RE: ELECTION PROJECT AREA COMMITTEE
This is to inform you about the plan of the City Council to amend
the Plan for the Redevelopment Project Area "A ", and to encourage
you to participate in that process.
The purpose of this amendment is to increase the area in which the
Lynwood Redevelopment Agency can use tax increment funds to enhance
the character of the community through the revitalization of
existing uses and the development of compatible uses.
Please find enclosed the following documents:
A) PUBLIC MEETING NOTICE AND CALL FOR VOLUNTEERS, LYNWOOD
REDEVELOPMENT PROJECT AREA "A" AMENDMENT.
B) STATEMENT OF INTEREST AND QUALIFICATIONS
C) PROJECT AREA MAP
D) CITIZENS GUIDE TO REDEVELOPMENT
Document A explains purpose and procedures for the election of the
Project Area Committee (PAC).
Document B is the form to be completed if you are interested to
run for election to serve on the Project Area Committee.
Document C is the map which shows the proposed expansion areas (in
black) and the existing project area (delineated with a thich black
line).
Document D provides you with general information about California
Redevelopment Law.

Esta notificatidn es para informarle del plan del Concejo
Municipal de enmendar el plan del Area de Desarrollo "A" y para
solicitar su participacion en este projecto.
E1 proposito de esta enmienda es la de incrementar el area en la
cual la Agencia de Desarrollo de Lynwood puede usar los fondos
procedientes de los impuestos sobre las propiedades para mejorar la
communidad.

PUBLIC MEETING NOTICE AND CALL FOR VOLUNTEERS
LYNWOOD REDEVELOPMENT PROJECT "A" AMENDMENT
TO: RESIDENTS, BUSINESSPERSONS, PROPERTY OWNERS AND COMMUNITY
ORGANIZATIONS
THE CITY COUNCIL of the City of Lynwood has called for the
formation of a project area committee (PAC) for the proposed
expansion of the Lynwood Redevelopment Project "A ". The map
accompanying this notice show the boundaries of the existing
project area, which will not be affected by the amendment, and
show the areas which maybe added to the redevelopment project
area. The Council is seeking residential tenants, residential
owner - occupants, and businesspersons from the project area and
the proposed expansion area to serve as volunteer PAC members.
A public meeting will be held on Thursday, January 28, 1988,
beginning at 7:30 P.M., in Bateman Hall, 11331 Ernestine Ave,
Lynwood, California, for the purpose of electing PAC members from
among candidates who have submitted Statements of Interest and
Qualifications.
The PAC is an advisory body whose members are elected by
- - community- members -at -a- publ -ic- meeting:- The - responsibility -of —the -
PAC is to serve.as a formal means through which the community can
participate by reviewing the draft redevelopment plan amendment
prior to its adoption and providing advisory recommendations to
the City Council and Community Redevelopment Agency on other
matters relating to the amendment to the existing project area
and implementation which may affect the area. The proposed
amendment is to enlarge the existing redevelopment area and in no
way affects or changes the status of current tenants or owners
in the existing project area
To be a PAC member, or to vote on the candidates to be elected
at the public meeting, you must reside or own or operate a
business or must be the designated representative of a community
organization within the project boundaries or the proposed
expansion boundaries shown on the map accompanying this notice,
and must be at least 18 years of age. You should bring proper
identification with you to this meeting, such as a valid driver's
license or current identification card, or other forms of
acceptable proof to qualify you to vote.
The PAC will consist of 13 members, 4 of whom will represent
project area community organizations. The remaining 9 members
will be elected representatives from the following three interest
categories: residential owner - occupants, residential tenants and
businesses. Absentee owners of property within the project area
can participate as a "business ". Members shall also represent
specified geographical subareas within the project.
Representation shall be distributed as follows among the three
interest categories and four geographical subareas within the
project area as amended:

interested in serving your community in this capacity, please
fill out the "Statement of Interest and Qualifications" form
attached to this notice and submit it to the address below. At
the public meeting your statement will be posted and you will be
given approximately three minutes to discuss your interest and
qualifications.
