CITY OF LYNWOOD
February 15, 1990
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, February 15, 1990 at 5 00 p m in the Council Chambers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly
posted as prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order by Vice Chairperson Esparza at 5:07 p m. Roll
call was taken by Gail Black, Personnel Analyst PRESENT Commissioner Litke,
Lewis, Vice Chairperson Esparza. ABSENT: Chairperson Gilpen, Commissioner Swift
(excused)
PLEDGE OF ALLEGIANCE
The Pledge was led by Commissioner Lewis
APPROVAL OF MINUTES
Commissioner Litke made the motion with Commissioner Lewis seconding to approve
the minutes of the meeting of January 18, 1990 All in favor Motion carried.
STUDIES & REPORTS
The motion was made by Commissioner Litke and seconded by Commissioner Esparza
to approve the certification of the eligibility list for Laborer All in favor
Motion carried
The motion was made by Commissioner Litke and seconded by Commissioner Lewis
to approve the certification of the eligibility list for Custodian All in favor.
Motion carried
The motion was made by Commissioner Litke and seconded by Commissioner Lewis
to approve the certification of the eligibility list for Office Assistant II.
All in favor. Motion carried
ORAL BOARD COMMUNICATIONS
Ms Black was requested to check the Commissioner's terms and notify the Board
if any of the members appointments were expiring Ms Black stated she would
have the information available at their next meeting
ADJOURNMENT
There being no further business to conduct, the motion was made by Commissioner
Lewis and seconded by Commissioner Litke to adjourn. All in favor Motion carried

SUBJECT: REQUEST FOR ABOLISHMENT OF ELIGIBILITY LISTS
Rule VIII, Employment Lists, Section 4 of the Personnel Rules and Regu-
lations provides for the abolishment of an existing eligibility list
when determined by the Personnel Officer or appointing authority that
only undesirable or poorly qualified candidates remain on the list.
The Interim Director of Finance has determined as stated in the attached
memo to this department that the list for Account Clerk should be abolished.
The Director of Public Works /City Engineer has also requested the Board's
approval for the abolishment of the Associate Civil Engineer eligibility
list.
RECOMMENDATION
Abolish the existing eligibility list for Account Clerk and Associate
Civil Engineer and direct the Human Resources Department to conduct
recruitment.

tions for Associate Civil Engineer. One is to head the water
maintenance division and the other is to be responsible for high
priority C.I.P. projects in the Engineering Division.
Last week I interviewed candidates from the current eligi-
ble list and came to the following conclusions:
1. None of the candidates has enough water background and
experiences that I can put him or her in charge of our important
water and sewer systems.
2. None of them has enough U.S. public works background
and experiences that I can put him or her in charge of
implementing our C.I.P. program in the Engineering Division.
I am, therefore respectfully requesting that the list be
abolished and a new list be established for the department.
