Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) returned to a construction site on the 200 block of Bal Bay Drive
where they previously issued a warning for an unkept construction site. CEOs confirmed the
homeowner cut the lawn, cleaned the site, and repaired the fence screens. Since the property was
now compliant, no further enforcement action was necessary.
Code Enforcement Officers assisted the Patrol Division by manning posts related to beach security and
traffic details.
Criminal Investigations
Detectives investigated a case of a possible fraudulent phlebotomist tending patients in Bal Harbour
Village. The victim reported a nurse visited her home and drew blood for lab work. The victim did not
receive the results of her test and believed the “nurse” may have not been legitimate. Investigators
contacted the lab company and learned the nurse was a temporary hire and the blood samples were
inadequate for testing, hence no test results. Detectives confirmed the phlebotomist in question was a
legitimate healthcare worker and confirmed no crime was committed.
The Criminal Investigations Division is investigating a retail theft that occurred at a retailer in the Bal
Harbour Shops. Store cameras captured the suspect’s image which detectives used to prepare a need-
to-identify flyer. The flyer was distributed to patrol officers and neighboring jurisdictions in an effort to
identify the suspect.

Summary of Noteworthy Calls for Service
06-19-2020 Traffic Incident 9700 Collins Ave, Bal Harbour Shops
Bal Harbour officers were conducting an area check and observed an unoccupied vehicle with an
obscured license plate. A computer check revealed the license plate expired in 2017, a citation was
issued and the license plate was seized. Officers left the area without further incident.
06-20-2020 Disturbance 10275 Collins Ave, Harbour House
Officers were dispatched to the residence in reference to a neighbor dispute. The reporter told officers
that there was an ongoing dispute between residents stemming from smoking on the balcony. The
residents did not wish to speak with each other to avoid escalating the dispute. Building management
informed the residents that smoking was only permitted on the balcony. The officer left the area without
further incident.
06/20/20 Suspicious Incident 10295 Collins Avenue, Ritz-Carlton
A couple registered under the pretense that a third party had authorized their reservation utilizing
accumulated reward points. Management made contact with the third party who advised them that he
had not authorized the reservation nor did he know the pe ople involved. Bal Harbour police were
summoned and eventually made contact with the couple. The couple checked out and paid for a one-
night stay using their own credit card. Additionally, Ritz-Carlton management issued a trespass
warning.
06-21-2020 Disturbance 9801 Collins Avenue, Bal Moral
Officers were dispatched to the beach area behind the Bal Moral building, complainants told officers
an unknown male made some vulgar remarks and attempted to gain access to the property. Officers
located the suspect, who appeared intoxicated. A computer check of the suspect revealed no wants or
warrants. The suspect left the area without further incident.
06/21/2020 Sick or Injured Person 9700 Collins Avenue, Bal Harbour Shops
A concerned citizen flagged down a Bal Harbour police officer regarding a female on the ground on
the top level of the Bal Harbour Shops parking garage. The female, a store employee, was located and
Miami-Dade Fire Rescue was requested to responded. Fire Rescue cleared the patient on the scene.
A relative responded and took the female home.
06/21/2020 Suspicious Person 9600 Collins Avenue, SunTrust Bank
While on a routine security check, a Bal Harbour police officer discovered a male laying down in the
bushes on the SunTrust Bank property. The male advised that he was temporarily homeless and looking
for work. The male refused any assistance or shelter and left the area after he was cleared of any open
warrants.

06/23/2020 Suspicious Occupied Vehicle Gated Residential Community
A concerned resident notified police of a suspicious vehicle inside the gated residential community.
Bal Harbour police officers located the vehicle and confirmed that the occupants were responding to a
residence as authorized by the owner.
06/24/2020 Hazardous Condition 10200 Block of Collins Avenue
While on routine patrol, a Bal Harbour police officer discovered a Village irrigation line had burst and
was leaking water. Bal Harbour Village Public Works was notified and a crew responded to conduct
repairs.
06/25/2020 Assist Citizen 9601 Collins Avenue, Majestic
Majestic security summoned Bal Harbour police officers regarding an elderly male attempting entry via
the rear beach access gate. Police officers located the male and discovered that he had wandered away
from his Assisted Living Facility. Since the facility had no means to arrange transport during the night
hours, a Bal Harbour police officer transported the male back home without incident.
06/25/2020 Assist Surfside Police Surfside Beach Area
While conducting a beach check, a Bal Harbour police officer discovered a group of approximately 12
to 15 individuals on the Town of Surfside beach area just south of 96th Street. The group was advised
of the beach restrictions at which time they all cleared. A Surfside police supervisor and three officers
also responded to the scene.
