The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) routinely return to properties warned of code violations to
ensure the homeowner complied with Village codes. CEOs visited three properties along Bal Bay
Drive previously warned for not properly maintaining their lawns. CEOs confirmed the deficiencies
were corrected within the allotted time. All properties are in compliance.
CEOs revisited a construction site on Camden Drive to check on its dumpster. The homeowner was
previously instructed to empty the dumpster or properly cover its contents from view. The follow-
up visit confirmed the site was now within code standards.
While patrolling the gated community, CEOs discovered a discarded toilet on the side of the road.
Code Enforcement worked with Public Works personnel to promptly discard the toilet.
A complaint of a loose dog prompted CEOs to respond to the area of Camden Court. CEOs located
the dog and identified the owner. The dog was reunited and the owner was issued a written warning
for allowing the dog to roam off leash.
Patrol Officers discovered a box truck parked on Bal Bay Drive after hours. The operator was a
resident and explained the truck contained charitable contributions ready for distribution the
following day. The resident was reminded of Village codes restricting commercial vehicle after
hours. Due to the truck's contents, officers allowed the resident to keep the truck parked in the
Village but directed the resident to move the truck first thing the following morning. No complaints
were received.
Criminal Investigations
The Criminal Investigations Division (CID) completed two pre -employment background
investigations for two prospective Village employees.
Additionally, detectives investigated a vandalism offense involving an employee at a condominium
property. Detectives identified the suspect and worked with the condo's corporate office to resolve
the case and arrange for restitution.
Detective Gonzalez participated in a two-part interview with Despierta Orlando, a news and opinion
show similar to Good Morning America, on the topic of Autism Awareness from a law enforcement
point of view. Detective Gonzalez has distinguished himself at a local and state level as a leader in
Autism Awareness training for law enforcement personnel.

Summary of Noteworthy Calls for Service
10-09-2020
Susp idous Person 9703 Collins Avenue
Officers were summoned to the sidewalk in front of the St. Regis regarding a male observed
walking northbound openly displaying a firearm. Officers located the male and determined he was
an off -duty security guard. Officers advised him that must he be on duty, in full uniform, to openly
display the firearm. The male properly secured the firearm and left the scene.

Criminal Mischief
10295 Collins Avenue
An employee at the Ritz -Carlton parked his vehicle in the employee parking lot when he arrived to
work, when he returned, he noticed his "Trump 2020" flag was broken. The incident was captured
by the building's surveillance cameras. The Criminal Investigations Division is conducting a follow-
up investigation.

Haulover Sand bar
Bal Harbour marine officers responded to an injured person on the Haulover Sandbar. Miami Dade
Fire Rescue was summoned and treated the person for minor injuries. No other incidents were
reported.

DUI Arrest
9700 b Ik Collins Avenue
While patrolling the Collins Avenue corridor, officers observed a vehicle stopped, facing
northbound, in the southbound lanes. The driver was slumped over the steering wheel with the
engine running. The officers detected a strong odor of alcohol emanating for the vehicle's interior.
The driver was awaken and administered standardized roadside sobriety tests. The driver was
subsequently arrested for DUI and transported to jail. No injuries or damages were reported.

Beachside along Collins
The Town of Surfside police requested assistance after receiving a call of a naked male running
north on the beach from 88 Street. Bal Harbour officers assisted in canvassing the Surfside and Bal
Harbour Beach area. The male was not located and no other calls or sightings were received.

Felony Retail Theft 9700 Collins Avenue
The Bal Harbour police department received a call of a theft just occurred from a store in the Bal
Harbour Shops. Pursuant to a (BOLO) Be On the Look Out, a Bal Harbour officer located the subject
who was in possession of the stolen merchandise. The investigation revealed the subject
committed thefts from two additional stores. All property was returned to the stores and the
subject was arrested and transported to Jail.
