COMMUNITY AFFAIRS COMMISSION MEETING MINUTES FOR JANUARY 21, 2004 OPENING CEREMONIES a. CALL TO ORDER -Chairperson Katherine Amey called the meeting to order at 5:08 p.m. b. PLEDGE OF ALLEGIANCE -The Pledge of Allegiance was led by Commissioner Gloria Garcia. c. ROLL CALL - Chairperson Amey - Present Commissioner Amicone - Present Commissioner Garcia - Present Commissioner Edner - Present Vice Chairperson Lopez - Present Commissioner Marion - Present Commissioner Uribe - Present d. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the January meeting, as prescribed by the Brown Act (No December meeting) e. APPROVAL OF PAST MINUTES - Commissioner Amey calls for a motion on the minutes. Commissioner Lopez motions that the minutes be approved. Vice Chairperson Marion seconds the motion. All commissioners vote in favor of approving the minutes as written and the motion is carried. INFORMATION ITEMS -- a. City Council Items - A local child was honored for their athletic and scholastic achievements. Shawn Powell - Furillo to be involved in the Crystal Apple Award - a program to honor one teacher per month for their achievements in education. b. General City Program Report - • Mr Jim Given stated that a letter listing all of the upcoming programs for Black History month would go out soon. Other events: Youth Baseball Clinic on 2/7 at Lynwood High School, another Clinic will be held in Lynwood City Park on 2/28. Lindbergh Elementary School included a nice story on the Noontime and Afterschool Programs in its newsletter; the programs include sports, arts & crafts, cultural arts, and tutoring. Over 100 youth are currently participating in these programs. There will be a reception for our other Sister City Aguas Calientes at Bateman Hall on 1/24, this event will feature lunch and entertainment. Mr Given took this time to share that there have been challenges with hostility in other Commissions and requests that this Commission be cognizant of its demeanor and role in the community Mr Given gave a quick update on the State budget citing the fact that Vehicle License Fee refunds will cause losses to the budget. Property tax monies will be diverted to education. Nothing has been approved yet, negotiations are still ongoing; no outcome until possibly May 2004 The City is looking at possible cuts to programs. Mr Given will seek input from Commissioners to set priorities for this Commission. He stated that this topic would crop up on the Agenda for the next several months. • Ms. Rozie Carrillo, Recreation Superintendent II at the Natatorium stated that the Natatorium was scheduled to open its doors for the Martin Luther King Jr holiday on 1/19, however there were problems with the heater Ms. Carrillo will bring swim schedules to the next meeting; the pool should be open on 1/26. Commissioner Lopez stated that the City needs an additional pool at the newly proposed park. Mr Given agreed that another pool is needed however it would have to be an outdoor pool due to the high cost of building an indoor pool facility Mr Lopez stated that he has seen an outdoor pool with a covering somewhere in the Imperial Valley area. • Ms. Phyllis Cooper- Lyons, Recreation Superintendent II thanked Chairperson Amey and Vice Chairperson Marion for helping bag groceries at the "We Care" Senior Food Net event this morning; she encouraged the Commissioners to promote this program to their Lynwood friends and neighbors. Ms. Cooper -Lyons announced two new classes: Yoga on Monday and Wednesday 10 a.m. to 11 a.m. and Line Dancing on Tuesday from 1 p.m. to 2:30 p.m. Both classes are held at the Community Center. The Seniors are celebrating Valentine's Day with an excursion to Puerto Nuevo, Mexico for a lobster lunch on 2/14 INFORMATION ITEMS - General City Program Report - Continued c. Library Report - The Librarian, Glorietta Navo has not been present due to a very bad cold. d. H.R.M.A.C. Report -Ms. Cooper -Lyons reported that HRMAC is on hiatus until February Many people are still talking about the movie "Two Towns in Jasper" III. SCHEDULED MATTERS - a. Goals and Objectives - Mr Given stated that he would like the Commissioners to bring their issues and concerns to the next meeting. He would like them to focus on their priorities for the Lynwood community IV PUBLIC ORALS - Please adhere to the three - minute time limit. Mr Gregory James, a Deputy Probation Officer with Los Angeles County came by with two members of the Honors Drama Ensemble, an organization created by Officer James in 1993. The Honors Drama Ensemble is a place where youth are encouraged to express their diversity through monologues, rap, drama, art and music. The youth go on to mentor their peers and persuade them to stay out of trouble and away from gang activity, drugs and violence. Harvey Holt and Scott Bellardo, both from Watts took turns sharing what Officer James and the Honors Drama Ensemble has done for them. Mr Holt wishes to share his experiences with his peer group, focus on positive things and set and reach goals. Mr Bellardo is proud to be part of the Honors Drama Ensemble and wishes to mentor youth by being a good example to them. Officer James wrote a grant to Los Angeles County and was awards $23,000 for the purchase of a van. He is requesting use of a room in which to work out of Lynwood City Park. He will be in close contact with Mr Given to give a date and time for a kick -off assembly at local schools. Albert Jimenez, 3997 Lugo Avenue wished the Commissioners a Happy New Year He sadly announced that former Veterans Affairs Council Board Member, Mr Frank Calderon recently had a heart attack. He is now re- cooperating at home. He also mentioned his concerns of terrorism, park security and drug/alcohol use in Lynwood City Park. V COMMISSION ORALS - Please adhere to the three - minute time limit. • Chairperson Amey - Chairperson Amey stated that the State of California offers $5,000.000.00 over five -years to organizations that facilitate mental health departments for youth with learning disabilities. Chairperson Amey asked if the Commission would have a role in Black History month events. • Commissioner Amicone - No comment • Commissioner Lopez -- Invited Commissioners to a program on May 1, 2004 sponsored by LULAC. Congresswoman Linda Sanchez will host a one -day workshop including professional grant writers. The PTA will hold its mid - winter conference on 1/22 at the Sycamore Plaza in Lakewood. Mr Lopez recently saw a good production of the play "Romeo & Juliet" at Lynwood High School. • Commissioner Garcia - No comment • Commissioner Uribe - Glad to have Los Angeles County Deputy Probation Officer Gregory James working with local area youth. • Commissioner Edner - Discussed a problem traffic spot in the City It will be referred to Code Enforcement.
