CALL TO ORDER - Chairperson Katherine Amey called the meeting to order at 5.11 p.m. b. PLEDGE OF ALLEGIANCE -The Pledge of Allegiance was led by Commissioner Gloria Garcia. c. Fields, P.B.I.D Member - Present CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the March joint- meeting of the Community Affairs Commission and the Parking and Business Improvement District, as prescribed by the Brown Act. e. APPROVAL OF PAST MINUTES - Chairperson Amey calls for a motion on the minutes for the 2003 May 21, 2003 P.B.I.D meeting and the February 2004 Community Affairs Commission meeting. Vice Chairperson Marion motions that the minutes be approved. Commissioner Lopez seconds the motion. All commissioners vote in favor of approving the minutes and the motion is carried. II. INFORMATION ITEMS - a. City Council Items - Tabled b. General City Program Report - Tabled c. Senior Citizens Program Report - Tabled d. Library Report - Glorietta Nave. Librarian announced that the Library will close on March 27 2004 for a few months for the purpose of refurbishment. The improvements will include new carpeting, a new reference desk, and new restroom facilities. Fliers directing patrons to alternative library locations and book -drop locations will be made available. Anyone participating in their current fundraiser by buying a $10 mug will be eligible to participate in a silent auction to be held on April 22, 2004 e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - Tabled III. SCHEDULED MATTERS - PARKING & BUSINESS IMPROVEMENT DISTRICT FUNDS In the absence of Executive Director, Errick Lee who is on vacation, Donna Terrell, current president of the Lynwood Chamber of Commerce read a statement entitled Business Improvement Committee Report (See Attached). The statement outlines various resources offered by the Chamber of Commerce and many of the activities they sponsor including their annual Business Expo and State of the City Luncheon, annual toy drive and golf classic. They also routinely publish a business directory and city map. An Asset and Liability Report as well as a Statement of Revenue and Expense Report were provided in the printed handout. SCHEDULED MATTERS -Continued The Community Affairs Commissioners briefly reviewed the report and noticed some discrepancies in the figures. Chairperson Katherine Amey requested that in the future the Commissioners be given the opportunity to review the report at least one -week before the scheduled joint meeting so they can better address any questions they may have. Ms. Terrell apologizes for the error in the paperwork. She stated the report would be amended and resubmitted by the end of the week. Chairperson Amey commented that this report was not an actual audit statement but something that was put together by the P.B.I.D Board. Commissioner Lopez also had questions on plans for charitable contributions and commented on the fact that promotion and salaries seem to be expending most of the funds. Commissioner Lopez also inquired on the Chamber's plans to tighten the budget as it currently appears to be in the red. Chairperson Amey stated that the Commission supports the Chamber but must be able to inform questioning citizens of where their tax dollars are being spent. Mr Mark Flores stated that the Financial Board can attend the next meeting. Commissioner Lopez commented that the City of Lynwood has been very supportive of the Chamber for many years and this has led merchants to question why the Chamber is dependant upon city funds in order to function. Past President Ms. Gilda Acosta - Gonzalez stated that the Chamber does need to be more self- sufficient. Other cities are able to be self- sufficient due to the size of the events they are able to produce in their communities. Ms. Acosta - Gonzalez stated that she did not want the Commission to vote on the budget since they were unsure of it. She requested an extension so that it could be prepared to answer their questions. The Commissioners requested a report comparing last year's figures to this year's proposed budget. Everyone present agreed that the report should be ready by March 25, 2004 and that they will meet again on Thursday, April 1, 2004 at 5 p.m. in the Council Chambers. IV PUBLIC ORALS - Please adhere to the three - minute time limit. Albert Jimenez, 3997 Lugo Avenue stopped by to announce an awards ceremony to be held at the Commerce Casino in honor of "Women of Courage" This event hosted by Assemblyman Marco Antonio Firebaugh, 50th District will be held on March 25, 2004 with a reception starting at 5.30 p.m., dinner and a silent auction will follow from 7 p.m. to 9:00 p.m. The proceeds will benefit the Firebaugh Children's Free Dental Clinic. Mr Jimenez also mentioned that the participated in the March 7, 2004 Los Angeles Marathon in the Acura Bike Tour He has been participating in this event since the late 8O's. He will receive a plaque for participation in the mail and will show it to the City Council at a future meeting. Judges and coordinators are needed to volunteer from 1000 a.m. to 2:00 p.m. The event will consist of various competitions such as bicycle races, jumping rope, etc. Trophies will be awarded to winners of participating schools. • Commissioner Garcia - No Comment • Commissioner Uribe - Absent • Commissioner Edner - No Comment • Vice Chairperson Marion - No Comment VI. CA 90262. recieatn \coires \community affairs 2004 Good Afternoon my name is Donna Terrell and I am president of the Lynwood Chamber of Commerce. I'll be giving this report in the absence of our executive director who is on vacation The Lynwood Chamber of Commerce is a business organization that represents economic development and business opportunities for commercial, retail and manufacturing companies. As you know we have been in existence since 1947 and it is our mission to ensure that all businesses do well in the city of Lynwood. To that end the Chamber maintains in operation Monday through Friday from 9 am -4 30 pm with one full time and two part time staff persons, speaking English and Spanish. We have a vast resource library, with over 900 reference materials to assist any business with any problems or questions. We also have a business resource center with three computers connected to the internet that are available free of charge for business use. We also have a strong support group of 21 diverse board members that represent eight different nationalities that make themselves available to any business within the city or that may wish to come into the city We are affiliated with national, state, and regional chambers and economic development organizations In the area of programming we have always helped sponsor or provide technical support for city events. In addition programs such as: to sponsoring oar own annual • The Shop Lynwood Program, which encourages the recycling of Lynwood dollars • Scholarship Competition to raise money for college for Lynwood residents only • Our Golf program to raise money for scholarships, mentoring and support programs for our schools • Our Business Expo in conjunction with Supervisor Burke's Office and the LA County Latino Business Commission to promote economic development for all businesses in Lynwood. • Our annual Holiday toy and Food give away • We provide annually 15 seminars /workshop for our businesses • Our annual State of the City Luncheon and many others. We have produced our business directory and we anticipate having our new city map available by this summer, this is an overview of what the chamber does. We continue to look forward to working with the city and this commission to improve the quality of life not only for our businesses but most importantly for our residents. Our chamber mission is to unify the Lynwood business community for its economic prosperity and to that end we will always be committed to fulfilling our goals.
