NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: L That the proposal from T &M Associates for engineering services with regard to Design Phase Services for the 2014 Road Improvement Program Project at a total cost not to exceed $107,800.00 at the rate set forth in T &M's existing contract with the Borough is hereby ;approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department and T &M Associates. The program includes eighteen (18) roads as presented below with a combined total length of approximately 4.5 miles. We estimate that the construction cost for the proposed improvements total approximately $4,847,200. The Borough has filed an NJDOT Municipal Aid Grant Application for the segment of Industrial Road included in the program. It is understood the proposed improvements will be locally funded with the exception of any NJDOT funds received. Scope of Improvements The 2014 Road Program consists of improvements to the following roads: Mill and Overlay Roads • St. Ann Street (Hayward Avenue to Charles Street) • St. Volodymyr Avenue (Grant Avenue to Roosevelt Avenue) • Christopher Street (Roosevelt Avenue to Beverly Street) • Longfellow Street (Blanchard Street to Washington Avenue) • Lowell Street (Washington Avenue to Dead End) • Emerson Street (Washington Avenue to Dead End) • Leber Avenue (Spruce Street to Coolidge Avenue) • Arthur Avenue (Holly Street to Willow Street) • Laurel Street (Marion Street to McKinley Avenue) • Spruce Street (Leber Avenue to Terminal Road) • Chestnut Street (Coolidge Avenue to Dead End) • McKinley Avenue (Spruce Street to Holly Street) ENERGY & UTILITIES • ENVIRONMENTAL SERVICES • PUBLIC WORKS REAL ESTATE DEVELOPMENT • TRANSPORTATION . However, the four (4) roads scheduled for reconstruction will (Coolidge Avenue and Ash, Markowitz, and Daniel Streets) will include the removal and replacement of all of the existing pavement and curb. An alternate bid will be taken for Belgian block curb. The Contract Documents will be prepared to offer the Borough the option of milling and overlaying the roads in a separate construction contract or as part of the 2014 Middlesex County Road Resurfacing Program. Our services include the development and bidding of two separate contracts should the Borough decide two contracts are preferred. One of the contracts will include all NJDOT required documents necessary for the DOT Grant funded project. Upon authorization from the Borough, we are prepared to proceed with the design phase work for the 2014 Road Program, as described below. Scope of Services Civil Design Services Based on the previously mentioned scope of improvements, we will provide the following civil engineering eering design services for the program: Igo Le: Mayor Dante] Reiman Borough of Carteret Re; 2014 Road Program Professional Services CART -02310 November 20, 2013 Page 1. We will prepare base maps for the project utilizing the Borough of Carteret aerials. Field survey will be performed to supplement the aerial mapping for those roads which will be reconstructed. 2. Once the base maps are prepared, we will conduct field investigations to inspect pavement condition. The base maps will be used to record pavement base repair locations, along with curb, sidewalk and driveway apron deficiencies. 3. We will arrange for and obtain pavement cores for each street in the program to determine pavement thickness and presence or absence of concrete below the asphalt surface. 4. We will prepare a key map plan and typical. pavement repair detail to be included in the specifications for public bidding. 5. Specifications will be based on the 2007 NJDOT Standard Specifications, and will be prepared in T &M Associates' format. 6. We will coordinate televising of affected sanitary sewers with the Borough Sewer Department and the Borough's on -call contractor, National Water Main Cleaning Co. We will review and the video tapes; identify require improvements; and provide a written report to the Borough of out findings. Included in our scope is the effort to coordinate this effort for all the roadways in the Borough's 2014 Road Program, including those roads which are to be designed by CME Associates. 7. We will include selective sewer replacement and repairs in the Bid Documents based on the results of the video investigation. It is not anticipated that extensive sewer replacement will be required, rather it is contemplated that only minor isolated sections of pipe will require repair. Due to the unknown sanitary sewer conditions and the possible need for design effort that may be required, any and all services related to these issues are specifically excluded from this scope of services and fee estimate and the required services, if required, will be the subject of a separate design services proposal. 8. An application for soil erosion.and sediment control certification will be prepared and submitted by T &M Associates to the Freehold Soil Conservation District on behalf of A Lei Mayor Daniel Reiman Borough of Carteret Re: 2014 Road Program - Professional Services CART -02310 November 20, 2013 Page 4 the Borough. The application fee will be provided by the Borough and is not included as part of our design fee. 9. Upon completion of final engineering documents, a construction cost estimate will be prepared. We propose to incorporate Add Alternate Bid items to the Contract to include the milling and overlay of the roads if Middlesex County's bid prices for these items is not acceptable to the Borough. 10. Upon completion and approval of the final design documents, T &M Associates will print and distribute specifications to prospective contractors. Cost of printing will be offset by the purchase price of the plans and specifications. 11. .T &M Associates will answer any questions that arise during the bidding phase of the project from prospective bidders. 12. T &M Associates will attend the bid opening with the appropriate Borough Officials. 13. We will received file bids received and make a recommendation of award to the Borough. In addition to the above design services for the "Mill & Overlay" roads, the four (4) roads to be reconstructed will include the following additional scope of services: 1. Field surveys will be acquired by conventional "on the ground" methods. The following survey tasks will be completed: a. A baseline will be set along the roadway as all open traverse line with assumed coordinates to locate the items listed below. b. Topographic features (to 3 -feet beyond_ the back of the sidewalk) will be located, including trees, signs, fences, mailboxes, and drainage systems. c. Existing property corners will be located (along the roadway), where visible, for depicting existing right -of -way. d. Using an. assumed .datum, benchmarks will, beset outside the limits. of work for vertical control during construction. Cross - sections at 50 -feet intervals will be acquired to 5 -fet beyond the back of the sidewalk. g. Existing driveway centerlines will be profiled to 10 -feet beyond the back of the sidewalk. 2. Base maps will be prepared at a scale of I"= 20', and tax map accuracy right of way lines will be shown on the base maps. 3. A preliminary design will be prepared and will include the following items: a. Graphical horizontal geometry denoting pavement widths, curve radii, limits of curbing, approximate limits of reconstruction, and existing right -of -way lines. b. Proposed typical sections. c. We will review the preliminary plans with appropriate Borough officials prior to proceeding with final design. 4. Final construction plans will be prepared on AutoCAD for a construction contract, consisting of the following: a. Title sheet with key map. b. Standard Legend and Typical Sections sheet. c. Construction Plans (I " = 20') d. Layout and Grading Plans. e. Soil Erosion and Sediment Control Plans. f Construction Details.
