Joint City Council and Planning Commission Meeting APPLICANT: City of Lynwood Proposal For the City Council and the Planning Commission and the City Council to conduct a joint meeting in order to participate in a presentation for a "Vision Review for Architectural and Design Guidelines" and establish and theme for current and future development in the City. Enrique Martinez, City Manager PREPARED BY: Grant Taylor, Director of Development Services 6T- SUBJECT: Joint City Council / Planning Commission Meeting Recommendation: Staff recommends that the City Council and the Planning Commission conduct a joint meeting to receive a presentation from staff, discuss and identify an architectural and design character, development standards, materials, colors and off -site improvements. Background: The Planning Commission serves at the discretion of the City Council. Decisions of the Planning Commission are critical as such land use decisions may impact the City for years. In the decision making process, the Planning Commission is the "first responder" in reviewing land use proposals and discretionary applications. The joint meeting provides the Planning Commission an opportunity to participate in discussions and receive first hand direction on the development vision for the City and where we want to be in ten to twenty years. Discussion & Analysis The meeting is the regularly scheduled City Council meeting and a special meeting of the Lynwood Planning Commission to be conducted jointly The consulting team consisting of Daniellian Associates, LSA Associates and IMA Design will make a presentation that will focus on an architectural theme and development vision for Long Beach Boulevard and eventually the entire City of Lynwood. Pertinent issues and areas of concern include: • Development Vision; • Architectural Design Theme; • Development Standards; • Parking; • Street Furniture; • Signage, • Facades; • Materials; • Colors; H \WORDFILE\PLANNING\STAFFRPTmemo wonml Imntpc ccmeenng 9-b -05 dre • Landscaping; • Lighting; • Pavement; • Land Uses; • Mixed Uses, • Street and Public Right -of -Way Improvements; • Common Open Space Areas. The Mayor will be providing summary and closing comments. Fiscal Impact: The Long Beach Boulevard Specific Plan was included in the Fiscal Year 2005 -2006 Development Services Department budget. Additional funding will be required for the chosen consulting firm.
