Fraser Planning Commission
Chairman Jensen called the meeting to order at 7:40 p.m. Board
present were Klancke, C.B., Steve Holland, and Joanne Yankovich.
Planner Fox, Larry Hartlaub and Vicky Winter.
Also present were Bill Brown and Don Drake.
Jensen opened the Hearing for the considered adoption of the
Amendment to the Master Plan.
Exhibit A. Fox entered exhibit A, notice of publication for
the Hearing to amend the Master Plan.
Fox briefly reviewed the amendment in that additions have been made
with regards to policies, land use map and transportation issues
dealing with road planning. The amendment as proposed is a response
to deal with growth as well as developments approaching the Town
for annexation.
The land use map shows an increase of approx. 2600 from the initial
planning area.
Upon review of the land use map concern voiced by C.B. in regards to
an area that shows open space planning to a single property holder.
Questioned why this was singled out. Klancke and Fox reviewed that
this was meadows area and felt to be a visually sensitive area that
needed special planning and that it makes interested developers
aware of this by placing this on the map. After a lengthly discussion
Board asked that the plan be changed to showing bands of areas that
are visually sensitive areas rather that the large blocks as now appear
on the map. Fox stated that his budget has been used up and will
provide a letter as to the additional cost to accomplish this change
for approval by the board to accomplish these changes.
Other items review were the statement on the train blocking the
Eishenower intersection. Brown questioned this statement as plans
for a more permanent phase station are under way. Expecially in regards
to platforms and lanscaping. Board stated that as the train grew
in size and needed a longer time to load the intersection would
be blocked even for longer periods of time and that plans should
accomodate that the intersection should not be blocked.
Other changes: Flood plain language to be changed.
100 ' tree line to a soft line approach language.
elaborate on inter- development bike paths.
Holland made a motion to continue the comp. plan amendment hearing
to June 28th at 7:30 p.m.so that needed changes can be put in place,
2nd C.B. Jensen, carried.
Drake preannexation language document discussed at P.C. level hearing.
Changes made to the draft.
Add language to read"well sites and well supply line" etc.
In the MD restriction clause.. restrict the dwelling use of that
Zone, instead of the open space restriction.
C.B. Jensen made a motion to approve this document subject to the
changes as reviewed above, and recommend pre-annexation document,
zoning request and annexation to the Town Board, 2nd Holland. carried.
No futher business board adjourned at 11:30 p.m.
