HomeMy Public PortalAboutPCM 1985-11-13NOV. 13, 1985 FRASER PLANNING COMMISSION Chairman Jensen called the meeting to order at 7:45 p.m. Board present were C.B. Jensen, Marianne Klancke, Joanne Yankovich, Sue Buchheister, Linda Kerr. Planner Fox and Vicky Winter. Ed Opitz presented initial plans for the bike trail from Fraser to Winter Park, this work being the obligation of Mr. Drake's agreement with the town to engineer the bike path. Trial is designed along the highway ROW wherever possible going on private land only were necessary. Path at this point in time is designed to a 10' width surface, but for future needs Opitz recommends acquiring a 20' easment so that the path can be widened. Board also discussed that development should be encouraged to build loops off of this path. Opitz also presented a plan for implementing bike path within the old town boundaries. Board will study this more and then come up with a plan that they can then follow thru with as means come available. Maintance and Insurance of the bike path were discussed expecially in those areas that would not be within the corporate boundaries. M.K. made a motion to recommend to the Town Board that the Town become the lead agency in this bike path planning and implementation and to acquire ownership, leases, work out the plan for maintanance etc. as needs arise or oportunities become available.., 2nd Kerr carried. Winey and Kinney presented a plan for an addition to the Crooked Creek property. Addition would be added dining room between the existing Eating building and the out building being the old saloon salon business building. Calculations were reviewed. Off street parking is such a problem at that area and in particular the parking on Fraser Ave. being diagonal C.B. stated that at some point in time the town would propose parrell parking at this location on the street and it would futher cut down on parking needed for this business. Board as a whole asked for these developers to go back and see if more off-street parking could be designed even if it interfered with open space. Kinney and Winey will work on problem and continue this latter this evening. Rec. Dist representive Jane Hansberry and board member Bob McN~mmee reviewed the need or wish that recreation sites could be donated by the Maryvale annexation for the placement of the facilities that will be built by the rec. district. REc. Dist. will need to come up with some design and land critiera so that this can be worked on not only with this annexation but other that may take place with the Town. Rec. sites ..are required to be donated to the public or fees in lieu of land is required on subdivisions. C.B. Jensen made a motion to work with rec. dist. to procure land for these facilities from MAryvale and other annexations, 2nd Klancke. carried. Rec. District to provide a plan and land needs for various projects and get back to this board. Lane ZLL site plan was presented. Buchheister made a motion to approve the site plan, 2nd Kerr, carried. Klancke abstained. Fox briefly reviewed the land use maps on the wall that will be part of the amended comp. plan for Fraser. Scheduling of various meeting were discussed and time frame flow chart was reviewed. Special meeting will be held at 1 p.m. on the following afternoons to review in detail the PDD of Maryvale 1 p.m. Nov. 21st I p.m. Nov. 27th Discussions on the comp. plan will also take place time allowing so as to proceed with that process. In depth discussion will take place concerning the PDD and document Exhibit "C". Board to study these before the meeting . ýÿ PLANNING COMMISSION Nov. 13, 1985 page 2 Winey and Kinney again presented a revised plan for the crooked creek addition. Plan presented-- Parrell parking on Fraser Ave. 3 more off street parking for the development places 8 compact car spaces instead of 5 ( less then the allowed 20o compact) Open space is at 36%-- need 40o to comply with regulations. C.B. Jensen made a motio~to accept plan and grant the variance of 2% on the open space, 2nd Kerr carried. Listed reasons for granting the open space variance: 1. Non-contibuting open space better developed into off-street parking. 2. Project is dealing with a large space of existing structure that is grandfathered and creating problems with designing. 3. Project providing oh..~sits~-parksng :.raeeds~~. ~'..°..~: ~- ~~-~ , due to the change of parrell parking only and providing on site parking provides a safety factor at this business as well as entire street.
