The agenda was duly posted as prescribed by the Brown Act CALL TO ORDER The meeting was called to order by Chairman Litke at 5:04 p m Roll call was taken by Michael Heriot, Assistant City Manager All commissioners were in attendance. PLEDGE OF ALLEGIANCE The Pledge was led by Commissioner Swift APPROVAL OF MINUTES The motion was made by Commissioner Swift and seconded by Commissioner Gilpen to approve the minutes of the regular meeting of July 19, 1990 as presented All in favor. Motion carried. STUDIES & REPORTS None GUEST SPEAKER Mr Jim Given, Recreation Superintendent, spoke with the Board on behalf of the Recreation and Parks Department Mr. Given described the functions of this department and answered questions from Commissioners ADJOURNMENT There being no further business to conduct, the motion was made by Commissioner Gilpen and seconded by Commissioner Bell to adjourn at 5:20 p.m. All in favor. Black, Personnel Analyst �y SUBJECT: ABOLISHMENT OF ELIGIBILITY LIST Personnel Rules and Regulations, Rule VIII, Section 4, provides for the abolishment of an eligibility list when determined by the Personnel Officer or appointing authority that only undesirable or poorly qualified candidates remain on the list and it is advisable to establish a new list, the Personnel Board may abolish the existing list The Director of Public Works /City Engineer has requested the abolishment of the Civil Engineering Associate eligibility list (see attached). Candidates no. two, four and five lack managerial and water experience. In addition candidate no. two lacked hands on project administration experience, candidate no.four would have a difficult time working with public officials and candidate no. five had no public experience. Therefore, please abolish the Civil Engineering Associate's list and readvertise the position. Should you have any question, please contact me. Black, Personnel Analyst ,.4 SUBJECT: MERGING OF ELIGIBILITY LIST Personnel Rules and Regulations, Rule VIII, Section 2, provides for the merging of an eligibility list if less than three qualified applicants are available for appointment. These applicants' scores are integrated with those obtained from a newer and comparable testing process for the same classification. Attached for your review is a request from the Recreation and Parks Department for the merging of the current Building Maintenance Worker eligibility list with a new recruitment. RECOMMENDATION Approve the merging of the two candidates' names on the current Building Maintenance Worker eligibility list with a new recruitment AUG 15 1990 MEMO OITYO F L L TO: ✓Michael Heriot, Asst. City Manager FROM: Ralph Davis, Asst. Director of Recreation & Parks DATE: August 15, 1990 SUBJECT: BUILDING MAINTENANCE POSITIONS This year's budget included two (2) Building Maintenance positions for the Recreation and Parks Department. On Friday, August 10th interviews were conducted by this department to the two (2) remaining candidates from the qualifying list that were tested held earlier for this position. The two (2) individuals interviewed were: 1. Art Barrios 2. James Jones Conducting the interviews were myself along with the Recreation Superintendent, Jim Given and the Parks Superintendent, Al Valencia. Both of the candidates interviewed appeared to have general knowledge of the required duties. However this department feels that both candidates have minimum experience in actual Building Maintenance work. As a result of this I would like to recommend the following: 1. Begin recruitment for candidates through open /promotional testing. 2. Merge the successful candidates from this test to the eligibility list of the existing list. This will hopefully insure us of getting the best possible candidates for the two (2) positions. Should you have any concerns regarding this request please contact me immediately.
