The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement Officers (CEOs) issued a code violation notice to a construction site on the
200 Block of Bal Bay Drive. The site removed shrubs that concealed the work area and failed
to properly shield the site from view and landscape visible areas adjacent to the sidewalk.
CEOs returned to the site and noted it was brought within code compliance requirements.
While patrolling the gated community, CEOs noticed unkept lawns at two residences located
on the 100 Block of Bal Bay Drive. CEOs issued the owners code violation warnings and will
return to the properties to ensure compliance. When CEOs checked the area of Bal Cross
Drive, they discovered a third property with overgrown landscaping. CEOs issued the
property owners a code violation warning instructing them to mow the lawn.
CEOs discovered a recreational vehicle (RV) parked at a residence on the 200 Block of Bal Bay
Drive. The property owner claimed the RV was being used as a work-at-home office. CEOs
informed the homeowner of the prohibition against RVs parked on residential property and
issued a code violation warning. The owner was instructed to remove the RV from the
property.
Code Enforcement Officers patrolling the gated community discovered bulk trash items
placed on the curb several days ahead of the scheduled bulk trash pick-up. CEOs issued a
Criminal Investigations
The Criminal Investigations Division (CID) investigated a Fraud/Theft case involving
unauthorized withdrawals from an ATM. The investigation linked the theft to the victim’s sister-
in-law. Detectives interviewed the suspect and obtained an admission of guilt. The victim,
however, refused to prosecute and the case was closed without an arrest.
The CID concluded its investigation into two different fraud cases involving counterfeit checks.
Detectives worked with bank officials to track the transactions. On both cases, the crimes
occurred outside of Bal Harbour Village. The victims were informed of the police departments
with proper jurisdiction so the correct agency could continue the investigation.
Detectives investigated an alleged theft at a beachside condominium building. The victim
reported her property was stolen from a storage bin. The investigation revealed the victim
placed her items in another tenant’s storage bin and did not tell management. The owner of
the storage bin discovered items in his bin and attempted to locate the owner of the items.
Failing to identify who left property in his storage bin, the owner of the storage bin discarded
the property. The victim was informed the matter did not meet the statutory requirements for

Summary of Noteworthy Calls for Service
06/26/2020 Burglary to Vehicle 100 Block of Bal Cross Drive
A resident summoned Bal Harbour police to report that he was missing property from his vehicle. The
victim said he left the vehicle unlocked and parked on the street by the curb in front of his residence on
06-25-2020. He discovered the missing property in the morning but did not report it to the police until
06/26/2020 Covid19 Investigation 9700 Block of Collins Avenue
Hotel staff summoned the Bal Harbour police department regarding a tenant refusing to adhere to the
Isolation/Quarantine requirements. Tourism Director Barret was contacted and he confirmed that the
individual had been provided the Bal Harbour Village Emergency Order requirements. Bal Harbour
police officers responded, made contact with the individual, re-issued the orders, and reminded him of
06/26/2020 Conduct Investigation 9600 Block of Collins Avenue
The manager of a condominium restaurant requested a report to document unwanted social media and
cell phone text communications allegedly being sent by a resident of the building. The building
management was aware of the incident and reported its legal team was
06/27/2020 Unlawful Soliciting 9900 Block of Collins Avenue
Bal Harbour police were summoned regarding two individuals soliciting on condominium property.
Police officers located the couple and discovered that they worked for a wholesale pharmaceutical
company. The employees were advised of the restrictions on solicitation and they left the area without
06-30-2020 Warrant Arrest 10200 Block of Collins Avenue
Officers responded to a call of a male laying on the ground next to a bus bench. When officers
investigated, they discovered the male had open probation warrants. The male was taken into custody
07/01/2020 Found Property 9700 Block of Collins Avenue
Patrol officers met with a resident who reported finding a laptop on a bus bench on the east side of
Collins Avenue. Officers made attempts to identify the owner of the laptop, but to no avail. Since the
laptop had no serial number, no identifying marks, and was in disrepair, officers impounded the laptop

07/01/2020 Fraud 9600 Block of Collins Avenue
A resident contacted the Bal Harbour Police Department to report her identification was used to open
a fraudulent bank account at a Regions Bank in Texas. The victim believes someone may have used her
lost driver’

Officers patrolling Collins Avenue noticed a man walking on the roadway. When they approached the
man, he told the officers he was anxious and in fear that people were trying to kill him. Officers offered
the man mental health services which he
