RECRaTION AND PARKS CO1q MEETING OF JUNE 27, 1967.
1, Meeting called to order by Chairman P.L. at 7:30 P14 in the Council
Chambers of the Lynwood City Hall.
2. Pledge of allegiance was led by Commissioner Henry Liewer.
3. ROLL CALL. PRE57NT: Commissioner Henry Liewer, Commissioner Robert Houtz,
Vice Chairman E. L. Morris, Chairman P.L. Bruner., aCUSTDt Commissioner Tom Bancroft.
4. There being no corrections in the Minutes of the May 23, 1967 meeting, the
Minutes were filed as mailed.
Mr. Snavely introduced Richard Gooch, newly appointed Recreation Supervisor for
the Lynwood Recreation and Parks Department.
5. CORR?SPOND^NCE:
A. Mr. Snavely rear a letter from the Junior Chamber of Commerce requesting
permission to have two rides for small children in the City Park on the
Fourth of July. The letter state'. that insurance was being provided.
Mr. Snavely stated that Mr. Hemenway, the City Attorney, had approved
the proposed insurance coverage.
MOTION: By Commissioner Liewer and seconded by Commissioner Morris to
allow the Jaycees to have two kiddy rides in the City Park on July 11th,
pending receipt of Certificate of Insurance being received by the
Recreation Department prior to the Fourth of July. Motion carried.
Mr. Snavely presented the Commissioners with "slick" copies of the
Summer Recreation Program printed in the newspapers recently.
6. R7ORTS:
A. The News Releases, Natatorium and Building Activity Reports were reviewed.
MOTION: By Commissioner Liewer and seconded by Commissioner Morris
requesting Mr. Snavely to write a. letter of commendation to Mr. Robert
Driscoll, retiring Building Inspector for the City. ]lotion carried.
Chairman Bruner asked for a clarification of the ruling that an adult
must be in the water at the Natatorium with children under seven years
of age during public swim sessions. Mr. Snavely explained that, because
of the 3' minimum water depth, it was unsafe for younger children to be
permitted in the pool alone, without supervision from an older person.

7. DEPARTMnNTAL RP_PORTS:
A. Mr. Mattoon reported on recent Recreation Activities. He informed the
Commission that approximately $10,680 worth of chocolate had been sold
during the Lynwood Baseball Association Chocolate Sale. All Baseball
Leagues are playing now, including the Girls Softball League. The Colt
League has joined with the South Gate Colt League and are playing home -
and -home games. AN A.A.U. Senior Division Swim Meet will be held at
the Lynwood Natatorium July 16th and 17th. Teen Dances are scheduled
for July 1st and 7th at Bateman Hall. The School Playgrounds opened
June 26th and will remain open until August 18th. This year, five
school areas are staffed by the Recreation Department as well as City
Park and Ham Park,
B. Mr. i reported on work projects completed during Juno. Projects
at City Park were: the Horseshoe Courts were renovated; the backstop
on Dia: #1 was repaired; Shuffleboard Courts were hosed and swept down;
two new metal nets were installed on the tennis courts; the slide was
removed from the 'Kiddy Korral', due to being damaged; the playground
areas,painting was completed; fill dirt was applied on Dia. "4 base-
paths; the oleanders on Fernwood between Long Beach and Dallis, north
side, were sprayed, and the John Ham Park sprinkler plans transferred
to a work copy.
At Ham Park, work projects were: drinking fountain was repaired; some
damaged hardware on a door was repaired; some repair work in the men's
restrocm was done, and a leaking water line at the balldiamond was
repaired.
A scene -dock has been constructed at the old Witor Yard for scenery of
the Children's Theatre. Also, all the broken lamps in the Community
Center Gymnasium wore replaced. The walls on the south side of the
Community Center were cleaned or painted where needed because of some
recent vandalism and defacing of the walls..
At the Natatorium, all underwater lights and overhead lights were
replaced where needed; the ceiling in the boys locker roan was patched;
the patio benches were painted; the reverse -flow pipe repaired; the patio
was cleaned; the shower room walls cleaned, and the supply room cleaned.
C.. iz. Snavely gave a report on personnel: Recreation Leaders Dave Scott
and Jim West are working in the Park Department for the summer months;
Mcrwyn Ackerman, a Park Department employee who was ill, has returned
to work on a full -time basis.
D. Mr. Snavely reported that the In- Service Training Program, cosponsored
by our Department and the L.A. County Department of Recreation, was held
at Bateman Hall June 17th and was very successful. The County furnished
all the Instructors and each participant received a Manual of suggested
programming for the summer. The Aquatics In- Service Program was held
at the Natatorium, with Ed Taylor supervising the examinations for
summer employees. The Recreation Department has requested the County
to consider using Lynwood facilities again in 1968 for this same program.

8, ORAL COrI_UNICATIONS:
A. r1r. Snavely reported that, as requested by the Commission, he had con-
tacted the Lynwood Jaycees regarding having a Band Concert at the
Freedom Memorial on July 4th. The Jaycees have scheduled one for 12:15,
right after the Sky Divers. :' , r. Snavely reported that the janitorial
contract at the Natatorium had been cancelled, and the new Custodian at
the Community Center is taking care of the rc,strooms nightly at the
Natatorium, and the regular Natatorium employees are doing the back-
washing, vacuuming and cleaning of the decks.
Mr. Snavely reported that the Jaycees had asked him to invite the
Recreation Commissioners to participate in the Fourth of July Parade.
Mr. Snavely notified the Commission that reorganization of the Commission
is scheduled for the July meeting. Also, he informed the Commission
that the term of Chairman Bruner would be ending with this meeting.
1 1 Ir. Snavely reported that the dug -outs being constructed by the 'Lynwood
Jaycees have been completed, and will be dedicated and presented to the
City officially during the July 11th Celebration.
Mr. Snavely gave a report on the vandalism occurring at Ham Park since
the closing of school; two windows at the Art House have been broken;
spray paint has been used on the Handball Court backstop, baseball back-
stop and the concrete block fence. Two window screens have also been cut.
B. Mr. Gooch stated that he was pleased to be with the Lynwood Recreation
and Parks Department. He stated that he had been placed in charge of the
Summer Playgrounds and Girls Softball League. He will also be working
with Ed Taylor at the Natatorium assisting in the Aquatics Program.
C. Commissioner Licwer informed the Commission that Mr. Gooch had'served as
Bat -Boy for the Giants a few years ago when they were training in Phoenix,
He said he had attended a portion of the In- Service Training Program at
Bateman Hall and was vc.ry pleased with the Progran.
D. Commissioner Houtz commented that he felt the appointment of Mr. Gooch.
would be a fine one and wished hr. Gooch well in his new position. He
asked if a regular scheduled Colt game was going to be played at Powell
Field on July 11th. If so, he inquired why the concession stand at Powell
Field could not be open, at least during the game. TZr. Snavely informer
him that the Lease Agreement between the City and the Baseball Associa-
tion Prohibited the operation of concession stands on the 11th of July.
Commissioner Houtz also stated that several additions have been made to
the City Park facilities in the past years, and asked that, in the future,
if there are to be more additions in the City Park, that blueprints of
proposed projects be given to the Commission for study before such
additions are made.

E. Commissioner Morris congratulated Mr. Gooch on his appointment to the
position of Recreation Supervisor. He asked if a copy of the Agrocment
between the Jaycees and the City for the 4th of July Program could'be
obtained. Mr. Snavely stated that he would have copies for Uhq Com-
mission at the next meeting. On behalf of the Lynwood Exchcnge Club
Commissioner Morris thanked the Recreation Department for the use of
Bateman Hall for the All Night Party.
F. Mr. Snavely informed tho Commission that he had received two comolaints
regarding the condition of the rc.strooms at Ham Park in the evenings.
He notified the Commission that a new maintenance program has bcun set up
whereby due to the increased traffic during the summer months the
restrooms will be cleaned periodically during the hours of operation.
G. Chairman Bruner complimented the members of the MKchange Club on the
tremendous job they do on the tlll Night Party each year. He also
stated that he felt the Jaycees have done a tremendous job on all their
projects during the year.
