The investigation revealed a large bee hive affixed to the home's facia boards. The homeowner was out of town, so Code Officers will revisit the property to help the homeowner address the issue. Code Officers patrolling inside the gated community noticed a storage pod on the driveway of a residence on the 100 Block of Park Drive. CEOs learned the homeowner was using the pod to store belongings while she had her home painted. CEOs explained the code prohibiting storage pods and issued a code violation warning. Code Enforcement Officers patrolling the gated community notices debris on the roadway in front of a construction site on Camden Drive. CEOs issued a written warning instructing the contractor to maintain the site within approved standards. Code Enforcement Officers patrolling the beach noticed a beachgoer with a dog. CEOs stopped the person and learned they were visiting friends in Bal Harbour and were not familiar with Village codes. CEOs issued a verbal warning and watched as the person removed the dog from the beach area. Criminal Investigations The Criminal Investigations Division (CID) concluded its part of an investigation into fraudulent credit card transactions in the amount of $300,000. Detectives worked with bank investigators to determine a possible area where the fraud initiated. After an extensive and comprehensive follow- up investigation, Bal Harbour investigators in conjunction with the Department of Homeland Security investigators (HIS) determined the offense occurred outside of Bal Harbour's jurisdiction. Homeland Security agents will conduct the follow-up investigation. BHPD Weekly Report Week #37 September 18, 2020 Page 5 Summary of Noteworthy Calls for Service 09-11-2020 Assist Other Agency Beer Can Island (Waterway) Bal Harbour marine patrol officers responded to a call regarding an unconscious male at an island on the intercoastal known as Beer Can Island. Officers located the patient and provided assistance until a Miami -Dade Fire Rescue boat arrived on the scene. Rescue stabilized the male and transported him to Haulover Marina. 09-11-2020 Retail Theft 9700 Collins Avenue Loss Prevention employees at a retailer in the Bal Harbour Shops called the police after discovering a theft. Video footage depicted the suspect taking items from the display counters and walking out of the store. Officers used the footage to conduct a canvass of the area, but could not locate the suspect. Detectives will review the video in an attempt to identify the suspect. 09-12-2020 Retail Theft 9700 Collins Avenue A sales clerk at a retailer in the Bal Harbour Shops assisted two individuals shopping at the store. After examining an item and choosing not to make the purchase, the clerk stepped away to store the item. The suspects took advantage of the clerk's absence to select several items from a display and walk out of the store. The store will furnish video footage for further investigation. 09-13-2020 Arrest - Battery 9700 Collins Avenue Two acquaintances, a male a and a female shopping at the Bal Harbour Shops, became involved in a dispute, when the male attempted to drive away, the female claimed her money was in his car and jumped into the car through the driver's door. A struggled erupted and the male managed to move the female to the passenger side before speeding off with her in the car. Surfside Police spotted the vehicle and Bal Harbour Officers responded. The investigation led to battery and false imprisonment charges against the male. 09-13-2020 Assist Other Agency, Surfside 8200 Harding Avenue The Surfside Police Department issued a Be On The Lookout (BOLO) regarding a hit and run in their jurisdiction. At the time, they only had a partial tag and the description of the vehicle. Utilizing the License Plate Reader technology, a Bal Harbour police officer was able to locate the correct tag in the system and discovered the recent path the vehicle was taking. A Bal Harbour officer responded to the area last known, found a second accident scene in Miami Beach's jurisdiction and realized that the same vehicle was involved. The investigation resulted in a positive identification of the driver as the perpetrator of the hit and run offender. Surfside police effected the arrest and transported the offender to jail. BHPD Weekly Report Week #37 September 18, 2020 Page 6 09/16/2020 Assist Other Agency, Surfside Collins Avenue and 94 Street Surfside police requested assistance with searching for suspect who fled from a hit and run traffic crash. Bal Harbour officers searched the beach and hardpack on ATV's in an effort to locate the subject. Officers were unable to locate the subject and terminated the search. No damages or injuries were reported. 09/17/2020 Assist Other Agency (FWC) Intra-Coastal Waterway The United States Coast Guard (USCG) received a distress signal from a vessel near the Haulover sandbar. USCG emergency personnel arrived in the area and immediately rescued one occupant of the vessel from the bay. Search efforts for the second occupant continued throughout evening until the early morning hours. Bal Harbour marine officers in conjunction with several other local law enforcement agencies and first responders continued searching the area for the second occupant. After numerous hours of searching, the missing occupant was located. The missing occupant's body was recovered in the bay near the Haulover Sandbar.
