RECREATION & PARKS COMMISSION MINUTES OF MEETING OF NOVEMBER 28, 1989
The meeting was called to order by Chairperson Eloise Evans at 6:00 p.m.
Commissioner Robert Markovic presented the Invocation and the Pledge of
Allegiance was led by Commissioner Bette Espeseth.

SCHEDULED MATTERS
Ralph Davis certified the Agenda Posting by the City Clerk.
The minutes for the regualr meeting of October 24, 1989 were approved as
mailed by a motion by Commissioner Markovic, with a second by
Commissioner Martini and all in agreement.

A. Facility Usage Reports on Bateman Hall, Community Center and Ham
Park were attached to Agenda.

CURRENT PROGRAM REPORT by Jim Given
The Lynwood Christmas Candy Lane Parade will be Friday, December 1st at
7:00 p.m. A Carnival will open at the Lynwood City Park to coincide
with the parade. This is an experiment to see how it works. The
Carnival hours will be 3pm -10pm on Thursday, Friday and Monday, with
Saturday and Sunday hours being 12 noon to 10 P.M.
The food distribution will be Wednesday, due to the 4th Friday involving
Thanksgiving holiday. Approximately 200 bags of food are being
distributed each month. Next month home delivery will start. A Pancake
Breakfast was held this month which was sponsored by the Steelworkers
Oldtimers Foundation in conjunction with the Senior Program. 130
breakfasts were served at no charge. We hope to do this on a quarterly
basis in the future. The Thanksgiving Dinner for Seniors was held
November 21st with approximately 100 people attending. A small group of
seniors participated in a trip to Lawry's. A number of seminars
relating to health, legal matters, such as inheritance, etc. have been

The Drill Team is getting prepared
for the Lynwood
Candy
Cane Parade.
They participated in the East Los
Angeles Parade
last
week and are
planning to attend the Compton
Christmas Parade
on December
9th.
The Teen Center has been averaging 75 -100 participants each day during
the hours of 3 -6pm. On December 19th & 20th an Electric Football Clinic
is scheduled at the Teen Center.
A Christmas trip to Tijuana is scheduled on December 23 from 6am -6pm at
a cost of $10.00 each. Christmas Tree Light Tour is scheduled for
December 22nd at a cost of $5.00 each.
The Afterschool Playground Activities being held at four sites; Mark
Twain, Lugo, Wilson and Lincoln have had very good attendance. We are
working on a HCDA Block Grant to obtain additional money to open more
sites. The Afterschool Program participants and the public went to
Universal Studios on November 18, 1989.
Upcoming items of interest: On December 14th there will be a Soccer
Banquet at Bateman Hall at 6 p.m. On Saturday, December 16th a
Performing Arts Recital will be held in the lounge at the Community
Center. There is a trip for the Afterschool Program scheduled for
December 21st at 2 p.m. to KTLA Studios. The Christmas Boutique will
be Saturday and Sunday, December 2nd and 3rd at the Community Center.
Photo's with Santa will be available.
GRAFFITI REPORT FOR OCTOBER, 1989: by Ralph Davis
Mr. Davis distributed the report to the Commissioners. There is an
increase in staff due to volunteers from the court system. This is the
time of year when the crew concentrates on the shopping and business
area and the parade route.
ACTIVITY REPORT FOR OCTOBER, 1989: by Ralph Davis
The report was distributed by Ralph Davis to the Commission for their
perusal.
COMMISSION MEETING FOR DECEMBER 26, 1989:
After a short discussion regarding cancellation of the December meeting
due to the Christmas Holiday, a motion was made by Commissioner Espeseth
for an adjournment from the present meeting until January 23, 1990 for
the next meeting. A second was made by Commissioner Markovic with all
in agreement.
ATTENDANCE AT CPRS CONFERENCE /MARCH 15 -19, 1990: by Ralph Davis
This issue was presented on the Agenda for the Council Meeting on
November 7th. One council person was not present and the vote was a
deadlock. As a result the matter will be on the Council Agenda for

December 5th. Shoul*t be approved by Council of is necessary at this
time to choose a representative for the Conference in March. Guidelines
should be established now for future reference. There was a short
discussion. A motion was made by Commissioner Espeseth for the Policy
Selection of sending a Commissioner to the yearly CPRS Conference be
that the current Chairperson attend, if not available then the Vice
Chairperson. A second was made by Commissioner Markovic with all in
agreement.
TEEN CENTER REPORT & DISCUSSION ON RENTAL FEES: by Jim Given
The Teen Center has video games, T.V. set, VCR, pool tables, juke box
and an alarm system to protect what is there. We have been approached
by people wanting to rent the facility. Due to a contractural agreement
we must allow the Girl Scounts to have use of the building. There are
other groups that would like to use the facility. After a very lengthy
discussion and comments made by all the Commissioners the consensus was
the building should remain as strictly .�L Teen Center due to concerns
that residences are too close to the Teen Center to make an adaptable
rental due to noise level, no parking available and security concerns.
It was recommended community groups not use the center either..
Commissioner Evans made a motion for the Teen Center to remain as a Teen
Center with no rentals at this time by any group. Commissioner Mendoza
made a second and all in agreement.

Commissioner Eloise Evans... said she had some concerns regarding the
carnival and inquired if it was the same group that handled the last
carnival. If so, have they been advised of new procedures? What is the
purpose of having the carnival at this time? The response was, a letter
had been sent indicating complaints and concerns. This is an experiment
to draw people into the park for the parade, the Christmas Boutique and
it is a source of revenue. Additional private security is being
investigated.
Ralph Davis... This year's Christmas Parade will again be televised.

NARRATIVE: (Indicate status of project, progress and problems).
The Graffiti Program concentrated it's efforts in the east section of
town in the month of November. The Little Alameda Industrial Area,
Martin Luther King Jr. Blvd., Santa Fe and Lindbergh Park were areas
targeted this month. Atlantic Avenue was also included for removal the
latter part of November to prepare for the Christmas Parade.
Because of the need to maintain the business and public sectors, the
alleys have been postponed for November.
December will again require maintenance of the shopping centers to keep
them attractive. This is very important in drawing business to this
community.

As in the past, December is the month we target the shopping areas
around town to keep them looking attractive. This effort is in hopes of
attracting shoppers to Lynwood.

The 155 mm Gun M1917 was originally the French 155 mm GPF gun taken over

3. Trenched and installed approximately two hundred (200) of
galvanized pipe for new waterline at Teen Center.
4. Picked up and distributed Poinsettas and Christmas Trees to various
City Departments.
5. Installed Christmas lights in Bateman Hall patio trees.
NATATORIUM: Now undergoing annual maintenance shut down.
1. Prepared floor in Women's Guard Room for painting.

11. Repaired soda ash feeder. (Require one (1) additional cover,
however; it is now operational)
12. Made contact with School District personnel regarding a special
education class in the pool every Friday for handicapped students.

Due to holiday season, December is traditionally a regular
maintenance month. However the following are some special
projects that were begun or completed during the month.
1. Replaced four (4) large sprinklers in City Park after
carnival departed.
2. Trenched, and installed one section of irrigation system at
Teen Center. Remaining sections scheduled for completion.
3. Took over maintenance of four (4) additional medians on Long
Beach Blvd.
1. Completed signs and ordered hooks.
2. Reassembled upper portion of filter. return line.
3. Constructed new vacuum cart.
4. Patched counter in men's locker room.
5. Serviced all backwashing valves.
6. Lubricated all moveable P.V.C. parts in backwash line.
7. installed blower motor in first aid room.
S. Serviced all fans and belts to all ventilation equipment in
facility.
9. Painted first coat of polyurethane on front lobby counter.
