REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
September 20, 1990
The regular meeting of the Personnel Board of the City of Lynwood, Caiifornia
was held on Thursday, September 20, 1990 at 5:00 p.m in the Council Chambers
of the Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda
was duly posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairman Litke at 5:03 p m Roll call was
taken by Gail Black, Personnel Analyst All commissioners were in attendance
with the exception of Commissioner Gilpen who was excused
PLEDGE OF ALLEGIANCE

APPROVAL OF MINUTES
The motion was made by Commissioner Bell and seconded by Commissioner Lewis
to approve the minutes of the regular meeting of August 16, 1990 as presented
All in favor Motion carried
STUDIES & REPORTS
The first item on the agenda was the request for abolishment of the Associate
Civil Engineer eligibility list. Commissioner Lewis made the motion with Commis-
sioner Bell seconding to approve the abolishment All in favor Motion carried.
Commissioner Swift noted the possible need to have continuous filing on recruit-
ments where it was difficult to attract a larger pooling of candidates which were
,qualified Commissioner Lewis suggested having two separate eligibility lists when
one title was used but an individual may be utilized in different departments which
required a specialized skill.
The second item was a request to merge the current Building Maintenance Worker
eligibility list with a new recruitment as there were fewer than three names
remaining Commissioner Swift made the motion with Commissioner Bell seconding
this request. All in favor Motion carried
ADJOURNMENT
There being no further business to conduct the motion was made by Commissioner
Lewis and seconded by Commissioner Swift to adjourn All in favor. Motion
carried The next regularly scheduled meeting will be October 18th
Adjournment: 5:20 p.m.

The Lynwood City Council approved an Administrative Policy establishing
the City's policy and practices on promotional examinations August 7, 1990.
This Administrative Policy is attached for your review. Please retain
this policy within your Personnel Rules and Regulations handbook.

SUBJECT: PROMOTIONAL EXAMINATION
CITY MANAGER
. PURPOSE
To establish the City's policy and practices in allowing a promotional examination
when there are fewer than three candidates who meet the minimum qualifications.
POLICY
It is the policy of the City of Lynwood to encourage employees to advance and
grow within the organization by allowing flexibility in the promotional recruit-
ment process.
, PROCEDURE
1) A closed promotional examination will be conducted for positions when there are
classified or hourly employees who have attained PERS eligibility, who meet
position requirements, and it is in the best interests of the City
2) In the event of less than three qualifying applicants the appointing authority
shall be given the opportunity to request that the Human Resources Department
proceed with the recruitment as long as there is one City employee who meets
the minimum qualifications and the City Manager concurs with the recommendation
3) The examination will consist of a qualifying evaluation of application, written
examination (as warranted) and an oral interview
4) In the event a written examination is administered, e.g , entry level position
with more than one applicant, the examination will be weighted equally with the
oral interview
5) The oral interview panel will consist of at least two Department Heads from outside
the department which has the current vacancy. The Human Resources Department will
prepare the questions which will be asked of each candidate.
6) Tabulation of all scores in the form of an eligibility list will be presented to
the Personnel Board for their certification

PROMOTIONAL EXAMINATIONS
OBJECTIVE
To.-have the City Council approve an administrative policy
allowing a promotional examination when there are fewer than
three candidates who meet the minimum job requirements.
FACTS
1) A closed promotional examination has been conducted for
positions when there are classified or hourly employees who
have attained PERS eligibility, who meet position requirements
_and it is in the best interests of the City to do so.
(Personnel Rules i Regs. Rule VII, Section 2 and Rule - %III,
section 2).
2) Past practice has been to proceed with a promotional examina-
tion when there are at least three qualifying in -house
candidates.
3) The City practices the Rule of Three to promote
appointments based on merit and to reduce the likelihood of
discrimination and /or favoritism. Eligibility lists for
promotional examinations have been certified with less
than three candidates on them, however, there had to be
at least three individuals who met the minimum qualification
for the position in question at theoutset of the
recruitment.
ANALYSIS AND CONCLUSIONS
To encourage employees to advance and grow within the
organization, flexibility should be allowed in the promotional
recruitment process.
In the event of less than three qualifying applicants the appointing
authority should be given the opportunity to request that the
Human Resources Department proceed with the recruitment as long as
there is one city employee who meets the minimum qualifications
and the City Manager determines that it is in the best interest
of the City to proceed with the recruitment.

RESOLUTION NO. 90 -127 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD DECLARING ITS INTENTION TO CONDUCT A PUBLIC
HEARING TO ASCERTAIN WHETHER A NUISANCE IS BEING MAINTAINED ON
CERTAIN REAL PROPERTY." was presented.
Councilmember Rea discussed the proceedings up to this point on
these matters. Stated Code Enforcement had investigated the
items. After discussion,

Heine to adopt the resolutions.

RESOLUTION NO. 90 -128 entitled: "A RESOLUTION OF THE CITY

TO BE SURPLUS AND DIRECTING THE SALE THEREOF." was presented.
RESOLUTION NO. 90 -129 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY AUTHORIZING THE PURCHASE THROUGH AN INFORMAL BID OF
ONE FIRE ENGINE." was presented.
It was moved by Councilmember Heine, seconded by Councilmember
Rea to adopt the resolutions.

The following action was taken:
RESOLUTION NO. 90 -130 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD, CALIFORNIA APPROVING A CONTRACT WITH
MARTINEZ ARCHITECTS, INC. TO PROVIDE ARCHITECTURAL DESIGN SERVICES
FOR A NEW TRANSIT /COMMUNITY CENTER." was presented.
Council direct staff to prepare an administrative policy allowing
a promotional examination to proceed when there are -less than -
three qualifying candidates and the City Manager concurs with the
appointing authority's YegUest- to.proceed with the examination
process.
RESOLUTION NO. 90 -132 entitled; "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD AUTHORIZING THE APPROPRIATING ADDITIONAL
FUNDS TO COVER PROPOSED PERSONNEL CHANGES IN THE HUMAN RESOURCES
DEPARTMENT, THE COMMUNITY�DEVELOPMENT DEPARTMENT, THE CITY CLERK'S
OFFICE AND THE RECREATION AND PARKS DEPARTMENT." was presented.
RESOLUTION NO. 90 -133 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD APPROVING THE DEMANDS AND ORDERING
WARRANTS DRAWN THEREFOR." was presented.
It was moved by Councilmember Heine, seconded by Councilmember
Wells to approve the foregoing resolutions.
