ORDINANCE NO. 2327-1968
AN ORDINANCE AUTHORIZING A "SPECIAL USE"
IN RESIDENTIAL DISTRICTS AS PROVIDED IN
ORDINANCE 2325-1968 COMMONLY KNOWN AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND,
INDIANA ADOPTED June 3, 1968.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana,
as follows:
SECTION 1. WHEREAS, the Zoning Ordinance of the City of Richmond, Indiana,
provides in Article 20, Section 20.01 and Article 48 that
a Nursing Home and Child Day Care Center may be allowed as
a Special Use in the R-2 Districts on the following
described property:
Being part of the Southeast quarter of Section Twenty
(20) Township Fourteen (14) North, Range One (1) West
in the City of Richmond, Indiana and being more parti-
cularly described as follows:
Beginning at a point in the east line of said quarter
four hundred twenty-six (426) feet south of the North-
east corner of said quarter, thence west four hundred
forty eight (448) feet to a point; thence south two
hundred forty-eight (248)feet to a point; thence east
four hundred forty-eight (448) feet to a point in the
east line of said quarter; thence north along said
east line two hundred forty eight (248) feet back to
the point of beginning, containing an area of two and
fifty-five hundredths (2.55) acres, and
SECTION 2. WHEREAS, a study of this Ordinance was conducted by the
Richmond City Plan Commission and a public hearing held
thereon on the 27th day of August 1968, at which time
remonstrances were heard from all parties interested in
or affected by this Ordinance; and
SECTION 3. WHEREAS, the vote of the City Plan Commission -bias five (5)
to none (0) in favor of recommending the adoption of
Ordinance 2327-1968.
NOW THEREFORE:
SECTION 4. It is hereby ordained that a fifty (50) bed Nursing Home
and Day Care Center be allowed as a Special Use on the above
described property and that said property be regulated in
accordance with the Zoning Ordinance of the City of Richmond,
Indiana, and all amendments thereto.
SECTION 5. As a condition to the aforesaid Special Use and as an additional
restriction on said use, the following requirements shall
hereafter and at all times be met by the owner, operator,
leasee or any other person, firm or corporation using such
real estate:
A. Parking Spaces Required
One space for each four beds (12 spaces minimum).
One space for each visiting doctor.
One space for each employee in day care center.
B. Development & Maintenance of Parking Area
The parking areas are to be developed and constructed
in accordance with Section 41.04 of the Richmond
Zoning Ordinance.
C. Location of Parking
No off-street parking space shall be located in any
required yard set -back.
D. Screening and Landscaping
All areas other than building areas, andlarking space
shall be effectively landscaped. The nursing home, day

care center and parking areas shall be effectively screen-
ed along the north and east property lines by a wall
decorative fence or highly densely plantedg compact hedge
six (6) feet in height.
E. Site Distance
Only one (1) access drive onto U. S. Highway 27 will be
allowed and a site distance of twenty-five (25) feet in
each direction shall be maintained in conjunction with
said access. The area is the site distance is to be free
of obstructions including signs, trees, hedges or similar
projections.
SECTION 6. The Zoning Administrator of the City of Richmond is hereby
authorized and directedg upon enactment and publication of this
ordinances to record and approve the issuance of a permit for
the establishment of the use herein allowed.
SECTION 7. This ordinance shall be in full force and effect from and after
its passage, approval by the Mayor and publications as by
law required.
Passed by the Common Council of the City of Richmond, Indiana, this
