Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) responded to a call on the 100 Block of Camden Drive regarding a
bounce -house delivery on a holiday. Code Officers initially denied the bounce -house company access
to the Village per code. The homeowner contacted the Civic Association which allowed the delivery.
Code Officers returned to the scene and discovered the bounce -house was delivered. Since recent
changes to code resulted in apparent misunderstanding of the restrictions, CEOs explained the
changes to code, explained that deliver of party supplies were not permitted on certain days, and
issued the homeowner a code violation warning.
Code Enforcement Officers received a complaint from the Building Department of possible work
without permits at a building on the 9900 Block of Collins Avenue. CEOs investigated the complaint
and found no violation. The case was unfounded with no enforcement action.
Criminal Investigations
The Criminal Investigations Division reviewed video footage on three retail theft cases occurring at a
retailer in the Bal Harbour Shops. The video allowed detectives to capture images of the suspects and
publish flyers to neighboring jurisdictions in an effort to identify the suspects. An investigative lead on
one case allowed detectives to produce a line-up for a possible suspect.
Detectives investigated an allegation of harassing emails and text messages. The case involved an
estranged husband and wife, and the wife's new male friend. The harassing messages did not rise to
the level of a chargeable offense and all parties were warned to refrain from engaging in disputes.
The Criminal Investigations Division reviewed two hit-and-run cases involving property damage. In one
case, the suspect resided in Golden Beach, Florida. In the other, the suspect resided in Beverly Hills,
California. Detectives worked with officers in the respective jurisdictions to contact the suspects. Both
suspects admitted to their involvement and provided all identifying information and insurance
information necessary to complete the crash investigations. Detectives provided the victims in both
cases with the information needed to remedy any damages caused.

Summary of Noteworthy Calls for Service
09/05/2020 DUI Arrest 10100 Block of CollinsAvenue
While patrolling the Collins Avenue corridor, officers observed a vehicle driving erratically at a high rate
of speed. Officers conduced a traffic stop on the vehicle, when the officers approached, they detected
a strong alcoholic odor emanating from the interior of the vehicle. Officers also observed an open beer
can in the vehicle. The driver was unable to perform standard roadside sobriety tests and refused to
submit to a breathal zer test. The driver was arrested for DUI and transported to ail.

Battery
286 Bal Bay Drive
Officers were dispatched to an ongoing dispute, the reporter told officers that she and her boyfriend
have been involved in a relationship for over a year. However, the boyfriend no longer wished to be in
a relationship and she wanted to confront him at his residence. The reporter also claims she fears for
her safety and has been the victim of physical abuse in the past by her boyfriend. There was no
evidence or claims of a physical confrontation. The incident was documented and both parties were
issued a victim's rights pamphlet.

One Herb our Way
Officers were dispatched to a motor vehicle crash. Upon arriving on scene, it was discovered the crash
occurred in the Haulover Park area. Additionally, the offending vehicle left the scene and was followed
by the victim until both vehicles pulled into the One Harbour Way driveway. The offending driver then
brandished a firearm to the victim, but discarded the firearm prior to the officers arriving on the scene.
A cursory search of the area revealed narcotics in the shrubs near the suspect vehicle. Miami -Dade
Police K-9 responded and searched the area for the firearm; however, it was not located. MDPD
arrested the suspect and transported him to jail. Officers will continue the search for the firearm.

Concealed Weapon
One Harb our Way
Officers were dispatched to the courtyard area of One Harbour Way. The reporter told officers two
females were looking for something on the property and when confronted, they fled in a black vehicle.
Officers were able to conduct a traffic stop on the vehicle and discovered the passenger was the same
passenger in the suspect vehicle of an earlier traffic crash involving a firearm. The driver had an
extensive criminal history that included homicide and armed robbery. Further investigation revealed
the driver was in possession of an AK -47 rifle. The driver was a convicted felon in possession of a firearm
and was taken into custody. Additionally, both parties were charged with loitering and prowling and
transported to jail.

Death Investigation
10185 Collins Avenue
Officer were dispatched to reports of a female having difficulty breathing. Upon arriving on scene with
Miami -Dade Fire Rescue, officers and paramedics observed an unresponsive female lying in her bed.
MDFR confirmed the female was deceased; she had been in hospice care and her physician confirmed
he would sign the death certificate. Miami -Dade Homicide was notified of the death and the decedent
was transported to a funeral home.

Noise Complaint
1024.0 Collins Avernie
A resident reported drilling noises from the apartment above. Officers responded to ensure
construction work was not occurring after allowable hours. The investigation revealed the offending
tenant was reattaching a broken lamp. Officers remained on scene until the lamp was repaired and
reminded the tenant of noise restrictions related to construction.

Jetty
Officers on foot patrol at the jetty discovered graffiti written on the support beams at the lamp at the
end of the Jetty. A report with photos of the graffiti was forwarded to Public Works for clean-up.

Marine Patrol officers assisted the North Bay Village Police Department with the investigation of a stolen
jet ski. Bal Harbour marine officers discovered the abandoned jet ski near the Pelican Harbour boat
ramp. North Bay Village PD responded to the scene and assumed control of the investigation.

-Suspidous Person
Gated
Community
The Bal Harbour Police Department received a complaint of two unauthorized bicyclists entering the
gated community without proper admittance. Bal Harbour police officers searched the area and
located the two individuals near the marina. Upon investigating, officers discovered the two bicyclists
were tourists from Georgia who were staying at the St. Regis Hotel. Neither person was engaged in any
criminal activity. Both cyclist were escorted out of the gated community.
