The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers patrolling the residential community issued a written warning to a home on
Bal Bay Drive regarding infested and dormant water in a pool. Since untreated, stagnant water is a
breeding place for mosquitos, the property owner was warned to properly maintain the pool.
Code Enforcement Officers noted two properties on the 100 Block of Bal Cross Drive and one property
on the 200 Block of Bal Bay Drive with neglected landscaping. Code Officers issued written warnings to
the homeowners directing them to bring their yards within code.
Code Enforcement Officers (CEOs) continue their focus on construction sites within the gated
community. Each evening, CEOs visit each site and conduct an inspection at closing time to ensure the
sites are maintained and work is stopped at the appropriate time.
Criminal Investigations
Detectives worked with bank investigators at Wells Fargo Bank in an attempt to identify the subject
who opened an account using the victim’s identity. Bank records offered no leads as to the suspect’s
identity. The victim suffered no monetary loss and the unauthorized account was closed before it
could be used for other fraudulent activities.
The Criminal Investigation Division investigated a retail theft that occurred at a retailer at the Bal
Harbour Shops. The suspect took a purse valued at over $1000.00. Detectives used video footage to
obtain the suspects image and distributed a need-to-identify flyer to patrol officers and neighboring
jurisdictions.
The Criminal Investigation Division initiated a preliminary investigation into a report of a past theft
where the victim is an elderly resident of Bal Harbour Village. The theft is alleged to have been
committed by the victim’s former caretaker / live in nurse. The reported theft and unauthorized use of
her credit card occurred during this past year.

Summary of Noteworthy Calls for Service

06/13/2020 Driving Under the Influence 10200 Block of Collins Avenue
While patrolling the Collins Avenue corridor, a Bal Harbour police officer observed a vehicle traveling
at a high rate of speed. The driver of the vehicle struggled to maintain control of his vehicle, almost rear
ending another vehicle. Further investigation resulted in the arrest of the driver for DUI and Resisting
Arrest without Violence. No injuries or damages were reported.
06/13/2020 Trespass Warning 290 Bal Bay Drive
Bal Harbour police communications received a call of a male trespassing on the Quarzo property. Upon
arriving in the area, Bal Harbour police officers located the male. Officers conducted an investigative
inquiry and history check. The subject was instructed he was on private property and issued a trespass
warning from management and police. No criminal activity was discovered.
06/13/2020 Assist Bay Harbor Islands Police 1075 92 Street
Bal Harbour officers assisted Bay Harbor Islands officers regarding a possible violent domestic incident.
Once on the scene, police officers discovered the incident was a loud party and not a domestic
disturbance. Bal Harbour officers returned to the Village and resumed normal patrol functions.
06/16/2020 Arrest Retail Theft / Credit Card Fraud 9700 Collins Avenue
Bal Harbour Police communications received a call from two stores in the Bal Harbour Shops advising
that a female had attempted purchases with a fraudulent credit card. Based on the description
provided, Bal Harbour police officers located the subject outside of Saks Fifth Avenue. The female was
arrested and transported to the Miami-Dade County Jail.
06/18/2020 Disturbance 9700 Collins Avenue
Bal Harbour police officers responded to Saks Fifth Avenue regarding Shops Security personnel
following two males suspected of committing a battery on a store employee. The males ran from the
guards and fled into Surfside’s jurisdiction where Bal Harbour police officers located them. The
investigation revealed that no crime had been committed and that the disturbance stemmed from the
males not wearing masks when they first entered the store. The males were issued a trespass warning
from the Bal Harbour Shops property.
