AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH NAJARIAN ASSOCIATES
RADIOLOGICAL - EAtEDY EVALUATION REPORT
DUPONT CARTERET AGRICO FACILITY
WHEREAS, the Borough of Carteret is in need of specialized planning/engmeering
services in connection with Radiological Remedy Evaluation Report will, regard to the
DuPont Carteret Agrico Facility in the Borough; and
WHEREAS, Najarian Associates, One Industrial Way West, Eatontocvli, New Jersey
07724, possesses the requisite experience and expertise to provide said services; and
WHEREAS, Najarian Associates, has submitted a proposal to provide said services at a
total cost not to exceed $6.500.00 and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of N&ddlesex, Slate of New Jersey, as follows:
1. The proposal from Najarian Associates for planuing/engineering sery ices
in regard to the review of the Radiological Remedy Evaluation Rep for
the DuPont Carteret Agrico Facility at a total cost n ort ot to exceed - port .00
is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Pair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and Najarian Associates.

Dear Mayor Reiman:
T.O. Najarian Associates, Inc. (Najarian) is pleased to submit this proposal to
review and continent on the Radological Remedy Evaluation Report prepared by
Geosyntec Consultants dated October, 2013 on the DuPont Agrico Facility adjacent to
the Arthur Kill in Carteret, NJ. The proposed remedy consists of capping the marginally
radioactive contaminated material together with non - radioactive, but contaminated
material within the site. While capping of the non - radioactive material has been
approved by NJDEP, the Department has concerns about the proposed remedy for the
radioactive material. To address NJDEPs concerns, additional work has been conducted
by DuPont to justify the remedy, and is seeking the comments of the boro, prior to
NJDEP submission.
To assist in the review, Najarian will be retaining the services of Theodore E.
i, Ph.D., a Certified Health Physicist specialized in addressing contamination
on
Health Physics consultants. Dr. Ration will act as a sub - contractor to Najarian.
Najarian will review and advise the boro on the adequacy of the proposed remedy
towards protecting the health and ecology of the boro and its residents. We will prepare a
report of our findings for a sum not exceeding $6,500.00.

EXPERIENCE

Manages a specialty radiological services firm with a broad scope radioactive materials license
including radiological assessment; instrument design, calibration and repair; and radioactivity
analysis. Radioanalytical laboratory includes HPGe gamma spectroscopy, alpha beta proportional
counting, alpha/beta liquid scintillation spectrometry, NIST- traceable standardization, Radioactivity
Laboratory Intercomparison Studies, and analysis and QA procedures.
Major Client Projects include:
Marcellus Shale Gas Production Support Firms: Conducted various studies of drill cuttings and
fluids for low level radium -226 concentrations and provided consultation regarding public doses,
methods of detection in transport vehicles, as well as radon effects.
Three Mile Island Unit 2 Remediation (Middletown, Pa.): Performed calculation of Special Nuclear
Material quantities in numerous rooms and ex -core systems using geometrical layouts,

Microshield and gamma spectroscopic, exposure rate, and neutron - activation data. Developed
specialized instrumentation for determination of ex -core fuel in steam generator tubing including a
miniature, ruggedized gas flow proportional counter, neutron activation strings, and high- exposure
gamma spectrometers. Client: GPU Nuclear
EPRI. Palo Alto, Ca.: Developed a dose rate interpolation and extrapolation software program for
use in 3D Laser Scan and CAD software systems to estimate doses to nuclear facility personnel in an
effort to allow "what -if' scenarios of dose reduction to be tested in cyberspace rather than in real
time.
Brookhaven National Laboratory (Upton, NY) - wrote sampling plan for subsurface investigation of
the BGRR (gas - cooled, graphite pile reactor); health physics consultant for environmental firms
performing various investigations at the site; performed QA review of analysis results from
contractor laboratories for environmental samples.
US Radium Superfund Site (Orange, NJ) and Welsbach Superfund Site (Camden, NJ): primary
radiation protection consultant for remedial investigations and final status surveys; reviewer of
Samphng, H &S, QA, and Work Plans; sites included main facility buildings and hundreds of
surrounding residences contaminated with radium- or thorium bearing materials; manager of field
team performing radiological measurements in surrounding residences. Clients: Malcolm- Pirme,

Off -Site Source Recovery Program (OSRP) - Los Alamos USDOE - Performed high- activity source
recovery, shielding design, and project management as subcontractor to Energy Solutions and
International Isotopes, Inc.
SNEC remediation (Saxton, Pa.): Conducted in situ gamma spectroscopy measurements for soil and
embedded piping for decommissioning of a research/power reactor; technical reviewer of contractor
radiological procedures and methods. Client: GPU Nuclear, First Energy. Regulatory: USNRC.
Decontamination and Decommissioning (NY, NJ, Ct, Pa, Ma., Me, Il): Managed many D &D
operations at pharmaceutical laboratories, radium dial facilities, industrial plants, and universities.
Managed the decommissioning of 2 sub - critical reactors, decontaminated several research labs (H -3,
Cs -137, Sr -90, uranium), decommissioned multi -Ci- quantity sources, gauges and irradiators (Co -60,
Cs -137, PuBe, RaBe), and packaged / disposed of mixed wastes. Clients: Wyeth„ Merck, Bristol
Myers Squibb, American Cyanamid, Columbia University, New York Medical College, Columbia
University, Polytechnic University, NY Medical College.
Accelerator facility decommissioning: Northrop - Grumman Aerospace (Bethpage, NY)-
decommissioned VDG accelerator and tritium target preparation area; Nevis Laboratory 360 MeV
Cyclotron (Irvington, NY) managed the assessment and remediation of tons of activated shielding,
beam magnets and other equipment; Memorial Sloan Kettering Cancer Center (NYC, NY); North
Shore Univ. Hospital — HP manager for decommissioning and removal of the medical isotope

solving a variety of lost source and contamination problems.
Nuclear Power Plant support: Performed ALARA review of operating procedures; conducted a

NORM Investigations: managed various aspects of radiological surveys at zircon sand, rare earth,
