RECREATION AND PARKS COMMISSION MEETING OF SEPTE'4BER 23, 1969.
1. Meeting called to order by Chairman Robert Houtz at 7 30 P'l in t�
Council Chambers of the Lynwood City Hall.
2. Pledge of Allegiance led by Councilman Henry Liewer
3. ROLL CALL. PRESENT: Commissioner Tom Bancroft, Commissioner
E.L. Morris, Commissioner P.L. Bruner, Chairman Robert Houtz.
ABSENT Commissioner Cecil Abernathy.
4. There being no corrections in the Minutes of the August 2 6, 1969
meeting, the Minutes were filed as mailed.
5. CORRESPONDENCE:
A. Mr. Snavely read a letter from the Licensed Vocational Nurr
requesting the use of John Ham Park for a Bazaar on Saturday,
October 3, 1969. Mr. Snavely informed the Commissioners that
the request had first been riade to the City Council and then
referred to the Recreation and Parks Commission.
MOTION: By Commissioner Bruner and socondad by Commissioner
Morris to grant the request of the Licensed Vocational Nurses.
Motion carried.
Commissioner Cecil Abernathy arrived and was seated at the Council ta:

Experience Banquet on Tuesday, Feb. in, 1970, and for waivr-

MOTION Ry Commissioner Bruner and seconded by Commissioner

C. Mr. Snavely read a letter from Houstis B. Snow requesting
waiver of rental fee for the use of Bateman Hail for a me =from

tion on OCtober 31, 1969.
MOTION- By Commissioner Morris and seconded by Commissioner
Bruner to grant the request for waiver of r -ntal fees for th-
use of Bateman Hali on October 31, 1969 to the School Officr;
and Child Welfare and Attendance Association. Motion car -T
6. REPORTS:
A. The News Releases, Building Activity Reports and Natatorium
Attendance Reports were reviewed.

DEPARTMENTAL REPORTS
A. Mr. Snavely asked the Commissioners if they had any questions
regarding the Annual Report presented to them last month.
Commissioner Morris asked about the personal appearance of th e.
attendants at Bateman Hall evenings. Mr. Snavely informed
him that most evenings the attendants are required to make
set -ups of rooms, tear them down after meetings and occas-
sionally clean the reflection pools while they are supervisinq
the building and they are not required to dress well wher
this type of work is assigned.
B. Mr. Snavely reported that the City Council has authorized the
City Attorney to prepare the contract between the City and
the Chamber of Commerce for the Fall Festival. In the con-
tract there will be a stipulation this year that the Show not
be permitted to move onto the park area until Monday of the
week of the Festival.
C. Mr. Mattoon briefly reported on Recreation Programs being con-
ducted by the Department. The Flag Football program will he
starting the first week in October. Ballet, Tap and Baton)
classes are being conducted at Ham Park on Saturdays. Pre
School registrations were held September 22nd with six classes
completely filled and two with partial registrations.
D. Mr. Mattoon reported on work projects completed at all the
facilities during the month. The major project has been the
repainting of all the Picnic Shelters in City Park.
E. Mr. Snavely notified the Commissioners that thero will be a
meeting of the Board of Education and the Recreation and Parks
Commission on Wednesday, Oct. Ist at the School District
offices.
F. Mr. Snavely reported that Chet Wakefield had transferred from
the Park Department to the Street Department during_ the month
and Robert Lee had been employed to replace him in the Park
Department. The Aquatics Supervisor having left the Recroa-
tion Department, his responsibilities have been taken over by
Harold Mattoon in addition to his other responsibilities at
the Community Center and Bateman Hall. 1 1r. Snavely stated
that he was very proud to inform the Commission that the
Recreation Secretary had been named the "Outstanding City
Employee for 1969" at the Chamber of Commerce Dinner last
Saturday.
G. Mr. Snavely reported that the A.A.U. Swim Meet was held at the
Natatorium Seot. 20th and 21st and was very successful. The
Swim Club Parents Group did an excellent job of running the
Meet. With the receipts from the Meet, transportation and
other expenses are paid for the swimmers to attend out -of-
town Swim Meets. The Swim Club is a Department -- sponsored
program. Mr. Snavely reported that he is conducting a survey
regarding how other cities are financing their Swim Clubs.
8. ORAL. COMMUNICATIONS
A. Chairman Houtz stated he was pleased to see Councilman Liewrr
at the Commission meeting.
B. Commissioner Abernathy asked if any of the Commissioners ever
attended any of the Department programs. Commissioner Rancroft
informed him that over a period of time, all of the Commis-
sioners get involved in Department functions and programs.
Mr. Snavely said that each of the Commissioners frequently
come into the office to see him on various questions
C. Commissioner Morris asked about how the new rental fees for
the use of tables and chairs is working. Mr. Snavely reportad
that It is working well and the groups who use our equipment
have not made any complaints about It.
D. Commissioner Bancroft was pleased with the Annual Report
being so complete - -it even included things that were not too
successful.
E. Commissioner Bruner asked if the Diplomats Drum and Buolo
Corps had gone to the Nationals during the summer. Mr. Snavely
informed him they had not gone, due to insufficient finances.
F. Commissioner Abernathy gave a brief report on the Y.C.C.
program to be held at Batoman Hall October 11th. Several
musical groups have been contacted to assist with this program
and it should be a fine evening. They plan to sponsor a
music group which would travel throughout the State ent- rtainin^
G. Chairman Houtz stated that the sign at the entrance to the
Civic Center from Ernestine is obscured by tree branches and
asked if they could be trimmed. He stated that he had bean to
see the property next to Lindbergh School which the City is
hoping to purchase for a park. He thought it would make a fine
small park. If the City purchases this property, he hoped
the Commission would get involved in the develnpment of this
area. An answer is oxpected to the City's bid for the nur-
chase of this property soon. The City has nut in a bid of;
$18,500 for it's purchase

There being no further business before the Recreation and Parks
Commission, the meeting adjourned at 9:15 PM.
