24, 2020 through July 30, 2020
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement conducted a follow-up visit to a construction site on the 100 Block of Bal Cross Drive
that was previously warned for failing to properly cover its dumpster. Re-
property was compliant with Village Codes. No other enforcement action was necessary.
Code Enforcement also conducted a follow-up visit to a construction site on the 100 Block of Balfour
Drive that was warned for excessive debris on the roadway. The site was cleaned and within code
requirements.
Code Enforcement conducted follow-up visits to two additional construction sites on the 100 Block of
Camden Drive. Both sites were previously warned for poor appearance. The re-inspection revealed the
properties were now within maintenance and appearance code requirements.
Criminal Investigations
beachside condominium. The investigation revealed the threats were made by the victim’s ex-wife. The
victim refused further cooperation and requested no other assistance from the police department.
The loss prevention department at a retailer in the Bal Harbour Shops reported a fraud perpetrated
against one of the store’s account holders. Loss prevention personnel discovered the fraud when they
contacted the account holder to verify the transaction. The suspect left the scene before police were
notified. Detectives used video footage to prepare a need-to-
neighboring law enforcement agencies.
The CID investigated a retail theft at a retailer in the Bal Harbour Shops. The suspect entered the store
and took a ring from a counter display. Video footage captured the theft and detectives used the images
to create a need-to-identify flyer for distribution to neighboring agencies.

Summary of Noteworthy Calls for Service
07-24-20 Fraud 9700 Collins Avenue
The Bal Harbour Police Department was contacted by a reporter advising her credit cards were being
used without her authorization. Two purchases attempts were made at Saks Fifth Avenue; however, the
transactions were denied. The reporter told officers she has never been to that particular store and did
not wish to pursue any criminal charges. Report was completed for documentation purposes.
07-25-20 Disturbance 290 Bal Bay Drive
Anonymous reports were received in reference to loud noises emanating from the third floor. Officer
arrived and located the source of the noise; the occupants were asked to lower their music and they
complied. Officers left the area without further incident.
07-25-20 Baker Act 96 Street & Harding Avenue
Officers were dispatched to a disturbance occurring at the bus bay near the intersection. The reporter
told officers an unknown suspect began berating him with vulgar language, without cause. Officers
made contact with the suspect, he told officers he had not received his proper medications for several
months. The suspect was treated on scene by Miami-Dade Fire Rescue and subsequently transported
to Aventura Hospital for further evaluation.
07-25-20 Simple Battery 9703 Collins Avenue
Bal Harbour police officers were summoned to the St. Regis Hotel regarding a report of a
battery/disturbance between the victim and her boyfriend. The victim advised the police officers that
she had an argument with her boyfriend as they were walking back to the hotel. Victim further advised
that the boyfriend struck her across the face and fled the area on foot. The victim sustained a small
bruise and refused to prosecute. The case has been referred to our Criminal Investigation Division.
07-26-20 Disorderly Intoxication 10295 Collins Avenue
Officers responded to the lobby area in reference to an ongoing disturbance between a male and
female. The female was slamming her hands on the reception desk and screaming profanities at the
male. Officers attempted to calm her down, however, the female only became further agitated and was
eventually taken into custody. The female was transported to jail without further incident.
7-27-20 Theft 9700 Collins Avenue
Officers were requested to respond to the Gucci store, located on the second floor. During an audit of
store surveillance, Loss Prevention personnel discover a theft that occurred on July 25, 2020. The video
revealed two suspects retrieved merchandise from the shelf, concealed the merchandise, and then
exited the store without paying. This case has been forwarded to the Criminal Investigation Division for
further follow-up.

07-27-20 Theft 9700 Collins Avenue
Officers were requested to respond to the Gucci store, located on the second floor. During an audit of
store surveillance, Loss Prevention personnel discover a theft that occurred on July 26, 2020. The video
revealed two suspects enter the store, one suspect retrieved a pair of shoes on display and put them
on. Moments later, both suspects left
forwarded to the Criminal Investigation Division for further follow-up.
07/29/2020 Assist Other Agency 16000 Block Intra-Coastal Waterway
Sunny Isles Beach Police requested assistance reference a diver in the water not displaying the required
caution Diver Down Flag. Bal Harbour Marine Patrol responded and located the diver who advised he
was searching for a yacht propeller that fell off. The diver was warned in regards to following proper
safety guidelines.
07/29/2020 Attempted Retail Theft 9700 Collins Avenue
Bal Harbour police received information regarding a fraudulent transaction at Saks Fifth Avenue where
the female subject was fleeing on foot towards the parking garage. The responding Bal Harbour police
officers observed the female as she entered a vehicle and detained her. The investigation revealed that
the female had attempted a purchase utilizing a stolen identity and was in possession of multiple driver’s
licenses. The subject was charged accordingly and transported to the Miami-Dade County Jail.
07/30/2020 Assist Other Agency 10300 Collins Avenue, Haulover Inlet
A concerned private vessel captain flagged down Aventura Police Marine Patrol and advised of a man
overboard in the Haulover Inlet. Bal Harbour Marine Patrol responded with Aventura and discovered a
male clinging to a kayak. The male was unable to board the kayak due to rough surf. The male and his
kayak were pulled onto the Aventura boat and taken to the Haulover marine fuel docks. Haulover
Ocean Rescue also assisted and checked out the male who was not injured.
