SUBJECT: Update on the Construction Related to the Bal Harbour Shops Entrance and
Traffic Light Signalization on Collins Avenue.
The purpose of this LTC is to provide you with an update on the status of the ongoing
construction related to the Bal Harbour Shops main entrance and the Traffic Light
Signalization on Collins Avenue.
The Village Parks and Public Spaces-Public Works, along with the Florida Department of
Transportation (FDOT) issued a right-of-way permit on July 6, 2020 with an expiration date
of October 31, 2020.
Below is a brief summary of the Traffic Light Signalization project scope of work:
• Reconstruction of the landscape center median for pedestrians crossing Collins
Avenue and, reconstructing the south landscape median for additional vehicles to
cued left turn onto towards Bal Harbour Shops main entrance - this work has been
completed;
• New Traffic Signalization Light poles concrete foundation as well as poles and mast
arms installation both on the east and west sides of Collins Avenue – this work has
been completed;
• Installation of traffic light signalization wiring – expected to be completed by this
coming Friday, October 16, 2020;
• Installation of electrical control panels and pull wire boxes for traffic signalization –
this work has been completed;
• New water mains for Bal Harbour Shops and FDOT storm catch basins
improvements on the west side of Collins Avenue – this work has been completed;
• Removed and replaced sidewalks on the west side of Collins Avenue for the main
entrance - this work has been completed. Additional sidewalk replacement on the
East side is scheduled for completion the week of October 26, 2020;
• New sanitary sewer main for Bal Harbour Shops crossing Collins Avenue south of
the intersection towards the landscape center median – this work has been
completed;
• Milling, paving and temporary striping both north and south bound lanes – this work
has been completed. Permanent striping is scheduled to be completed within the
next 60 days.
The above work included several Maintenance of Traffic (MOT) set-up of temporary lane
closures with coordination taking place between contractors, the Village Public Works staff
and Village Police staff.
