Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) continue their checks of construction sites within the gated
community. While patrolling the 100 Block of Camden Drive, CEOs noticed a significant amount of
debris stacked on the swale area. Construction crews were not present at the time, so CEOs posted a
code violation warning on the site’s contractor board. CEOs will return to the property to ensure
compliance.
Code Enforcement Units continue to ensure properties are in compliance with Village codes. CEO’s
patrolling the homes along Camden Drive noticed a property with overgrown vegetation. They issued
a code violation warning and will conduct a follow-up visit to ensure compliance.
The Parks and Public Spaces Department requested assistance from Code Enforcement regarding an
overgrown oak tree on Park Drive with branches hanging over the right-of-way. CEOs issued a code
violation warning directing the property owner to prune the tree.
Code Enforcement and Parks and Public Spaces responded to a construction site where a tree was
removed without a permit and digging caused damage to Village power lines to the street lights. CEOs
issued the site two code violations: one for removing a tree without a permit and a second one for
damaging electrical lines. Parks and Public Spaces will work with the contractor to ensure all repairs are
made.
The Code Enforcement Unit received a complaint of debris on a driveway of a house on the 100 Block
of Bal Cross Drive. CEO’s responded to the address and noted the debris was visible from the right-of-
Criminal Investigations
The Criminal Investigations Division (CID) is investigating a fraud perpetrated on an 81-year-old resident.
The scammers told the victim his granddaughter was injured in a car crash in Illinois and asked for
$20,000 to bail his granddaughter out of jail. The scammers then asked for an additional $8,000 to cover
injuries caused during the alleged car crash. The victim later spoke with his granddaughter and realized
he had been scammed. Investigators are examining video footage and license plate reader data and
coordinating with investigators in other jurisdictions in an attempt to identify the subjects involved in this
scam.
Detectives continue their investigation into a $10,000 fraud case that occurred at a retailer in the Bal
Harbour Shops. Detectives identified a suspect
Both agencies are collaborating to develop sufficient evidence to proceed with a criminal charge.
The CID closed an investigation involving an alleged theft of property by a caregiver. The victim, her
attorney, and her personal assistant met with detectives to review the case and discuss the possibility of
filing charges against the suspect. The victim chose to close the investigation and refused to participate

Summary of Noteworthy Calls for Service
08/15/2020 Traffic Incident 10200 Block of Collins Avenue
While conducting a traffic detail, a Bal Harbour police officer initiated a traffic stop. The investigation
revealed the driver had a seize tag order and was driving with a suspended driver’s license. The driver

Bal Harbour police officers assisted the Town of Surfside Police Department regarding
violence call in their jurisdiction. Our officers cleared the scene after Surfside officers effected an arrest
08/15/2020 Disturbance 200 Bal Bay Drive
A concerned resident notified our communications section of a vessel docked at the Bal Harbour Marina
playing loud music. Bal Harbour police officers responded and spoke to the boat captain who
immediately lowered the music.
08/18/2020 Disturbance 10245 Collins Avenue
While on routine patrol, a Bal Harbour officer observed an individual arguing with the condominium
security guard. The investigation revealed the on-duty security officer had an illegally parked vehicle in
their private parking lot towed from the property. Officers advised the vehicle owner that the area was
private property and the proper signage was displayed. The disturbance did not rise to a criminal

Miami Shores Police Department requested assistance from our Marine Patrol unit with securing a crime
scene, after discovering a deceased person in the bay. Marine Patrol units from Bal Harbour along with

Bal Harbour officers were dispatched to an injured person. A male reported that while riding his bicycle
in Haulover, a vehicle ran him off the road which caused the rider to lose control. The rider struck the
curb and fell onto the sidewalk. The rider who sustained minor injuries was treated and released by
Miami-Dade Fire Rescue. A Miami-Dade Police Public Service Aide responded and documented the
crash report. A routine criminal history check revealed the rider had three open bench warrants for his
arrest totaling $10,500.00 Bond

08/20/2020 Disturbance/Suspicious Person 10100 Block of Collins Avenue
A resident was walking her dog along Collins Avenue’s eastside sidewalk when a male approached and
made improper and vulgar statements directed to her dog. The reporter went home and contacted
the Bal Harbour Police Department. Officers responded and canvassed the area, but were unable to
locate the male. A “Be On the Look Out” (BOLO) for the male was broadcast to the local police agencies.
