ORDINANCE NO. 2238-1967
X MOVACE TO APPROPRIATE.$1069000.00 MX THE CLSULATIVE BUILDING FUND FOR PXCHASE
OF IM ON WHICH In ' CONSTRUCT A N90 UJIaCIPAL WILDING.
WHEREAS, Declaratory Resolution 9 - 1962 established a Cumulative building or sinking
fund to provide funds for any or all of the following purposess
1. To purchase, build, construct and erect, equip and maintain
buildings for municipal purposes;
2. To a'*Ire land and improvements thereon, if any, for building,
constiuction and erecting municipal buildings thereon: Provided,
that the provisions of -this sub -section shall also apply to the
providing of funds for the purpose of rasing or demolishing any
improvements on land to be acquired, and further for the leveling,
grading, and preparing said land for building, constructing and
erecting a municipal building thereons
3. To acquire land to be used as a street, road, sidewalk or means
of ingress or egress to the land acquired for the purpose of
building, constructing and erecting a municipal building thereon:
and also to provide funds for the improvement or construction
of any street, road, sidewalk or means of ingress or egress to
any property upon which a municipal building is to be built,
constructed and erected; and
WHERFr p the City of Richmond, Indiana, now.has under option certain real estate and
there is a need for funds with. which to purchase real estate, demolish buildings and to
do al,l those things necessary to erect a municipal building, and
WHEREAS, certain extraordinary emergencies have developed since the adoption of the
existing annual budget.so that it is now necessary to appropriate more money for the
various functions of the city government than was appropriated in the annual budget;
NOW THEREFORE, BE IT ORDAINED BY the Common Council of the City of Richmond, Indisnas
SBCTION 1. That for the expenses of the city government and its institutions for the
year ending December 31, 19679 the following amount of money. is hereby appropriated and
set apart out of the Cumulative Building fund for the purposes specified. Said sum being
subject to all laws governing the sass and such amount appropriated shall be geld to in-
clude all expenditures authorized to be made during the year, -unless expressly stipulated
by law.
SBM.ON 2. That for the said fiscal period, there is hereby appropriated from the
Cumulative Building Fund the following specified asount to meet the extraordinary
emergencies hereby declared to exists
NO. 7 PROPERTIES - NO. 73 LAND - for the purchase of land and improvements thereon and
for providing funds for the purpose of razing or demolishing the improvements thereon
and for the leveling, grading and preparing of said land for the erection of a municipal
building thereon.

SBMON 3. This ordinance shall be in full force and effect from and after its passage
and approval by the Mayor and is subject to the laws of the State of Indiana, governing
emergency appropriations.
