HomeMy Public PortalAboutPCM 1985-12-11PLANNING COMMISSION DEC. 11, 1985 10:00 a.m. Planning Commission called this meeting at the scheduled time of 10:00 a.m. at the regular meeting of Oct. 9, 1985. The day meeting was felt needed to review the pre-application submittals for PDD Zone proposed by Regis-Maryvale. Chairman Jensen opened the meeting at 10:20 a.m. Board present were C.B. Jensen, Sue Buchhiester, Marianne Klancke, Linda Kerr, and Joanne Yankovich arriving at 11:00 a.m. Planner Fox, Attorney Hartlaub and Vicky Winter were also present. Representatives of Regis-Maryvale were Planner Ralph Martin and Attorney Jim Soran. Ralph Martin stated that he had recieved the comments of the Planning Commission the day before and had not in great detail addressed them but would like to use the comment document as the agenda items for comment. ' C.B. stated at this time that the water rights should be looked at right away to see if there are rights for this development. Also reviewed that planning for these rights should be done right away before minimum stream flows are adopted. Also sewer treatment needs to be addressed and engineering with regards to amonia standards that will relate to the need at some point for futher treatment of sewer beyond what is being done at this point in time. Jim Soran stated that a firm had been hired to start the filings and augumentation plan and that they would send up the water rights engineering report to the Town. Futher study needs to be done to determine tahat densities that are really being looked at with regards to the water rights, etc. Ibye~ar~incomment to document Sketch Plan review dated Dec. 6, 1985. PA-25- Maryvale is considering a possible trade and will address this pod at a later date. PA- 26- unable to comment as to adjacent to County Rd. 72. PA-23- Developer will need to review this in more detail with regards to c~.~u«ents made. Would like the more specific detail as to front rank and distance of front r~.nd and height. Also has not reviewed the 100' allowed encrouchment in the meadow with regards to the design. Island development in middle will need to be considered futher. Martin did ask with regards to the meadow encrouchment that this development not be resticted unfairly and for the planning board to look at other developers that were allowed the meadow development. General comments in residential: Martin would ask for the height be determined with a definition stated in the site plan. In the resident neighborhood they would provide for a deed restriction as to not less than 30 day rentals. Maryvale would track the allowed loo residential transferee as necessary. Comments to the commercial items. Martin agreed that they should be required to submit a market justification report and should have quality standards. FAR/ Parking has not been worked out. Generally the rule is 2 sq. ft. of parking to 1 sq. ft. of commercial area. This needs to be determined. Board stated they are very concerned with parking. ýÿ Planning Commission Dec. 11, 1985 Comments to the rest of the commercial comments from the P.C. will need to be reviewed by Maryvale. Open space. page 2 Martin It was felt that by the time various requirements of park and school dedication that more than a 550 open sapce was being requested and felt that the 550 open space might be over::.w~.at was required of other developers. School fees or sites were discussed. Dr. McGuire , EGSD, was presefit. Fox outlined the thinking that it may be required to extract a portion of fees at this time and the rest at the point of subdivision of lands as required by the regulations. Dr. McGuire stated that in the Int. areas as a general average the .25 students per unit formula was used to figure growth. Figures show that the Elem school located in Fraser has had a 40% increase in the past 4 years and it is expected that expansion of the present building will take place in the next four years. The building has been designed so that it can be expanded to accommodate 500 more kids. But another elem school will need to be built in the Fraser Valley and it is expected that a middle school will probley need to be built in the valley. McGuire reviewed some of the school site plans and fees in lieu of land solutions that had been arranged with some of the other developers to give Maryvale an idea of options. Fees in lieu of parks and park site dedication was discussed. It is known that the Rec. Dist. will need some 30 acres to provide the facilities that are planned for the district rec. service plan. Roads and circulation: With regards to the comments in this section Maryvale had no'- particular problem with the ideas in this section. Question the private drive slope not to exceed 7 ~. C.B. refered developers to check the county standards in this regard. Documents f~fered to are all matters that can be worked on as the plan progresses and feel no need to comment to at this time. Maryvale will in detail go over the comment document as it relates to there development and will get back to the board when they have worked on the plan.
