Meeting called to order by Chairman Tom 3ancroft at 7:30 R1 in the Council Chambers of the City Hall. 2. Pledge of Allegiance was led by Commissioner Robert Houtz. 3. ROLL CALL, PRESENT: Commissioner Robert Houtz, Commissioner E.L. Morris, Commissioner P.L. Bruner, Chairman Tom Bancroft. r,'CUSED: Commissioner Henry Liewer 4. There being no corrections in the Minutes of the August 27, 1968 meeting, the Minutes were filed as mailed. 5. CORRiSPONDTSICE: None. 6. R, ,PORTS: A. The News Releases, Natatorium Attendance Report and Building Activity Reports were reviewed. 7. DEPI'.RT14,3VTAL REPORTS: A. Mr. Snavely reported that two Custodians had been employed at the con- clusion of the examinations. One, Jim West, will be Custodian at the Cominunity Center, and the second, John Ruff, will be assigned to Bate - man Hall. They will also be assigned for the present, to do the custo- dial work at the Police Department along with their other work, until another custodian is hired. James Benninger and Glenn Earhart have been employed for the positions of Park Caretaker I for the Park Depart- ment. B. a. Mr. Snavely reported that the Diplomats Drum and Bugle Corps had par- ticipated in a National Contest in New Orleans during the month and had placed fourth in the competition. Eighty -five yotuag people had made the journey. b. Ivir. Mattoon reported that forty -two campers had attended the Labor Day Camp at Camp Arbolado from August 31st to September 2nd. It was an excellent program and the Department will include this in their program for next year. c. Mr. Snavely reported that the Lynwood Swim Club, in cooperation with the Recreation and Parks Department, had hosted a "C" Swim Meet at the Natatorium September 21st and 22nd. Thirty -six teams from throughout Southern California. had participated. The Lynwood Swim Club placed third in total points. d. Mr. Snavely reminded the Commissioners that the Southern California Turf Grass Council would be holding their Exhibit at Bateman Hall and in the City Park October 16th and 17th. The Commissioners have been invited to attend the Exhibit, if possible. e. Mr. Snavely notified the Commissioners that the City Council, at - their last meeting, had approved the recommendation of the Recrea- tion and Parks Commission for the Chamber of Commerce Fall Festival to be held in the City Park. Mr. Hemenway, City Attorney, is drawing up the contract for the F There will be 19 rides and 20 game booths. Chairman Bancroft, at this point, welcomed the people attending the meeting. C. i$r. Mattoon reported on various Fall Recreation trograms to be conducted by the Recreation Department. It included Flag Football, Pre - School, Children's Theatre, adult Theatre, Swim Lessons, Womens Physical Fitness, and Tennis Lessons. D. Mr. Mattoon reported on Work Projects conducted at the various areas. The major part of the repairs in the Park Department and at the Community Center and Bateman Hall was the result of vandalism at these areas# At the Natatorium only minor repairs and replacements were made. Commissioner Morris commented on complaints he had received over the registration procedure for Pre- School classes, He asked if some other method of registering could be tried so that the mothers would not have to wait so long to register. Yir. Snavely informed him that a different method would be tried in December when registration would take place for the second session of classes. E. Ph^. Snavely informed the Commission that a meeting of'thc Teen Program Committee would be held on Wednesday, September 25th at 7030 `M. A report on the meeting will be given to the Commissioners. F. Mr. Snavely presented the Commissioners with Memos regarding the instal- lation of a water softener at Bateman Hall. Three bids are forthcoming. ,'hen they are studied and reviewed, a decision will be made. Mr. tnavely stated that the Department is considering a Rental - Purchase Agreement at present, for a six- months period, instead of purchasing a water softener outright. 8. ORAL CGMMUNICATIONS: A. Mr. Cecil Abernathy and Mr. Leon Turner from the Jaycees were present. Mr. Abernathy stated that he was sorry a Youth Committee meeting had not been called prior to this evening's meeting to discuss the problems of Lynwood youths. B. Commissioner Houtz stated that there is a long -range plan for a now Community Center at present, and he did not feel the City should pro- vide a building exclusively for Lynwood youths when it will probably not be necessary after the new facility is built. C. Commissioner Morris expressed the hope that some constructive things will come out of the Committed meetings. Commissioner I•,orris also asked if the kitchen at the Community Center was being removed altogether. Mr.. Snavely informed him that the kitchen is being remodeled, but the old stoves will not be reinstalled. Provision will be made for Service Clubs to still have pancake breakfasts and similar meals. D, rir. IN. Robertson from St. Anne's Church stated that he felt a Youth Center should be a place for teenagers to go to be together. E, Mr. Snavely stated that he was vory surprised at a recent news release in the Lynwood Press stating the aims of the Youth Committee when no meeting of this Committee had been held. F. Chairman Bancroft commended Mr. Mattoon and Mr. Gooch for the excellent Aquacade presented in September. G. Commissioner Bruner stated that the Commission cannot accept all the ideas presented at the meetings, but must evaluate them and act on them according to the best interests of the entire community. H. Pars. Gorham stated that all of her children had been active in Recroa tion Programs constantly as they grew up, and she felt the Department offered fine programming for L,rnwood children. 9, ADJOURNMENT: Thore being no further business before the Recreation and Parks Commission the meeting adjourned at 8:45 P`e
