CITY OF LYNWOOD
RECREATION 8 PARKS DEPARTMENT
RECREATION AND PARKS COMMISSION MEETING OF APRIL 28 197n.
Meeting called to order by Chairman Robert Houtz at 7:30 PM in the
Council Chambers of the Lynwood City Hall.
2. The Pledge of Allegiance was led by Commissioner P.L. Bruner.
3. ROLL CALL. PRESENT: Commissioner Cecil Abernathy,, Commissioner
E.L. Morris, Commissioner P.L. Bruner and Chairman Robert Houtz:
EXCUSED: Commissioner Tom Bancroft.
4. There being no corrections in the Minutes of the March 2.4, 1970
meeting, the Minutes were filed as mailed.
5. CORRESPONDENCE:
A. Mr. Snavely read a letter from the County of Los Angeles Depart-
ment of Parks and Recreation commending the nepartment on the
excellence of Bateman Hall as a facility for their Awards Banquet.
6. REPORTS:
A. The News Releases, Buildino Activity Reports and Natatorium
Attendance Reports were reviewed.
Commissioner Abernathy requested that admission policies at
Municipal swimming pools be investigated in regard to resident
and /or non - resident use of public recreation facillties.. Mr.
Snavely stated that he would seek the opinions of the City Attor-
ney related to this matter also.
7. DEPARTMENTAL REPORTS:
A. Mr. Mattoon reported on Recreation Programs conducted by the
Recreation Department. He reported that baseball is now organized
and the boys will start games next week. The Basketball Awards
Banquet was very successful with the Department employees cooking
and serving the banquet. it seemed to be highly successful.
Over 1000 boys and girls from Lynwood participated in the All
City Track Meet with a number of them going on to participate
in S.C.M.A.F. Track Meets. There will be a Pancake Rn- akfast
put on by the Lynwood Baseball Association on Sunday, May 2nd at
the Community Center starting at 6 AM. The California Cutles
Game will be playo.d on Saturday, May 9th at Powell Field at 8 PM.
B. Mr. Mattoon reported on work projects undertaken during the month
of April at all of the Recreation and Park facilities.
C. Mr. Snavely presented each of the Commissioners with conies of
his initial report of estimated costs involved in constructing
a Putting Green. He informed the Commissioners that Mr. Lamborn
Park Supt. will be attending a meeting of the Turf Grass Institute
next week and will attend the special session on Putting Greens.
He will have Mr. Lamborn prepare a report on It for the Commission.
D. Mr. Snavely reported on the acquisition of the Lindbergh Parksite
and the d ^velopments in this plannina to date. The property has
not been purchased yet but it is being held for the City of Lyn-
wood. It may be possible to get financia! assistance from the
Federal Government to assist with the development. Further reports
will be made to the Commission as pronr -ss is made.
E. Mr. Snavely reported that two new Life Guards had been employed
at the Natatorium recently and one had resigned effective in June.
Four high school boys have been employed to assist with the clean-
up of the Fernwood Right -o -way on Saturdays.
8. ORAL COMMUNICATIONS:
A. Commissioner Morris stated he had a call from Mr. Tom Vernia of
the Lynwood Adult School asking his assistance in obtaining a
room at Ham Park on Friday morninqs for meetings of ,Pre- School
mothers. The Director informed him that the room at Ham Park
is not available on a regular basis because it is used by the
Department Friday mornings. Mr. Vernia had a? so contacted Commi<_-
sioner Abernathy regarding this. "Ar. Snavely informed the Commis-
sion that he had made arrangements for Mr. Vernia to use the Art
House since it is always available on Friday mornings. If Mr.
Vernia wants to rent the Craft Room at Ham Park when It could be
made available to him a fee of ?5.00 per meeting, it would
then be necessary for, the Department to assign a Staff member to
be in attendance.
B. Chairman Houtz commended Mr. Snavely and Mr. Mattoon on th-
excellent condition of the shrubbery and shrub beds around Bateman
Hail. He also complimented the Department on the qood anna,rance
of the attendants at Bateman Hall since they ar now wearing the
Department Blazers.
Mr. Mattoon informed the commission that Newscaster.Peorge Putnam
had complimented the Department on the fine facility at Bateman
Hall when he was there last Sunday.

There being no further business before the Recreation and Parks Com-
mission, the meeting adjourned at 9:10 PM.
