WHEREAS, a request has been made by the President of the Richmond Redevelopment Commission,
Mr. James E. Carter, to transfer the sum of Forty Nine Hundred ($40900000) Dollars from
the:RichNiond Rede4el6;Wont Budget Account.,"No. T-22 (743) Properties, Land Acquisition,
to Richmond Redevelop*nt Commission Budget Account No. T-4 (1-13-131) Services Personal,
Legaland Professional: Service to pay for appraisals of N,)rth Richmond housing by realtors,
bringing abstracts up t'o date and options'),for buying properties, and
WHEREAS; there is also rWed of transfer of 6e Hundred ($lW.00) Dollars from the
Richmond Redevelopment C14mmission Budget Account No. T-22 (7-73) Properties, Land Acquist-
tion.to Richmond Redevelebment Commission Budget Account No. T-19a (5-57) Current Charges,
Recording Fees to pay foja documents that need -to be.recorded in the Wayne County Recorder's
office, and
WHEREAS, -certain extraordinary emergencies have developed since the adoption of the
ex:st ng'budget so -that it is now necessary to appropriate more money for various
functions of the City Government than was appropriated in the annual budget.
NOW TE'EREFDRE, BE IT ORDAINED by the Common Council of the City of Richmond, Indiana.
SBCTION1. That for the expenses of the City Government and its institutions for the
year ending December 319 19679 the following money is hereby appropriated sed set apart
out '.o`f 't}Ye fund 'ham6d 'for purposes specified, said swim being subject to all laws govern-
ing,tie.4ibo. Such amount appropriated shall -be held to include all expenditures author-
ized t11-56 made during the yea;,unless expressly stipulated by law.

ext aordoary emergency declared to exist.

SECTION 3. WHEREAS, it has been shown that existing appropriations now have unobligated
balances which will not be used for the purposes appropriated.
It is therefore ordained by the Common Council of the City of Richmond, Indiana that such
unnecessary appropriations be aow reduced in amount as follows, and the some is appropriated
to the above named item:

SECTIOW 4. An extraordinary emergency exists for the above appropriation.
