HomeMy Public PortalAboutr 13-194*Pmalu#ioxt of #ke Part,* of Eartna No. 13 -194 if Date of Adontionthvernber 7, 213 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — STORtMWATER PUMP STATION & EQUALIZATION BASIN NOR STREET AREA DRAINAGE LVIPROVEMENTS PRELI RNARY DESIGN PHASE SERVICES WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Noe Street Area Drainage Improvements Preliminary Design Phase Services for the Stormwater Pump Station & Equalization Basin; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $295,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough Of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for engineering services related to the Noe Street Area Drainage Improvements Preliminary Design Phase Services for the SformWater Pump Station & Equalization Basin in a total amount of $295,500.00 billable in accordance with T &M's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. ASSOCIATES T &M Associates is pleased to present this scope of services for field survey, geotechnical, preliminary design, and permit related services for the Noe Street Area Stormwater Pump Station and Equalization Basin Improvement project. Protect Narrative The proposed improvements consist of the construction of a new 8000 gpm Stormwater Pump Station and Equalization Basin along Noe Street, on Block 177, Lots 2, 3, 4, and 5.01. It is currently envisioned that the new pump station will be similar in size and design to the Borough's existing Beverly Street stormwater Pump Station. A new outfall pipe from the pump station is also proposed. The outfall pipe will discharge to Noe's Creek crossing under industrial Road and includes a tide gate. The outfall pipe routes will be evaluated and it is anticipated the route with the least environmental impact and construction costs will be chosen. Potential utility conflicts will also be evaluated via test pits as required. In addition to the main pump station and basin, the project will also include drainage and road improvements in the vicinity of Noe Street to ensure that stormwater runoff will effectively flow to the new pump station. Portions of the existing drainage collection system will require replacement and modification to divert runoff from the low point areas on Harris and Noe Streets and the ends of Lowell and Emerson Streets as well as, Pershing Avenue to the new basin and pump station. The new pipes will be larger, re -sized to convey the runoff from the 25 -year storm and diverted to discharge into the proposed basin. Based on our preliminary review, as much as, 65% of the Lower Noe Street Area Drainage Basin Collection System will be Improved. See Figure 1. ENERGY & UTILITIES • ENVIRONMENTAL SERVICES • PUBLIC WORKS REAL ESTATE DEVELOPMENT TRANSPORTATION • WATER RESOURCES Regional Offices in NEW JERSEY, PENNSYLVANIA and OHIO TM Figure 1 The stormwater equalization basin will serve as a "wet well' for the pump station and store runoff during high tide events while the new pumps discharge the stormwater out of the area. During low tide the outfall pipe from the pump station and basin will function as a gravity discharge system, The proposed project Improvements will also include rehabilitation of the affected roadways. The roads will be fully reconstructed as necessary and include full width milling and resurfacing. We have also assumed curbs and sidewalks will be replaced along the portion of the streets where new pipes will be installed. Scooe of Services TASK 1: Survey Land survey will be performed to Identify and confirm pipe inverts, pipe sizes, and to supplement the Aerial Map (Basemap). The following will be performed: T ASS 0 GIATES CART -02211 September 30, 2013 Page 3 of 9 Le: Honorable Mayor and Council Borough of Carteret Re: Stormwater Pump Station & Equalisation Basin Noe Street Area Drainage Improvements Preliminary Design Phase Services • Establish GPS control on the streets /sites to be surveyed. • Traverse and carry the elevations with the data collector. • Set a Bench mark on each street. • Plot right -of -way from Tax Maps. • Obtain storm sewer Inverts, pipe sizes, inlet grate elevations, and manhole cover elevations, were accessible from ground level. • Existing aerial mapping will be used and will be supplemented by "on the ground" survey and a base map prepared covering the scope of work. • Obtain inverts and sizes of the pipes in the immediate vicinity of the proposed Equalization Basin and from Noe Street and Harris Street. • Once the route of the new outfall pipe /force main has been determined, our survey crew will return to the site to survey that route and the outfall structure location. • The Borough shall provide all Access /Right of Entry Agreements for T &M personnel to enter private property. • No field location of existing property corners is proposed under this scope of work. Police Assistance for survey is not anticipated and costs for same have not been included. TASK 2:GeotechnicalInvestigation Subconsuitant(s) of T &M will provide geotechnical support for the proposed improvements. Soil Borings and /or Test pits will be performed at the potential basin location to determine Seasonal High Ground Water Elevations (SHGWE) and testing will be conducted as per Appendix E of the NJ Stormwater BMP Manual. After the route of the outfall pipe has been determined, additional borings /test pits will also be performed along the potential outfall pipe alignment. The data will be used to determine suitable pipe bedding for the anticipated large diameter outfall pipe and depth of existing utilities to minimize potential conflicts and relocations. We will coordinate with the respective utility companies as necessary. The following items are anticipated under this task. • Perform on site drilling services and Inspections and obtain required permits. • Provide geotechnical supervision for the proposed drilling services. • Provide basis for foundation and pump station sump design. • Determine water table elevation at basin location. TASK 3: Basis of Design Report During the Basis of Design phase, we will confirm the conclusions provided in the stormwater study. The stormwater analysis will then be refined, the size of the pump station will be confirmed, its location and method of support will be determined, options for outfall pipe /force main routing will be explored. A final route will be selected including the location of a new tide gate and outfall headwall. The following items are anticipated under this task: • Update Storm Water Calculations and Pump Sizing. • Identify Electrical demand and probable tie points for electric power. • Verify Permits that will be required. • Concept Options for Pump Station including Structural Options. • Determine Outfall pipe route(s). • Determine Extent of Existing Collection System that will be included in the project. • Coordination between drainage, environmental and structural group personnel to confirm stormwater calculations and pump capacity requirements and locations of the stormwater structures, • Develop concept options for the location and layout of the stormwater basin and the proposed pump station. • Identify major potential utility conflicts that will impact the conveyance system outfall pipe route and construction. • Prepare preliminary cost estimates. • Preparation of the stormwater Basis of Design Report, TASK 4: Permit & Approvals In order to authorize regulated activities in environmentally sensitive areas, such as Noe's Creek, T &M will prepare and submit the following permit applications: • Waterfront Development Application • General Freshwater Wetlands GP 11 / Coastal Wetland Permit L°i ASSOCIATES CART -01211 September 30, 2013 Page S of 9 Le; Honorable Mayor and Council Borough of Carteret Re; Stormwater Pump Station & Equalization Basin Noe Street Area Drainage Improvements Preliminary Design Phase Services • USACOE Nationwide Permit for Discharges • individual Flood Hazard Area Permit Application • Soil Erosion and Sediment Control Permit The application package(s) will be submitted to the N1DEP's Land Use Regulation Program and the Freehold Soil conservation District. T &M will review applicable basemaps to delineate the limits of freshwater wetlands and State open waters throughout the project area. Upon completing the delineation, T &M will calculate the total wetland impacts associated with the final design. T &M will make every effort to minimize wetland impacts while still meeting the goals of the project. Specifically, impacts will be kept to a minimum in order to avoid an Individual Freshwater Wetland Permit and mitigation. If the N1DEP specifies that a mitigation plan is required to offset wetland Impacts, a separate scope of services and fee estimate will be prepared and submitted to the Borough for review and approval. After completing the wetland delineation and design plans, T &M will prepare and submit the Permit Applications. Please note that all permit fees will be paid for directly by the Borough. This scope of work does not anticipate any T &E species investigation, Cultural Resources investigation or intertidaVsubtidal shallows mitigation. TASKS: Preliminary Design Under this Task T &M will prepare permit plans and preliminary construction plans for the drainage improvements for the project. Permit level (80% complete) plans will be submitted to the N1DEP Land Use Regulation Program and the Freehold Soil conservation District. During the permit submission phase we will perform the following: • Prepare preliminary pump station structure and building layout. • Prepare preliminary Site Plans for the pump station and equalization basin Including layout drawings including driveway, fencing, grading, and other site amenities. • Prepare a preliminary plan of the outfall pipe /force main and, tide gate location. • Determine the limit of disturbance for the project and any regulation impacts, if any. • Provide all SESC countermeasures. • Provide preliminary construction cost estimates. mlunm ASSOCIATES CART -02211 September 30, 2013 Page 6 of 9 Le: Honorable Mayor and Council Borough of Carteret Re: Stormwater Pump Station & Equalization Basin Noe Street Area Drainage Improvements Preliminary Design Phase Services The plans will indicate the wetland and State open water limits and floodplaln limits as determined using Federal Emergency Management Agency ( "FEMA ") information and NJDEP Methods 2 through 4. The following plans are anticipated: • Cover/Title Sheet • Legend and General Notes • Existing Conditions Plan • Grading, Drainage and Soil Erosion and Sediment Control Plans • Stormwater Pump Station General Plan and Elevation • NJDEP Environmental Permit Plan • Outfall Profile Plan • Construction Details • Soil Erosion and Sediment Control Notes. • Soil Erosion and Sediment Control Details. Plans will be provided to the Utility Companies to mark out their facilities. Utility information will be used to layout the anticipated Outfall profile alignment. After the permit submission T &M will seek Borough approval prior to proceeding to advance the permit plans to Final Construction Documents. TASK 6: Attend Meetings T &M will attend up to four (4) meetings with Borough Officials prior to the permit plan submission to keep the Borough informed on the progress of the project and solicit input on key design decisions. In addition we anticipate one public hearing to update the Borough Council on the project progress and development. TASK 7: Project Management Under this task T &M will Implement our in -house Project Management guidelines and QA /QC initiatives to coordinate with all engineering disciplines involved in the project and to coordinate and inform the Borough of the project milestones and deadlines to keep the project on schedule and on budget. l,l ASSOCIATES CART -02211 September30, 2013 Page 7 of 9 Le: Honorable Mayor and Council Borough of Carteret Re: Stormwater Pump Station & Equalisation Basin Noe Street Area Drainage Improvements Preliminary Design Phase Services Exceptions The following items are specifically excluded from our preliminary design phase services for the subject scope of services and fee estimate. • All permit fees will be the responsibility of the Borough. • Police for traffic control needed during survey and /or other field activities will be provided by the Borough at no cost. • Investigations, testing, lab work, research, sampling or any other services related to soil and /or groundwater contamination. • Survey services related to easements, property acquisition and property boundary determinations. • Construction Inspection and construction services. • Tasks not specifically listed in Items 1 through 7 above. Fee Schedule T &M will- provide- the above described scope -of- services- for -an- estimated - fee - not -to exceed- $295;500. —— The cost of services for final design, public bidding services and construction administration and inspection services are not Included in the above estimate and will be provided in a separate scope letter prior to the final design and construction phase. Tasks shall be billed in accordance with the Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges in our current municipal contract. We anticipate completion of the preliminary project plans for permit submission within 150 -days. T &M Associates will work closely with the Borough so that the project is completed expeditiously and on schedule. Upon submission of the project permit plans to NJDEP, T &M will work closely with NJDEP to expedite the review process. The NJDEP review period is anticipated to be a minimum of 120 -days from notice of administratively complete project permit documents.
