AN ORDINANCE TO TRANSFER THE SUM OF FORTY-SEVEN HUNDRED ($4,700.00) DOLLARS, FROM
GENERAL FUND CASH OPERATING TO HOARD OF WORKS BUDGET ACCOUNT NO. J-36 (7-73) LAND,
SANITARY, STORM SEWERS, ETC.
WHEREAS, the Board of Works of the City of Richmond, Indiana has found it mould be
for the best interest of said City and its citizens to provide safety for the
children crossing a much vehicle traveled highway such as U.S. 27 to attend Crestdalo
School, and
WHEREAS, an estimate of costs of construction of a sidewalk and installation of
appropriate flasher signal would be $4,700.00, and
WHEREAS, it is shown that the 1967 Budget does not provide the necessary funds for
the project and it is now necessary to transfer funds, and
WHEREAS, certain extraordinary emergencies have developed since the adoption of the
existing annual budget so that it is now necessary to appropriate more money for
various functions of the City Government than was appropriated in the annual budget.
NOW THEREFORE, BE IT ORDAINED by the Common Council of the City of Richmond, Indiana.
SECTION 1. That for the expenses of the City Government and its institutions for tksz
year ending December 319 1967, the following money is hereby appropriated and set ara.t
out of the fund named for purposes specified, said sum being subject to all laws govo-nb
ing the same. Such amount appropriated shall be held to include all expenditures aut7nor-,
Ind to be made during the year, unless expressly stipulated by law.
SECTION 2. That for the fiscal period there is hereby appropriated from the General
Fund Cash Operating to meet the extraordinary emergency declared to exist.

SECTION 3. WHEREAS, it has been shown that existing appropriations now have unobliga�;ed
balances which will not be used for the purposes appropriated.
It is therefore ordained by the Common Council of the City of Richmond, Indiana that
such unnecessary appropriations be now reduced in amount as follows, and the same is
appropriated to the above named items

SECTION 4. An extraordinary emergency exists for the above appropriation.
SECTION 5. This ordinance shall be in full force and effect from and after its paswvga
.and approval by the Mayor and is subject to the laws of the State of Indiana govern-rq
emergency appropriations.
