HomeMy Public PortalAboutPCM 1986-06-25PLANNING COMMISSION SPECIAL MEETING JUNE 25, 19$6 Jay Jensen, Chairman called the meeting to order at 7:40 p.m. Board present were Klancke, Buchheister, Holland and Yankovich. Planner Fox and Vicky Winter. Rhoda Bliss, HOH Associates reviewed the fiscal impact study completed for the Maryvale project. Costs for each phase are identified. HOH ran computer sheets on different worst case cost to use a a planning tool. gankovich made a motion to accept the Fiscal Impact study on Regis Maryvale furnished by HOH Associates, formulas be places on a hard copy for the board's use and hold computer disk until such time as the town askes for the disk for a specific computer, 2nd Klancke, carried. Also discussed from the fiscal impact study was that at some time in the future , an Impact Ordinance may need to be in place to facilate development. Chairman Jensen called for the opening of the Continued Master Plan amendment Haering . This Hearing was continued from the last meeting to review the sensitive area planning areas. Board reviewed the maps that show site sensitive areas. Klancke moved to continue this hearing to the July 9th meeting at 7:00 p.m. to allow reading of the material presented with the changes, 2nd Holland. carried. Fox asked if the board wanted a formal bid on the work to revise the Zoning Ordinance. His estimate would be between 10,000 and 12,000 to upgrade this Ordinance without really getting in to actual. Board advised that this money was not in the budget and next year would be the earliest to start this. Klancke said that this board would work on the needed changes to then be turned over to the planner hopefully saving money this way. Maryvale presented 4 possible site that land dedication could be located, but would like not to not need to deed a site until later. Fox did not see a problem as long as the pre-annexation language addressed this adaquately. A pre-annexation agreement is being reviewed at this time by the lawyer and Fox. Fox commented that a lot was left out and would need work. Roads were not addressed adaquately. As P.C. has not reviewed any pre-annexation agreements which is a necessary step before annexation, Fox stated even tho the Zoning could be approved, as this is the document that has been worked on. the pre-annexation agreement goes hand in hand with zoning and does not see that this approval other than just zoning can be given until the document is reviewed and ready for approval at the same time. Should the P.C. approve the zoning and take it to Town Board, without the pre-annexation agreement in place the Town Board would just continue hearings at that stage.
