Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Officers noticed a construction site on the 100 Block of Bal Cross Drive had improperly placed
debris on to the roadway in violation of the Village appearance code. Code Officers met with the site
supervisor on the scene and issued a code violation warning. The contractor immediately cleaned-up
of the site.
Code Officers responded to a complaint of dirty water spilling onto the roadway at a construction site
on the 100 Block of Camden Drive. Code Officers issued an immediate fine for violation of National
Pollutant Discharge Elimination System protocols. The contractor immediately cleaned-up the site.

directed them to correct the deficiencies in order to bring the sites within appearance standards. Code
Officers will revisit each site to ensure compliance.
Criminal Investigations
Awareness. Detective Gonzalez travelled to Polk County, Florida, where he provided Autism Awareness
training to members of the Sheriff’s Office ranging in rank from officer to captain.
Detective Gonzalez also traveled to Orlando, Florida, to provide Autism Awareness training to members
of the Orlando Police Department. These training sessions are used to prepare officers for encounters
with individuals
multiple local and state law enforcement agencies throughout Florida.
The CID closed its investigation into a retail theft that occurred at a retailer in the Bal Harbou
The investigation revealed a possible subject, but eye witnesses at the store could not positively identify
the suspect as the person who committed the theft. The case was closed without making an arrest.

Summary of Noteworthy Calls for Service
08-07-2020 Baker Act 10100 Block of Collins Avenue
The caretaker of a 93-year-old patient suffering from dementia contacted the police after the patient
scratched her with a pair of scissors. The caretaker was not seriously injured and sought assistance to
provide help for her patient. Officers made contact with the patient’s family and mental health provider
No other police action was necessary.
08-08-2020 Suspicious Person 10100 Block of Collins Avenue
Security personnel at a beachside condominium contacted police after seeing a suspicious male sitting
in the valet area. When officers arrived, they discovered the male sought a place to sit to recover from
the heat. Fearing the male was possibly dehydrated, officers summoned Fire Rescue to the scene. The
male was treated on the scene and transported by ambulance to Aventura Hospital
evaluation.
08-09-2020 Warrant Arrest 500 Block of 96th Street
Officers conducting traffic enforcement stopped a vehicle in the area of 96th Street. While conducting
routine checks, the officers discovered the driver had an open felony warrant for grand theft, burglary,
and criminal mischief. Officers arrested the driver and transported him to jail.
08-10-2020 Assist Other Agency 10200 Block of Collins Avenue
A Bal Harbour officer patrolling the Collins Avenue corridor was flagged down by two individuals who
claimed they were recently assaulted in a nearby jurisdiction. The couple reported they were stopped
at a light in Sunny Isles when an unknown female hopped on the hood of their vehicle and began
dancing. When the light turned green, the female got into another car and sped away, leaving the
Department and assisted the couple in reporting the incident.
08-10-2020 Noise Complaint 10200 Block of Collins Avenue
An anonymous resident at a condominium on the west side of Collins Avenue was bothered by
someone playing a trumpet in the building during the late evening hours. Officers responded to the
scene to investigate but heard no trumpet and could not determine
originated. There were no other complaints for the night.

08-12-2020 Assist Other Agency 10800 Block of Collins Ave
The Miami-Dade Police Department requested Bal Harbour’s assistance in responding to a beached
boat along the coast in the 10800 Block of Collins Avenue. Officers arrived on scene, located, the boat,
and ensured no one was injured. Officers remained on the scene until Miami-Dade Police arrived and
08-13-2020 Harassing Phone Call 9700 Collins Avenue
A recently divorced male moved out of his beachside condominium and claims his ex-wife’s male friend
is harassing him. The victim reported several insulting emails, a vailed threat and multiple voicemail
recordings of Spanish songs about overweight people. Despite the alleged harassment, the victim said
he was not in fear for his safety or welfare. The case was forwarded to detectives for follow-up.
08-13-2020 COVID Investigation 200 Block of Bal Bay Drive
Officers responded to an anonymous complaint of persons not wearing facial coverings in the common
areas of a hotel. Officers noted proper signage posted on the property informing guests of the facial
covering requirements. No immediate violations were noted, but officers met with management and
informed them of the complaint.
