RESOLUTION NO. 20-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL,VALLEY COUNTY,
STATE OF IDAHO,PROVIDING FOR FINDINGS AND PURPOSES; PROVIDING NOTICE
BE PUBLISHED FOR PURCHASE OF A TOOLCAT MANUFACTURED BY THE BOBCAT
COMPANY AS A SOLE SOURCE PROCUREMENT; PROVIDING FOR AUTHORIZATION
OF THE MAYOR TO ENTER INTO,ON BEHALF OF SAID MUNICIPALITY,A CONTRACT
BETWEEN THE CITY OF MCCALL AND HIGH DESERT DOOSAN BOBCAT / BARRY
EQUIPMENT&RENTAL; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED by the City Council of the City of McCall:
WHEREAS, Idaho Code §67-2808(2) provides that the City Council of the City of McCall may
request a sole source expenditure if it declares that there is only one (1) vendor for the personal
property to be acquired; and
WHEREAS, for the purpose of promoting the health, safety, and general welfare of the City of
McCall, equipment that allows the parks staff to effectively manage the physical assets of the
City's infrastructure including sidewalks,pathways,parks facilities; and
WHEREAS,the existing City owned Bobcat Toolcat 5600 was destroyed in an accident and should
be replaced prior to winter since it is used for snow removal; and
WHEREAS, City staff has conducted an extensive review of available equipment and has
evaluated different equipment by other manufactures; and
WHEREAS, the Bobcat Toolcat 5600 product.is not manufactured by any other equipment
manufacture, nor is there anything remotely similar in production by another equipment
manufacture; and
WHEREAS, The Parks and Recreation Department already owns numerous implements and
replacement parts for the Bobcat Toolcat 5600 and has invested in excess of$25,000 in those
implements and parts such that purchasing another Bobcat Toolcat 5600 will avoid purchasing
other implements and parts; and
WHEREAS, Parks staff recommends The Bobcat Toolcat 5600 Utility Vehicle as the right
equipment to meet all criteria necessary for use by the City of McCall for facility maintenance;
and
WHEREAS, there is only one source for this type equipment.

NOW, THEREFORE BE IT RESOLVED by the Mayor and City Council of the City of
McCall,Valley County, Idaho, as follows:
SECTION 1: Findings
The McCall City Council finds as follows:
1. The City has need for the replacement of the 2013 Bobcat Toolcat 5600 Utility Vehicle in
order to assist Parks staff in maintenance of existing and future infrastructure.
2. Pursuant to Idaho Code 67-2808(2) there is only one (1) vendor for the Bobcat Toolcat
5600 Utility Work Vehicle.
3. High Desert Doosan Bobcat / Barry Equipment & Rental is the only vendor & regional
distributor of Bobcat equipment.
4. The Bobcat Toolcat 5600 which is best suited to meet the needs of the City of McCall Parks
Department maintenance application.
SECTION 2: Directing the City Clerk
The City Clerk shall cause a notice of sole source procurement to be published in the official
newspaper of the City.
SECTION 3: Entering of Contract
The contract to procure the Bobcat Toolcat 5600 Utility Work Vehicle may be awarded fourteen
(14) days following publication of the notice of sole source procurement,but not before.
SECTION 4: .Effective Date
This Resolution shall take effect and be in force from and after its passage and approval.
PASSED AND APPROVED by the Council and Mayor of the City of McCall this
3rd day of December 2020.
