COMMUNITY AFFAIRS COMMISSION MEETING MINUTES FOR FEBRUARY 18, 2004 OPENING CEREMONIES a. CALL TO ORDER -Chairperson Katherine Amey called the meeting to order at 5:00 p.m. b. PLEDGE OF ALLEGIANCE -The Pledge of Allegiance was led by Chairperson Irene Marion. c. ROLL CALL - Chairperson Amey - Present Vice Chairperson Marion - Present Commissioner Amicone - Absent Commissioner Lopez - Present Commissioner Garcia -- Present Commissioner Uribe - Absent Commissioner Edner - Present d. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the February meeting, as prescribed by the Brown Act e. APPROVAL OF PAST MINUTES - Chairperson Amey calls for a motion on the minutes. Vice Chairperson Marion motions that the minutes be approved. Commissioner Garcia seconds the motion. All commissioners vote in favor of approving the minutes with one correction* and the motion is carried. * In the November minutes (no December meeting) under "1. Opening Ceremonies - C. Roll Call" - Vice Chairperson Irene Marion was listed as Commissioner Marion and Commissioner Lopez was listed as Vice Chairperson Lopez. This has been corrected. II. INFORMATION ITEMS - a. City Council Items - The Skate Park fee was rescinded by City Council. An item on an at -risk youth summit will be presented to Council next month. The Community Affairs Commission is to be actively involved. Also the annual Parking and Business Improvement District meeting will be held in March. b. General City Program Report - Jim Given, Director of Recreation reported on Black History Month events including: "All About Black History" featuring keynote speaker, Dr Maulana Karenga, Professor in the Department of Black studies at California State University of Long Beach. This event took place on 2/12 at Bateman Hall, the topic was "The Ethics of Sharing" Other events scheduled are: "Salute to Motown" Talent Show at Lynwood High School on 2/21. The annual Martin Luther King Jr Essay, Coloring and Quiz Contest on 2/25 and 2/26 at Bateman hall and the Drill Team and Drum Line Contest on 2/28 in Lynwood City Park. There will also be a carnival in the park during this weekend. The culminating event will be a "Celebrity Salute to Or Martin Luther King Jr on 3/6 at Lynwood High School. The Mayor's annual State of the City Address will be held on 3/2 at 11.45 a.m. in the Bateman Hall Auditorium. c. Senior Citizens Program Report - Ms. Phyllis Cooper -Lyons announced that Ms. Elizabeth Dixon, Recreation Superintendent II was chosen by Mayor Byrd to be honored along with other senior citizens from Supervisor Yvonne Brathwaite Burke's district at an event to be held at Athens Park in Los Angeles on 2/19 This event known as the "Tom Bradley - The Man and His Legacy" is being held in honor of Black History Month and will feature lunch, songs, dance and readings by various senior groups. A bus will transport those attending the event and return them to the CTC by 12:30 p.m. just in time for the 55 Alive Drivers Class sponsored by AARP Ms. Lyons passed out a flier outlining information on a program sponsored by The United Way offering Senior Citizens assistance with paying their utility bills. Ms. Lyons also passed out the monthly senior news flier and stated that this will be translated into Spanish in the future. INFORMATION ITEMS - Continued d. Library Report - Glorietta Nave, Librarian, announced that a 3rd grade student from Wilson Elementary School recently won the Supervisor's Choice Award for a book mark design but could not attend the award ceremony in Los Angeles. 'Supervisor Yvonne Brathwaite Burke is making a special trip to the City of Lynwood to honor this student. Ms. Nave announced that there will be a cut in hours to library services and 16 libraries and one bookmobile will close. In cities having two.libraries the smaller of the two will close. The Lynwood Library will not be affected. Ms. Nave is inviting Friends of the Library, the public, and other concerned organizations to start a letter- writing campaign in protest of the closures and cuts. Ms. Cooper will ask the Senior Citizens to volunteer their time to the Library Mr Given reported that the City of Lynwood is purchasing 500 mugs @ $10 per mug to help the Friends of the Library raise funds. The Friends of the Library are attempting to raise $5.000 in funds. They will be hosting a Spring reception as well as a silent auction. Various organizations will contribute items to be auctioned. The first lady of the state of California, Maria Shriver will be invited to attend the event. Commissioner Lopez asks how the event will be publicized; Ms. Navo stated that she is not allowed to hold individual interviews on Library activities as the County requires that only uniform information be disseminated. e. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report - The Human Relations Mutual Assistance Consortium is currently on hold due to budgetary limitations. Frankie Maryland is planning an event for March /April. III. SCHEDULED MATTERS - a. Goals & Objectives 2004 - The Commission was to bring the goals and objectives that they desired to focus on as members of the Community Affairs Commission. Mr Given stated that the Commission has the ability to affect its own future and set its own goals. Commissioner Amey stated that her goal is to reach out to the community but the Commission requires resources to implement their ideas. She mentioned a recycling program used in the City of Cerritos as a means to raise funds. Commissioner Lopez motions to hold a brainstorming meeting to discuss the Commission's ideas. Vice Chairperson Marion seconds the motion and the request is unanimously approved by the Commission. There was general discussion about all of the different Commissions in the City of Lynwood and their functions in the community Mr Given stated that the roles some Commissions fill in the community are more specific such as traffic, personnel issues, etc. however they are limited in what they can do. The Community Affairs Commission has evolved and some of its former responsibilities such as the Sister City Program are not being handled elsewhere. One of the Commission's most important roles is handling the Parking and Business Improvement District Funds. IV PUBLIC ORALS - Please adhere to the three - minute time limit. Margie Harris, residing at 11243 Sampson Avenue in Lynwood spoke on her involvement as a volunteer with the Friends of the Lynwood Library She has worked for five years as a volunteer assisting adults in learning how to read. They are then able to fill -out applications, gain employment, read utility bills and write checks to pay their bills. V COMMISSION ORALS - Please adhere to the three - minute time limit. • Chairperson Amey ~ Chairperson Amey hands out a flier inviting the Commission to a Lynwood Woman's Coalition meeting on 2/21/04 The meeting will be held at the CTC room 1 from 12 noon to 2 p.m. The purpose of the meeting is to encourage discussion, solutions and action on community concerns. Taxpayers should have a say in how their money is spent. • Commissioner Amicone - Absent • Commissioner Lopez - There will be a grant writing workshop at the City of Cerritos Library on 2/19 Assemblyman Mark Antonio Firebaugh will host a roundtable meeting on 2/20 in the City of South Gate. Commissioner Lopez requested a record of attendance at Commission meetings for himself An attendance record will be sent to all the Commissioners. Stated that the City and School District must work together on the issue of providing trolley transportation to High School students. COMMISSION ORALS - Please adhere to the three - minute time limit. Continued • Commissioner Garcia - Proudly announced that her nieces softball team won 1st place. Her nieces are Lydia and Marlene Jimenez and Victoria Gonzales. • Commissioner Uribe - Absent • Commissioner Edner - Is enjoying the Senior Program walks in the park on Monday, Wednesday and Friday They meet at the CTC at 9 a.m. and walk around the park once or twice. She also enjoyed the Black History Month activities held at Bateman Hall and complimented Ms. Dixon on the great job she did with food and decorations. She is concerned about the prospect of Long Beach Blvd. as a school site due to drugs, crime, etc. • Vice Chairperson Marion - VI.
