ORDINANCE 2325-1968
AN ORDINANCE AMENDING ORDINANCE 1472-1953, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND,
INDIANA APPROVED APRIL 20, 1953, AND PROVIDING FOR THE ESTABLISHMENT OF NEW COMPREHENSIVE ZONING REGU-
LATIONS FOR THE CITY OF RICHMOND, INDIANA AND THE ADMINISTRATION, ENFORCEMENT AND AMENDMENT THEREOF, IN
ACCORDANCE WITH THE PROVISIONS OF THE ACTS OF 1947 CHAPTER 174 AND AS AMENDED, AND FOR THE REPEAL OF ALL
ORDINANCES IN CONFLICT HEREWITH.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana, as follows:
WHEREAS, Chapter 174, Acts of 1947 empowers the Common Council of the City of Richmond, Indiana to enact
a zoning ordinance and to provide for its administration, enforcement, and amendment; and
WHEREAS, the Common Council of the City of Richmond deems it necessary, for the purpose of promotion the
health, safety, morals and general welfare of the City of Richmond to amend the existing zoning ordinance;
and
WHEREAS, the Common Council, pursuant to the provisions of the Acts of 1947, Chapter 174 and as amended,
has directed the City Plan Commission to recommend the boundaries of the various new zoning districts and
appropriate regulations to be enforced therein; and
WHEREAS, the City Plan Commission has divided the City into zoning districts and has prepared regulations
pertaining to such districts in accordance with a comprehensive plan and designed to lessen congestion
in the streets; to secure safety from fire and other dangers; to promote health and general welfare; to
provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of
population; to facilitate the adequate provision of transportation, water sewerage, schools, parks, and
other public requirements; and
WHEREAS, the City Plan Commission has given reasonable consideration among other things, to the character
of the districts and their peculiar suitability for particular uses, with a view to conserving the value
of buildings and encouraging the most appropriate use of land throughout the community; and
WHEREAS, the City Plan Commission has made a Tentative Report and held public hearings thereon, and sub-
mitted its final report to the Common Council, and
WHEREAS, the Common Council of the City of Richmond, Indiana, has given due public notice of hearings re-
lating to the zoning districts, regulations and restrictions, and has held such public hearings; and
WHEREAS, all requirements of Chapter 174, Acts of 1947 and as amended, with regard to the preparation of
the Report of the City Plan Commission and the subsequent action of the Common Council of the City of
Richmond, Indiana have been met;
NOW THEREFORE BE IT ENACTED by the Common Council of the City of Richmond, Indiana:

ARTICLE 63
ADOPTION AND VALIDITY
63.00 - VALIDITY: If any section, clause, provision or portion of this Ordinance shall be held to be
invalid or unconstitutional by any court of competent jurisdiction, such decision shall not affect any
other sectio, clause, provision or portion of this Ordinance.
63.01 - ADOPTION: This Ordinance shall be in force and effect from and .after its passage and publication
as required by law.
