasing new trees
and replacing old trees now that need replacement.
Commissioner Julio Mendoza inquired how the Christmas Parade and the carnival
worked out together. The response was there were minimum problems and things went well.
Harold Mattoon wished everyone a Happy New Year.
Ralph Davis advised the Commission of the upcoming Annual Duffers Delight Golf
Tournament scheduled for February 17 at the Los Amigos Golf Course in Downey. The
Chairman will be Jim "Mudcat" Grant. Donations are coming in very well for this
event and will be used for this year's Baseball & Softball Programs.
Commissioner Robert Markovic ... inquired if our classes included an Art Class, as he
feels they should be encouraged to make posters to prevent litter. Ralph Davis
advised the High School would have Art Classes but the department does not. It was
suggested there be a "Walk for Litter." This suggestion will be passed on to the
Youth Commission. It is also possible craft classes may be included at the
Teen Center during the summer break.

I would like to acquaint you with the Fort MacArthur Military Museum located at Angel's Gate
Park in San Pedro. The museum Is located inside Battery Osgood- Farley, a seacoast battery
that was constructed for the harbor defenses of Los Angeles. This battery and the adjacent
Battery Leary- Merriam have the distinction of being the only examples of 14 -inch
disappearing rifle batteries built in the continental United States.
(� The museum was established In 1985 and Is operated by volunteers who are dedicated to
4 the preservation of the various remaining artifacts relating to seacoast artillery and to telling
the story of Fort MacArthur's role In the defense of Southern California during World War II.
The Fort MacArthur Military Museum Association is a volunteer organization, soon to
become a California Public Benefit Non - Profit Corporation, formed specifically to support the
Fort MacArthur Military Museum. Members of our association have been successful in
obtaining several field guns from the U.S. Navy which are on display at the museum. We are
currently working on the logistics of bringing a 100 ton 16 -inch gun tube to the museum for
display
Sitting near Sanborn and Birch in one of your community parks, is a 155 mm GPF field piece.
This Is one of the type of weapons that was in service with the Coast Artillery at Fort
MacArthur before and during Wald War II. It is also the same type of weapon that was
mounted on one of the only remaining 'Panama Mounts' in Southern California, located near
our museum.
We would like to explore the possibility of obtaining your community's permission to move,
restore, and display the 155 mm GPF at the Fort MacArthur Museum.
Our association believes that the display of your gun at Fort MacArthur in a setting
comparable to its original use as a coast artillery piece would be a fitting means of
demonstrating the historical significance of the 155 mm GPF In addition, the museum's
interpretation of the gun's historical background would allow your community a presence

In Angel's Gate Park and will enhance the understanding of Fort MacArthur's role in the

ADMINISTRATION:
1. Met with Adolph's Catering regarding contract.
2. Attended Brotherhood Crusade meeting.
3. Met representative of Pacific Bell to discuss telephone needs.
4. Attended Roundtable Breakfast.
5. Met with City Attorney regarding accident claim.
6. Attended Community Youth Gang Services meeting.
7. Met with Jim "Mudcat" Grant regarding "Duffers Delight" Golf
Tourney.
8. Met with Hosler Junior High School representatives regarding use of
City Park.
9. Attended Southern California Municipal Athletic Federation
Membership meeting.
10. Served as installing officers for Lynwood Senior Citizens Club.
11. Met with Home Bank regarding furniture donation.
12. Met with Headstart regarding Ham Park Concerns.
RECREATION:
1. Conducted registration for classes in Karate, Kung Fu, Gymnastics,
E.S.L., Charm & Modeling, Piano and Ballet.
2. Held playground dance at Bateman Hall, January 19, 1990.
3. Conducted Martin Luther King, Jr. Basketball Tournament for girls
Janaury 13 and 14. Fourteen (14) teams, representing cities of
Lynwood, Compton, Cerritos, South Gate, Oxnard, Brea, Torrance and
San Diego.
4. All City Drill Team meets Monday and Thursday from 5 -7 p.m.
5. Boys basketball in fifth week of play.
6. Teen Center Tutorial Program, Tuesday and Thursday.
7. Attendance at Teen Center averaging thirty (30) youngsters daily.
8. Met with Sheriffs Activity League regarding uniform needs for
baseball season.
9. Conducted basketball coaches inservice training sessions.
10. Met with Girl Scouts regarding use of Teen Center.
11. Met with school principals regarding All City Track Meet.
12. Took part in Crime Awareness Committee for Block Watch Program.
PARKS:
1. Began work on ball diamonds in preparation for upcoming season.
2. Painted out graffiti on trash cans.
3. Trimmed all roses at Civic Center complex.
4. Planted (5) 36" box trees along solarium.
5. Installed 120' of header board for new shrub bed at City Hall.

6. Planted (55) 5 gallon shrubs at City Hall.
7. Designed landscape for Imperial Highway area between Bullis and
Hulme. ti
8. Completed irrigation and seeding of all lawns at Civic Center,
Bateman Hall and Community Center.
9. Installed new irrigation system at City Hall solarium area.
BATEMAN:
1. Installed light sensor in Custodial Room. r
2. Installed movie screen in Room ##2.
3. Repaired soap dispenser box for patio restrooms.
4. Painted ceiling in outer offices.
NATATORIUM:
Natatorium completed annual maintenance program and reopened on February
10th for Winter programs.

3. Completed painting pool tank shallow ends floor, south walls black
lines, wall arrows, and lane numbers.
4. Painted all walk signs located on deck area floor, white trim and
non -skid surface applied only, will finish by this weekend.
5. Conducted job applicants interviews.
6. Contacts made with Anaheim and Carson regarding their emergency
plans. Status continuing.
7. Painted trim around deck floor sign in black coloring.
8. Painted in red paint "walk" sign around deck (3 coats of paint).
9. Replaced burned out light bulbs in pool.
10. Resiliconed underwater light and reinstalled light.
11. Painted walls in front restrooms.
