CEOs issued a violation warning and directed the property owner to make the necessary corrections. Code Enforcement responded to a hotel/condo co-op on the 200 Block of Bal Bay Drive regarding a conducted without obtaining proper permitting from the building department. CEOs issued a code violation to the property owners and directing them to obtain proper permits. The Code Enforcement Unit received multiple complaints of constructions workers at a site on the 100 Block of Camden Drive not wearing facial coverings as required by Miami- Code Officers visited the site, met with the workers, reminded them of the facial covering requirements, and warned them that further violations would result in fines. The following day, CEOs returned to the site and found four workers without facial coverings. Each offending worker was issued a civil citation Criminal Investigations The Criminal Investigations Division deployed a training program for police officers focusing on mental health and suicide prevention, the training included numerous resources to assist department members in maintaining good mental health practices. Detectives continue to work a multi-thousand-dollar f Harbour Shops. The suspect was also involved in similar occurrences in Boca Raton, FL. Detectives traveled to Boca Raton to collaborate with the Boca Raton PD investigation. Boca Raton detectives and Bal Harbour detectives contacted the suspect in Boca Raton and interviewed the suspect about the cases Summary of Noteworthy Calls for Service 08/21/2020 Traffic D.U.I Arrest 10100 Block Collins Avenue While conducting traffic enforcement on the Collins Avenue corridor, Bal Harbour officers initiated a traffic stop after observing a vehicle swerving from lane to lane. The subsequent investigation led to the arrest of the driver for DUI after failing a roadside sobriety test. The driver was 08/22/2020 Hit and Run / Fatality 10245 Collins Avenue Bal Harbour Police Communications received an emergency Hit and Run call involving a juvenile; officers and Miami- Haulover Park where he was air lifted to Jackson Memorial Trauma. Bal Harbour officers secured the scene and diverted pedestrian and vehicular traffic for several hours. Miami-Dade Police Traffic BHPD Weekly Report Week #33 August 28, 2020 Page 5 08/23/2020 Stolen Tag Recovery / Traffic Arrest Collins Avenue and 96 Street While on routine patrol, a Bal Harbour police officer received a stolen tag alert from his assigned License Plate Reader. The suspect vehicle was stopped without incident and the driver was detained. Further investigation revealed that the operator had a suspended drivers’ license and a stolen tag attached to 08/23/2020 Assist Other Agency / Retail Theft 9400 Harding Avenue The Town of Surfside Police Department issued a Be on the Look Out (BOLO) for a retail theft subject who had just fled from their Publix Supermarket. Within a few minutes, a Bal Harbour officer observed a subject matching the description at the SunTrust bank. Surfside officers responded and made a resumed normal operations. 08/25/2020 Baker Act 10275 Collins Avenue A concerned resident called the Bal Harbour Police Department to report a neighbor possibly in crisis. Officers located the person in the hallway and determined the individual was indeed experiencing a crisis and posed an immediate threat of harm to themselves or others. The person was Baker Acted 08/25/2020 Indecent Exposure Harbour Way West and Collins Avenue A female called police communications and reported that a male exposed himself while she was waiting for the bus at the bus bay. The reporter said the male initiated a conversation, flirted and advised her he had a car nearby. The reporter rebuffed his advances at which time the male lowered his shorts exposing his private parts and then walked away. Bal Harbour officers responded and conducted an extensive area search; however, the suspect was not located. A description was broadcast and a security check was issued for the area. Due to safety concerns, the female reporter was transported to her home 08/26/2020 Traffic Arrest 9700 Collins Avenue While conducting traffic enforcement, a Bal Harbour officer initiated a traffic stop after observing a vehicle make an illegal right turn after exiting the Bal Harbour Shops. The investigation resulted in the arrest of the driver for operating a vehicle with a suspended license 08/26/2020 Stolen Vehicle Recovery and Arrest 500 Block of 96 Street While conducting a city-wide patrol utilizing the License Plate Reader, a Bal Harbour officer received an alert regarding a stolen vehicle entering Bal Harbour’s jurisdiction. Officers initiated a traffic stop and detained the driver. The investigation resulted in the arrest of the driver for grand theft auto and driving BHPD Weekly Report Week #33 August 28, 2020 Page 6 Completed by: Raleigh Flowers, Jr., Chief of Police Date: August 28, 2020 08/26/2020 Injured Person 10295 Collins Avenue, on the Jetty While conducting a beach and jetty check, a Bal Harbour police officer was flagged down regarding an injured person. The investigation revealed the male victim fell off the tip of the j photographing his girlfriend. The male fell into the ocean, but was able to climb up the rocks back onto 08/26/2020 Credit Card Fraud and Forgery 9700 Collins Avenue, Saks Fifth Avenue Saks Fifth Avenue loss prevention personnel alerted the Bal Harbour Police Department that they were surveilling two persons suspected of committing credit card fraud at their Dadeland location. Police officers stood by as the suspects were in the process of making a purchase. Meanwhile, loss prevention confirmed that the suspects’ current purchase was being made with a fraudulent credit card and false identification. Police officers detained the offenders and eventually effected the arrest for retail theft, possession of a stolen credit card, forgery and possession of fraudulent driver’s license. The individuals 08/27/2020 Assist Other Agency Miami Dade Police Sandspur Island Marine Patrol Units received a swimmer in distress call at Sandspur Island near Oleta State Park. Once arrived on the scene, Indian Creek police officers rescued a female from the water, while Florida Wildlife police officers rescued a male from the shore who was semi-conscious. The Bal Harbour Marine Patrol officer safely removed the victim’s children from the island and all were transported to the Haulover fuel docks and turned over to Miami-Dade police officers. The victims were treated by Miami- Dade Fire 08/27/2020 Stolen Tag Recovery 10295 Collins Avenue, on the Jetty While conducting a city-wide patrol utilizing the License Plate Reader, a Bal Harbour officer received an alert regarding a stolen vehicle entering Bal Harbour’s jurisdiction. Officers initiated a traffic stop and detained the driver. The investigation revealed that the vehicle was not stolen, however, the registered tag had been stolen/removed and replaced with a tag from a stolen and similar vehicle. Re-inspections included for properties with overgrown vegetation, one property with an overgrown tree affecting the public right—of-way, one property cited for damaging electrical lines while digging, one property cited for removing a tree without a permit, and one property warned for having debris on the right-of-way. In all instances, the property owners warned or cited Criminal Investigations The Criminal Investigative Division (CID) worked with detectives from the Boca Raton Police Department to identify and interview a suspect involved in a fraud at two retailers in the Bal Harbour Shops. The suspect charged over $10,000 using fraudulent accounts. Detectives are now working with the State Attorney’s Office to secure an arrest warrant on the case. The CID is investigating two unrelated hit-and-run crash cases that occurred in the parking lot of the Bal Harbour Shops. The tags on the suspect vehicles were linked to rental car agencies. Detectives are Summary of Noteworthy Calls for Service 08/28/2020 Theft 9700 Collins Avenue, BHS Officers were dispatched to the Gucci boutique located inside Neiman Marcus regarding Officers made contact with the loss prevention manager, she told them a male and female suspect entered the store and began perusing the merchandise in the store. Store surveillance video shows the female suspect concealing a piece of merchandise and exiting the store without paying. This case has 08/29/2020 Traffic Incident 10100 Block of Collins Avenue Officers were conducting proactive traffic enforcement along the Collins Avenue corridor; a traffic stop was performed on a vehicle traveling northbound. During the course of the traffic stop, a computer check revealed the driver did not have a valid license and the vehicle had a “seize tag” order. The driver 08/31/2020 Motor Vehicle Accident Bal Bay Drive & 96 Street A vehicle travelling east on 96 Street lost power while on the crest of the Bay Harbour Islands The owner began pushing the vehicle which rolled out of control, swerving north across all lanes of traffic and coming to rest on the north side sidewalk by the Bal Harbour Park. The vehicle damaged the chain link fence, hedges and finally crashed into a Miami-Dade water meter box. Miami-Dade Fire Department responded and secured the meter box. Additionally, Florida Power & Light responded to ensure that the meter was not powered. Bal Harbour public works supervisor, Miami-Dade Water and Sewer were notified of the damaged property. Photos were taken and the area was secured and taped BHPD Weekly Report Week #35 September 4, 2020 Page 5 08/31/2020 Vehicle Theft 10178 Collins Avenue Officer were dispatched to investigate a missing vehicle, the reporter told officers he last saw his vehicle the night before. Officers contacted local tow companies to ensure the vehicle was not towed from the premise, however, the contacts revealed the vehicle had not been towed. The reporter told officers he left his keys in the vehicle, a review of video surveillance in the area revealed two unknown suspects entering the victim’s vehicle and fleeing the scene. 08/31/2020 Battery 70 Park Drive, Parking Lot Officers were flagged down by an individual who advised he had just been altercation with one of his neighbors. Officers were able to speak with both individuals involved and determined they were both involved in a physical altercation. There were no independent witnesses or video surveillance of the incident, both parties did not wish to pursue the matter and were referred to 09/01/2020 Baker Act 9700 Collins Avenue Officers responded to the bus bay area located in front of the Bal Harbour Shops regarding a male screaming obscenities. Officers observed a male screaming and making incoherent statements, he was in a clear state of mental crisis. Officers detained him and placed him into the rear of their vehicle, the male began kicking inside the vehicle and broke several pieces of equipment. Miami-Dade Fire Rescue responded and assisted with securing the male to a gurney and transporting him to Aventura Hospital 09/01/2020 Trespass Warning 9705 Collins Avenue, St. Regis Bal Harbour police officers were summoned to the St. Regis residential tower regarding The investigation revealed that a female was found by security attempting to access their facilities. The female left the area prior to our officers arriving. An area canvass was conducted and the female was 09/01/2020 Assist Other Agency Oceanside Miami Beach and 40 Street The Bal Harbour Marine Patrol officer responded to a distress call of a missing scuba diver in the oceanside of Miami Beach.
