HomeMy Public PortalAbout09-14-1998 Closed Session . . . r Closed Session Minutes officially "Unsea1ed"/'Opened" by Town Board Action on February 14,2005 ~9/./ CLOSED SESSION MINUTES IllLLSBOROUGH TOWN BOARD SEPTEMBER 14, 1998 7:15 PM, Town Barn The Hillsborough Town Board held a Closed Session on September 14, 1998 at the end of their Regular Board Meeting in the Town Barn. Present for the Closed Session were Mayor Horace H. Johnson, Sr., Commissioners Richard Simpson, Catherine Martin, Frances Dancy, Kenneth Chavious, and Evelyn Lloyd. Staff Present were Finance Director Sherry Carter, Planning Director Margaret Hauth, Town Engineer Tom, and Town Clerk Donna Armbrister, and Town Attorney Nick Herman. CLOSED SESSION 1. Closed Session to consult with Town Attorney regarding current condemnation litigation for Faucette Mill Road. Attorney Nick Herman reported that the appraisals have come in. He recommended that the Board authorize him to send the 30 day letter and after that time condemn the properties for the purpose of realignment of the streets for NCDOT's improvements. Herman further recommended the Board authorize the Finance Director to prepare a budget amendment to reflect $2,200 for one parcel and $8,900 for the other. 2. Closed Session to discuss Delinquent Tax Collection. Finance Director Sherry Carter updated the Board on the status of the Delinquent Tax Collection for Oliver's and Kelsey's. The Board stated unanimously that the Town Manager should be the representative for the Town to appear in any and all court cases. 3. Closed Session to discuss a Personnel Matter. Mayor Horace Johnson opened the discussion regarding the Development Coordinator Position Description. Mayor Johnson stated that he would like to see in-house applicants given first chance at vacant positions to enable them to advance themselves. The Mayor requested that a Policy be drafted to reflect this and submitted to the Board for consideration. Commissioner Dancy stated that she had reviewed the Job Description and also had a Personnel Specialist that she knows to review the Job Description, and it was their feeling that the Development Coordinator was strictly a clerical position which did not warrant a $30,000 per year salary. Dancy pointed out that the position was not even the level of an administrative position because it has no independent decision making authority. Town Engineer Tom Hartye reiterated the level of responsibility the position carries. Page 1 . .. /. '19/.2 Commissioner Chavious stated that he also felt that the current Job Description as written does not warrant that high a salary. Engineer Hartye reported to the Board that out of the 80+ applications which were received, none of the applicants had any previous experience with Planning and or Utilities. He stated the position requires someone with strong computer skills and the ability to do spreadsheets. He stated that other than himself, the Town Manager, and Margaret Hauth - no other Town employee even has those qualifications. Commissioner Martin suggested that the Town Manager, the Town Engineer, the Planning Director and the new Development Coordinator meet and collaboratively revamp the Position Description. Martin also suggested that in the future vacant positions be recruited for in-house first and be given a 90 day trial performance on the job. Martin strongly stressed that the recruitment process needs to be tightened. Mayor Horace Johnson exclaimed that he never wanted this to happen again. Upon a motion by Commissioner Martin, seconded by Commissioner Lloyd, the Board moved to return to Open Session by a vote of 5-0. The motion was declared passed. ~~~ Donna F. Armbrister, CMC Page 2
