REGIZAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
January 18, 1990
The regular meeting of the Personnel Board of the City of Lynwood, California was
held on Thursday, January 18, 1990 at 5:00 p.m in the Council Chambers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly
posted as prescribed by the Brown Act
CALL TO ORDER
The meeting was called to order by Chairperson Gilpen at 5:10 p.m Roll call was
taken by Gail Black, Personnel Analyst. PRESENT: Commissioner Litke, Swift, Lewis,
Chairperson Gilpen ABSENT: Commissioner Esparza (unexcused)
PLEDGE OF ALLEGIANCE
The Pledge was led by Commissioner Litke
APPROVAL OF MINUTES
Commissioner Litke made the motion with Commissioner Lewis seconding to approve
the minutes of the meeting of November 16, 1989. All in favor. Motion carried.
Commissioner Litke made the motion with Commissioner Lewis seconding to approve
the minutes of the recessed meeting of November 20, 1989. AYES: Chairperson
Gilpen, Commissioner Litke, Lewis ABSTAIN. Commissioner Swift (absent from this
particular meeting)
Commissioner Swift made the motion with Commissioner Litke seconding to approve
the minutes of the recessed meeting of December 6, 1989 All in favor. Motion
carried
Commissioner Swift made the motion with Commissioner Litke seconding to approve
the minutes of the meeting of December 21, 1989. All in favor Motion carried.
STUDIES & REPORTS
The Board was presented with the eligibility list for the position of Water Meter
Reader /Installer for certification Commissioner Swift voiced his concern over the
fact that there was only one candidate's name on the list Mr. Michael Heriot,
Director of Human Resources, addressed the Board. Mr. Heriot stated he was recom-
mending to the Board that this list be certified with the one name. In the future,
guidelines are to be written pertaining to closed promotionals and passing scores
to avoid this situation reoccuring Mr Heriot anticipated workshops in upcoming
months on this matter. It was noted this recruitment was a closed promotional exami-
nation and, therefore, the City wished the qualifying candidate an employment oppor-
tunity. The motion was made by Commissioner Swift and seconded by Commissioner Litke
to approve the certification of the closed promotional eligibility list for Water Meter
Reader /Installer. All in favor. Motion carried

Commissioner Litke made-the motion with Commissioner Lewis seconding to approve
the eligibility list for Firefighter. All in favor. Motion carried. There was
a general discussion regarding the Firefighter Trainee program.
Councilman Rea addressed the Board concerning the Firefighter Trainee program.
He gave his comments and views on the program as well as the need for updating
the current Fire Stations. Councilman Rea noted the need to attract minorities
and the City's need to retain these employees for a longer length of time. He
suggested the implementation of a contract which the Firefighter would agree to
binding them to a 2 or more year employment agreement with the City. This would
be a study conducted by the City Council upon recommendation of the.Personnel Board
Commissioner Litke noted that the study would need to come from the Personnel Depart-
ment for the Board's review.
ADJOURNMENT
There being no further business to conduct, the motion was made by Commissioner
Swift and seconded by Commissioner Litke to adjourn. All in favor. Motion
carried.
The next regularly scheduled meeting will be Thursday, February 15, 1990 at 5:00
p.m..
