REGULAR MEETING -OF THE PERSONNEL BOARD
CITY OF LYNWOOD
October 18, 1990
The regular meeting of the Personnel Board of the City of Lynwood, California
was held on Thursday, October 18, 1990 at 5 00 p.m. in the Council Chambers
of the Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda
was duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairman Litke at 5 05 p.m Roll call was
taken by Gail Black, Personnel Analyst Commissioner Gilpen was absent (NOTE:
Commissioner Gilpen arrived at 5:15 p.m.)
PLEDGE OF ALLEGIANCE
Led by Commissioner Lewis
APPROVAL OF MINUTES
The motion was made by Commissioner Swift and seconded by Commissioner Lewis to
approve the minutes of the regular meeting of September 20, 1990 as presented.
All in favor Motion carried.
STUDIES & REPORTS
The first item on the agenda was an Administrative Policy regarding promotional
examinations for the Board's information Chairman Litke voiced concern that
the item did not come before the Board initially for a recommendation to the City
Council. Chairman Litke concurred with the policy, but noted for the record that
the policy should have been reviewed by the commission first.
The Board was requested to certify the eligibility list for Administrative Aide.
Commissioner Bell made the motion with Commissioner Lewis seconding All in favor.
Motion carried The motion was made by Commissioner Lewis and seconded by Commis-
sioner Bell to approve the certification of the Administrative Analyst I eligibility
list All in favor Motion carried. Commissioner Lewis motioned with Commissioner
Bell seconding to approve the certification of the License Representative eligibility
list. All in favor. Motion carried. Commissioner Lewis motioned with Commissioner
Bell seconding to approve certification of the Personnel Analyst II eligibility list.
All in favor Motion carried.
The Boeird was requested to certify the eligibility list for Planning Associate.
Commissioner Gilpen made the motion with Commissioner Swift seconding. All in favor.
Motion carried Commissioner Swift made the motion with Commissioner Gilpen seconding
to approve the eligibility list for the position of Administrative Analyst II. All
in favor Motion carried

ORAL COMMUNICATIONS
Commissioner Swift also voiced his concern over items coming before the
Board after the fact Commissioner Swift stated the Board was to oversee
City matters and make recommendations to the City Council as deemed appropriate.
Commissioner Swift noted the Board's support of City policies, but review and
discussion should come before the body prior to final adoption. Matters being
brought before the Board after the fact give the appearance of the commission
as being a useless body
ADJOURNMENT
There being no further business to conduct the motion was made by Commissioner
Swift and seconded by Commissioner Lewis to adjourn All in favor Motion
carried.
The next regularly scheduled meeting will be Thursday, November 15, 1990 at
5:00 p.m..
