OFFICE OF THE VILLAGE MANAGER LETTER TO COUNCIL
NO. 128-2020
TO: Mayor Gabriel Groisman and Members of the Village Council
FROM: Jorge M. Gonzalez, Village Manager
DATE: September 18, 2020
SUBJECT: Compliment from One Harbour Way Apartments – Police and Public Works
The purpose of this Letter to Council (LTC) is to share with you a commendation e-mail I
received from Hank Vasquez, Manager of the One Harbour Way Apartments (e-mail
attached). Mr. Vasquez complimented the professionalism and dedication of Lt. Oscar
Amago, Sgt. Edwin Vargas, the entire Bal Harbour Police Department, as well as Jason
Atkinson and the Public Works team.
As shared with you in the Bal Harbour Police Department Weekly Report for Week #36, the
Bal Harbour Police Department received a call on September 6, 2020 regarding a vehicle
crash that occurred in the Haulover Park area. The driver of one of the vehicles was
observed by the other party to have a handgun in his possession. The driver was then
observed going into the One Harbour Way Apartments, and discarding of the weapon
prior to police arriving. The subject was arrested by Miami-Dade County Police on various
charges, and an extensive search of the apartment area ensued in an effort to recover the
handgun.
Later that same evening, Bal Harbour Police Officers responded to a call regarding a
suspicious person at the One Harbour Way Apartments. The officers arrived and were able
to stop the vehicle, which was occupied by family members of the arrested driver. The
investigation revealed that the driver of the suspicious vehicle, a convicted felon, was in
possession of an AK-47assault rifle.
In an effort to recover the handgun, the Bal Harbour Police Department, in conjunction
with the Public Works Department, continued an exhaustive search of the property, which
included removing landscaping and Police K-9 article searches. These efforts went on for
several days after the original incident. The Public Works team assisted by searching the
thick vegetation with a metal detector, and removing and replacing landscaping to ensure
all areas were thoroughly inspected.

Although the handgun has yet to be recovered, the efforts displayed by our Village team
reflect our commitment to the Bal Harbour Experience, by ensuring the safety and beautiful
environment of our community.
