Mr. Nate Yovina of Chrome Nickel Plating will be making
a direct appeal to the LLDC for assistance. Mr. Yovina
initially applied for assistance on May 18, 1989 (nearly
a year ago). He made a second request in November,
1989. However, staffing problems within the City and a
personal delay experienced by mr. Yovina has prevented
him from appearing prior to now.
B. LOAN GRANTING CRITERIA (1st. Draft)
LLDC staff has been trying to contact a consultant who
can devise appropriate criteria. Staff currently does
not have sufficient time to develop these guidelines in
a timely fashion. Hopefully, by the next LLDC meeting
staff will have the 1st, draft, as promised.

C. LLDC TAXES DUE
In the interim between the last meeting and this one,
Mr. Bernard Lake, LLDC Secretary- Treasurer, and staff
paid an outstanding federal income tax bill for 1988.
The bill was paid prior to board approval because of a
levy placed on the LLDC account at World Savings.
D. VACANT SEAT OF LA VONEIA STEEL
The LLDC Board of Directors currently has a vacancy
which was created by the resignation of Dr. Steele as
superintendent of the Lynwood Unified School District.
IV. STAFF ORALS
A report on LLDC account balances and loan payments made
by borrowers.

OPENING CEREMONIES:.
The meeting of the Lynwood Local Development Company was called
to order at 3:00 p.m. The flag salute was waived.
CERTIFICATION OF AGENDA POSTING:
Mr. Williams advised the Agenda was posted in accordance to the
Brown Act.
APPROVAL OF MINUTES:
A motion was made by Mr. Prins to accept the minutes of the
meeting of December 13, 1989, as submitted. Motion seconded and
passed.
ITEMS FOR CONSIDERATION:
A. J & A EXPRESS RESOLUTION
Mr. Prins made a motion to accept the Resolution; seconded by
Mr. Lake and carried.
B. LLDC SIGNATURE CARD UPDATE
Mr. Lake questioned the fact that he was told Mr. Kolitz
should sign the signature card when in fact the card states
authorized signatures. Mr. Williams explained that the cards
should be signed by persons delegated by the Board, as
authorized signatures. Mr. Williams suggested Mr. Karefa-
Johnson as one of the signers, along with Mr. Hull and Mr.
Lake. Mr. Williams also suggested a fourth signer; one who
is easily available for signatures when necessary. Cards
were signed at that time; one for World Savings and one for
Home Bank.
A discussion was held as to how and when to disburse $15,000
to J & A Express. It was decided to establish the remaining
$5,000 in an account at Security Bank to be given to J & A
Express at their request, with Board approval.
C. LOAN GRANTING CRITERIA
This item was tabled at the request of Mr. Williams.
D. LLDC TAXES DUE
This item was also tabled until next meeting.
E. AUDIT LLDC BOOKS
Mr. Williams asked the Board if they would like to use.the
same person they used last year to audit the books. Being no
objection, it was decided to do so.

BOARD ORALS
Chairman Hull requested having the LLDC Agendas distributed
early enough that the members could decide if a meeting was
really necessary. The Board believes they should only meet
at such times as everyone is actually needed, as some matters
could be handled by only a few members. It was decided to
skip the February meeting and reconvene on March 14, if
needed. Chairman Hull said if something should come up
before then, Staff can contact him and he would get everyone
together for a meeting. Chairman Hull requested the Loan
Granting Criteria be mailed to each member for their comments
and returned to staff. Then, after a consensus has been
reached, a meeting could be called. This was agreed to by
all.
With no further business to come before the Board, a motion was
unanimously carried to adjourn to the meeting of March 14, 1990
at 3:00 p.m.

Dear Mr. Yovina:
This letter is a reminder that your annual QCSP fee in the
amount of $97.00 is due on December 15, 1989. This fee must be
paid by the due date in order for your business to maintain
status as a Certified Business under the Employment And
Economic Incentive Program.
I have enclosed a list of Qualified Community Service Providers
(QCSPs) in your area. Please send your fee directly to the
QCSP of your choice and send verification of payment to this
Office.
If you have hired people from the program's target area in the
past year, a reassessment of your workforce might lower or
eliminate your fee. At your request, I will be happy to look
over a current employee listing.
In the event your fee is not paid, your company will be
de- certified and you will no longer be eligible for the tax
credits and incentives available under this program.
If you have any questions, please contact your local zone
coordinator.

Thank you very much for the time that you and Mr Mas spent with me
last week From my perspective our meeting was very informative and
productive Pursuant to the action item placed on me attached is a more
or less complete list of the absolute essential components of the waste
treatment system which we need to install in order to comply with county
and federal waste treatment standards If we can not comply with these
standards soon, I fear that our sewer connection will be blocked by the
Sanitation District thus forcing us out of business
We currently employ 60 full time people most of whom are from the
Lynwood area Our weekly payroll averages over $18,500 If we were to be
shut down for non compliance nearly $1 million in taxable income would be
lost per year This would translate to approximately $250,000 in lost
income taxes and approximately $20,000 in lost sales taxes, for each and
ever year this company ;eases to exist Other impacts such as lost
revenues to the various utilities, lost local taxes and permit fees and
lost fees to local professionals such as doctors and lawyers are difficult
to gauge, perhaps 30% of the remaining $1 4 million in revenues would not
find its way to suppliers, municipalities and professionals local to
Lynwood Whether or not you agree with my estimates you must certainly
agree that the closing of Chrome Nickel Plating will have a significant
impact on Lynwood both from lost tax base and increased social service
burden

We need help in the form of financial assistance to bring this company
into total compliance,so that we can continue, in business Last year was
a disaster for us during which we lost over $300,000 This is not an easy
loss to recover from We are on COD with most of our vendors and managing
to pay down some of our more insistent creditors Our cashflow, although
positive, is not extremely strong In short we are not very bankable
This is why we need assistance of every form such as grants, favorable
loan rates and guarantees.
I appreciate the fact that your department has experienced some recent
personnel changes that affect the work load that it is able to process
However, Chrome Nickel Plating has had an application submitted since
May 18, 1989 and now time is running out for us Please review the at-
tached estimate and process our application on an expedited basis A lost
day at this late date could cause the administrative machinery of the
County Sanitation District to kick in, which may then be impossible to
stop
