Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement Officer Mobley participated in a week-long training conference related to the legal
and administrative functions of code enforcement. The training allows Code Officer Mobley to retain
her Level 2 Code Enforcement certification and serves as an example of the Village’s commitment to
maintaining high standards of service to the community.
Code Enforcement conducted follow-up visits to several sites within the gated community as follows:
1. A Construction Site on 100 Block of Balfour Drive previously warned regarding unkept grass was re-
inspected and is currently in compliance.
2. A Construction Site on 200 Block of Park Drive previously warned regarding unkept property was re-
inspected and is currently in compliance.
3. A construction site on Bal Bay Drive previously warned regarding potential hazards was re-inspected
and is currently in compliance.
4. A residential property on the 200 Block of Bal Bay Drive previously warned about and unkept lawn is
currently in compliance.
5. A residential property on the 200 Block of Bal Bay Drive was previously warned about improper
signage attached to trees. The signs were removed and the property is currently in compliance.
Criminal Investigations
relationship. The suspect struck his girlfriend during an argument. Both parties were adults and no
serious injuries were reported. The girlfriend refused to proceed with any criminal charges. Detectives
identified the suspect and closed the case without further police action.
The CID is investigating a fraud that occurred at a retailer in the Bal Harbour Shops. The suspect used
another person’s credit account to make purchases of about $10,000. The retailer discovered the fraud
when they received a charge-back from the credit company.
Detectives are investigating a fraudulent check cashing case involving counterfeit checks. When the
suspect attempted to cash the checks, the bank teller first notified the victim and uncovered the fraud
attempt. The victim checked her bank statements and learned several other transactions were
authorized at other bank locations totaling almost $20,000.

Summary of Noteworthy Calls for Service
07-31-2020 Disturbance 10100 Block of Collins Avenue
Officers responded to an anonymous call of a loud party at a beachside condominium building. Officers
identified the offending apartment and spoke with the resident about the complaint. The resident
promptly lowered the music and the complaint was resolved.
07-31-2020 Suspicious Incident 9700 Block of Collins Avenue
A traveler complained of poor service from a hotel clerk who did not provide an upgrade to the
traveler’s reservation. The traveler then complained that clothing inside the suitcase was stained and
smelled of food. A dispute with hotel staff followed and the police was called to the scene. Officers de-
escalated the dispute and both parties left without further incident.
07-31-2020 Disturbance 9600 Block of Collins Avenue
A moving dispute between personnel from a moving company and a customer resulted in the building’s
director of security to intervene. The moving company employee became verbally aggressive with the
director of security and police responded to the scene. The director of security ordered the moving
company employee off of the property and issued a trespassing warning. Officers documented the
warning and remained until the offending party le
necessary.
07-31-2020 Retail Theft 9700 Collins Avenue
A retailer at the Bal Harbour Shops discovered items missing from a display and reviewed the store’s
video systems. The video depicted a female customer placing clothing in a bag and leaving the store
Investigations Division for further follow-up.
07-31-2020 Disturbance Bal Harbour Marina
Officers were dispatched to the Bal Harbour Marina regarding several males loitering near the boat
slips. The males were gathered, drinking, and talking when officers arrived. Further investigation
revealed the drink to be sparkling water in glass bottles. The group were visiting a resident in the gated

07-31-2020 Fraud 9700 Collins Avenue
A retailer at the Bal Harbour Shops discovered a fraud after the credit card company issued a charge-
back to several purchases made in June and July. The purchases were made by phone and the suspect
used a fraudulent credit card account. The purchases totaled approximately $10,000. The case and all
08-01 to 08-02-2020 Storm Preparation Village-Wide
In preparation for the arrival of Hurricane Isaias and the possible threat of adverse weather impacts to
our area, Bal Harbour police personnel in conjunction with Village officials ensured the Village was
prepared for any adverse weather incidents. On-duty officers extended their shifts and off-duty officers
were placed on notice in case additional staffing was needed. No incidents or damages were reported.
08-04-2020 Trespassing 9700 Collins Avenue
Bal Harbour officers responded to a trespassing call at the Bal Harbour Shops. Mall security personnel
observed the suspect on the property despite previous warnings not to trespass. Police located the
suspect, confirmed his identity, and a previously issued trespass warning not to return to the mall. The
suspect was arrested and transported to jail.
08-05-2020 Suspicious Persons 10200 Block of Collins Avenue
An alert security guard at a beachside condominium discovered three juveniles loitering on the
property parking lot. The guard contacted the Bal Harbour Police Department and officers arrived on
the scene shortly thereafter. An investigation revealed the juveniles were preparing to go fishing. Since
it was after midnight, the juveniles’ parents were alerted and one of the parents responded to the scene
to take custody of the juveniles. The juveniles and parents were informed of curfew requirements issued
by Miami-Dade County. No other incidents were reported.
08-06-2020 Theft Beach Front
A resident at a beachside condominium was exercising on the beach and left his phone hidden in a
shirt on the sand. As the resident ran on the beach, an unknown suspect took the phone from the shirt
and fled. Video footage from a nearby building was examined, but no leads could be obtained. The
resident contacted Apple and activated the data destruction function to avoid access to his information
and make the phone useless to the offender.

08-06-2020 Neighbor Dispute 10200 Block of Collins Avenue
Officers responded to a neighbor dispute at a condominium building on the west side of Collins
Avenue. One neighbor confronted the other over a possible leaky water pipe. The argument grew
heated as one neighbor demanded insurance information from the other so he could file a claim for
mold mitigation. Officers restored peace and referred each neighbor to his respective attorney. No
other enforcement action was necessary.
