HomeMy Public PortalAboutr 13-206P.50111tion of hp of (brteret, X, �. 13 -206 Date of Adoption Naaat}es 21 , 2013 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — BIRCH STREET REHABILITATION & LOCUST STREET STORM SEWER REPLACEMENT — 2013 ROAD BYIPROVEMENT PROGRAM DESIGN AND CONSTRUCTION PHASE SERVICES No. WHEREAS, the Borough of Carteret is in need of engineering and inspection related services with regard to Design and Construction Phase Services for Birch Street Rehabilitation & Locust Street Storm Sewer Replacement with regard to the 2013 Road Improvement Program Contract; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise for said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $16,700.00; and V,rHFREAS, the Mayor and Council have reviewed said proposal; NVHFREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Nfiddlesex, State of New Jersey, as follows: 1. Tliat the proposal from T &M Associates for engineering and inspection related services with regard to Design and Construction Phase Services for Birch Street Rehabilitation & Locust Street Storm Sewer Replacement with regard to the 2013 Road Improvement Program Contract at a total cost not to exceed $16,700.00 at the rate set forth in T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department and T &M Associates. The additional referenced construction work includes the resurfacing of Birch Street from McKinley Avenue to Leber Street with partial concrete curb, sidewalk, and ADA ramps replacement. In addition, the project will include the removal and replacement of approximately 120 feet of deteriorated 24" storm sewer pipe starting at an inlet at the terminus of Locust Street and extending to an inlet located on a property known as Block 402, Lot 1. Also included is the removal and replacement of a deteriorated storm sewer flared end section (FES) located at Civic Center Park adjacent to Industrial Road, Scope of Services Civil . Design Services Based on the previously mentioned scope of improvements, we will provide the following civil engineering _ design services for the proposed improvements: We will prepare base maps for the project utilizing the Borough of Carteret aerials. Field survey is not expected to be required for the project. 2. Once the base maps are prepared, we will conduct field investigations to inspect roadway conditions. The base maps will be used to record pavement base repair locations, -along with curb, sidewalk and driveway apron deficiencies. We will perform field investigations to review the existing conditions of the deteriorated 24" storm sewer pipe and FES and prepare a limited sketch identifying the general location and details of the stormwater facilities to be replaced. 4. Roadway specifications have been previously prepared as part of the 2013 Road Improvement Program. Additional technical specifications shall be prepared for the stormwater pipe and FES replacement as necessary. 5. Standard details for the pipe and FES replacement will be provided as necessary. 6. We will coordinate televising of the Birch Street sanitary sewers with the Borough Sewer Department and the Borough's on -call contractor, National Water Main Cleaning Co. We will review and the video tapes; identify require improvements; and provide a written report to the Borough of our findings. 7. We will include selective sewer replacement and repairs in the project based on the results of the video investigation. It is not anticipated that extensive sewer replacement will be required, rather it is contemplated that only minor isolated sections of pipe will require repair. 8. Upon completion and approval of the final design documents, T &M Associates will print and distribute plans and specifications to the 2013 Road Improvement Program Contractor, S. Brothers. 9. We will solicit cost proposals from S. Brothers for the supplemental work and negotiate final pricing. 10. Upon working out acceptable pricing, we will prepare and submit formal change orders for both projects. Based on the above scope of services, we will provide the following contract administration and inspection phase services for the project. The construction inspection effort will be accomplished in three phases — Pre - Construction, Construction and Post Construction. It is anticipated that shop drawings and submittal documents will be required for the stormwater pipe and FES to be replaced. Construction Our construction team, under my overall guidance, consists of individuals each with a specific role and responsibility in carrying out the construction management plan, The Project Manager (PM) has day -to -day responsibility for contract administration. He and his inspection team will monitor performance with the baseline schedule and contracted costs. The team will perform the required inspection and conduct bi- weekly job meetings as necessary to discuss performance to -date, any design and contract issues and upcoming tasks and plans for their implementation. We will produce and distribute minutes of all meetings. Our staff will provide part-time construction coverage Monday through Friday. As necessitated by the contractor's work schedule, on -site inspection will be provided, as required, beyond an eight -hour workday and Saturdays. In the field, our staff will oversee .the construction activity including performing and documenting inspections to determine if the work is done in general conformance with the contract plans and specifications. We will notify the contractor in writing of any unacceptable work or material, track the deficient condition and inspect the work until it is corrected. We will address surrounding property and general public concerns that may arise during the construction phase. We will work closely with the neighboring property owners to achieve timely and efficient completion of the work with minimal disruption and inconvenience to the residents, while maintaining a safe work zone. Monthly contractor payment requisitions will be processed by our office. Pay items will be checked for accuracy with field measurements taken during the month. Particular attention will be given to the restoration of adjacent property. We will manage the contract closeout process, including execution of any affidavits, release of liens, production of maintenance bond, warranties /guarantees, operations and maintenance manuals and other technical data, as required; and prepare paperwork and documentation needed for project closeout. Summary of Fees and Schedule The fees for the scope of work listed above are summarized below, Any independent testing laboratory costs (i.e., cost of pavement cores) will be billed directly to the Borough and are not included in the below fees. Civil Engineering Design Services $ 8,200,00 Sanitary Sewer Investigation & Design $ 1,500.00 Contract Administration & Inspection Services $ 7.000.00 Total Fee $ 16,700.00 It should be noted that the existing 24" storm sewer pipe to be replaced is located on private property and this scope of work and fee estimate is based on the assumption that the pipe is located within an existing easement to the Borough and access to same shall be provided to the Contractor and no easement acquisition or mapping effort is required. Upon authorization, we will initiate the field services and design for this program immediately.
