Stein, Airport Manager Others: Karyn Janiak (Sawtooth), Russ Stromberg, Rick Rezabek and Karen Didisse (Hangar Owners), Kevin Bissell and Wayne Reiter(T-O Engineers), Laura Scott(McCall Aviation), Mike Weiss the meeting to order at 12:05 p.m. Public comment: Ms. Janiak spoke about the following items: 1. Congratulations to Knife River and Jerry Bissom about the successful taxiway relocation project. 2. Restated that there was no reason to remove the diagonal taxiway. 3. Ms. Janiak stated that the number of tie-downs shown on the E-W taxiway drawing may be insufficient for summertime transient parking. 4. Stated that the Mayor, back in October, placed a moratorium on new hangar construction in the infield area. Laura Scott agreed with the above 4 statements. Approval of Minutes from September 2020: The September 3, 2020 regular meeting amended minutes were presented for review. Rick Fereday proposed, and Charles Jones seconded accepting the minutes. All approved. Approval of Minutes from November 2020: The October 1, 2020 regular meeting amended minutes were presented for review. Rick Fereday proposed, and Charles Jones seconded accepting the minutes. All approved. New East-West Taxiway Alternatives: Staff described the outcome of a meeting held between T-O Engineers, the Fed Aviation Administration's Airport Development Office, and Airport Staff. The FAA ADO reported that Federal Funding for FAA projects have not been appropriated because of the election activities. The FAA said that for current planning purposes, the Airport can use the $150,000 annual entitlement to design and bid out the project FY21 — and apply for a construction grant in FY22. (A design grant obligates the FAA to fund a construction project within 2 years). Congress may still increase funding AIP grants in the upcoming legislative session. City of McCall—Airport Advisory Committee (AAC) Meeting Minutes November 5, 2020 Virtual TEAMS Meeting AIP 28—Airport Master Plan Wayne Reiter presented information on the Airport Master Plan. The FAA approval of the aviation forecast is expected in the next month. The Facilities Requirements chapter is currently being written. A virtual public hearing is scheduled for Tuesday, November 17'h at 6:00 p.m. Land lease for McCall Mountain/Canyon Flying Seminars LLC - The committee was informed that McCall Mountain/Canyon Flying Seminars LLC is currently working with Staff to provide a leased area to construct a new hangar. Staff will continue to provide updates as this project progresses. Sewer Line project-Airport Staff has undertaken a project to determine the location of sewer lines, and sewer line hookups, on the Airport. Airport Staff is working with T-O Engineers to update the sewer drawings. Locating lines is necessary to providing utilities to future airport development projects.
