The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement Officers (CEOs) patrolling the gated community discovered a driveway was
under construction at a residence on the 100 Block of Balfour Drive. CEOs investigated and
learned the work was started without proper permits. A stop work order and code violation
notice were issued.
Code Enforcement Officers noticed construction occurring at an apartment on the 200 Block of
process. A stop work order was issued pending permits and the contractor was issued a code
violation warning.
Code Officers addressed two issues at a vacant house on Bal Bay Drive. A code violation and
stop work order were issued due to demolition work commencing without proper permits. A
code violation warning was issued requiring the contractor to properly fence and screen the
property. CEOs will return to the property to ensure compliance.
The Public Works Department alerted Code Enforcement of a potential
Discharge Elimination System (NPDES) violation at a construction site on the 100 Block of Bal
Cross Drive. CEOs and Public Works responded to the scene and confirmed the contractor was
outside of NPDES protocols. A Code Violation was issued and a stop work order was put in
place until the violation was corrected.
CEOs issued a Code Violation Warning to a residence on the 100 Block of Balfour Drive for
maintenance and appearance. CEOs will return to ensure the property returns to proper code
Criminal Investigations
The Criminal Investigation Division (CID) focused its efforts this week on closing open
investigations for 2020 that remained open due to unavailable information or leads. Detectives
closed six open investigations dating back to February, 2020. The majority of the investigations
were suspended due to the lack of information.
The CID continues its investigation into the possible theft of a ring valued at $27,000. The ring
was purchased via an online transaction and delivered to a beachside apartment complex. The
box arrived open and the purchaser claimed the ring was not inside. Detectives are reviewing
video footage and obtaining testimony from the building staff to determine if a theft occurred

Summary of Noteworthy Calls for Service
07-02-2020 Noise Complaint 200 Block of Bal Bay Drive
Bal Harbour officers were summoned to the pool area of a hotel on the 200 Block of Bal Bay Drive
regarding persons using the pool beyond the time restrictions imposed by Miami-Dade County.
Officers and hotel staff met with the parties involved, reminded them of the restrictions, and obtained
07-03-2020 Open Door 9700 Collins Avenue
An alert security guard patrolling the Bal Harbour Shops after closing noticed an open door at one of
the retailers. Officers responded to the scene and assisted the security officer by conducting a building
search. There was no one inside of the business and no signs of criminal activity. A store representative
07-03-2020 COVID Restriction Violation 10200 Block of Collins Avenue
Officers responded to a beachside condominium complex regarding a tenant not abiding by
quarantine restrictions.
COVID-19 virus with negative results but had not yet reported the results to Village staff. The tenant
was reminded to comply with the restrictions until given clearance by the Tourism Department. The
07-04-2020 Ordinance Investigation 100 Block of Park Drive
Bal Harbour police officers discovered that a resident had set off a type of roman candle in the driveway
of the residence that they had a large number of fireworks in preparation for the Independence Day
celebrations. Officers met with the home owners and explained the restrictions on fireworks, however,
the owner wished to speak with the on-duty lieutenant. The on-duty police lieutenant responded and
explained in great detail the restrictions, state and local laws including the Village Code Ordinance
governing the use of fireworks. They owner was very satisfied and advised that they would not set off
07-04-2020 Disturbance 9700 Collins Avenue
Bal Harbour Officers working an extra-duty detail at the Bal Harbour Shops intervened in a disturbance
call involving a female yelling and insulting employees at the mall. Security requested the female leave
the property and warned her not to return. Officers documented the trespass warning. No further
07-04-2020 Independence Day Detail Village Wide
In order to address illegal fireworks, the police department augmented the midnight shift with
additional police officers. The detail officers were posted on the North and South side of the beach,
inside the gated community and on Collins Avenue

07-05-2020 Assist Other Agency Surfside Police Department
Bal Harbour officers assisted Surfside Police by responding to a domestic disturbance in the Town of
Surfside. Bal Harbour officers managed the scene until a Surfside officer arrive
07-05-2020 Accidental Shooting 10100 Block of Collins Avenue
Bal Harbour Police investigated a shooting incident at a restaurant inside a beachside condominium.
Bal Harbour officers and detectives on the scene determined the incident was an

07-06-2020 Disturbance 9700 Collins Avenue
A restaurant customer at the Bal Harbour Shops refused to leave after closing claiming he had not been
given enough time to finish his wine. Officers responded to the scene and met with the management
07-07-2020 Disturbance 10100 Block of Collins Avenue
A Miami-Dade bus driver became concerned when a passenger became verbally abusive with the
driver and passengers. The driver flagged down a Bal Harbour officer on patrol and informed the officer
of the conflict. Officers intervened and the passenger agreed to leave the bus.
07-09-2020 Ordinance Investigation Gated Community
A resident contacted the Kent Security Guard House and complained about a contractor pressure
cleaning the driveway of the neighbor’s home. Bal Harbour police officers responded at 6:20 PM and
discovered the work being done after hours. The contractor advised that he was not aware of the
restriction. He ceased the work and left the area. The owner of the residence was also advised of the
